About this file
This is a Standard Form 30 amendment (Amendment 0001, effective 15 June 2026) to RFQ W9124D26QA266 issued by the U.S. Army's Mission and Installation Contracting Command (MICC) at Fort Knox, Kentucky for low-voltage cable removal services at Building 3400, Headquarters United States Military Entrance Processing Command (USMEPCOM) in North Chicago, Illinois.
The solicitation covers removal of abandoned low-voltage cabling throughout the approximately 280,000 square-foot facility, including telecommunications, data, security, access control, video surveillance, intercom, and alarm systems across three primary occupied floors (100-level, 300-level, and 400-level). Scope is limited to ladder-accessible cabling only; conduit, wall demolition, and concealed pathway removal are excluded unless specifically approved by the Contracting Officer and Contracting Officer's Representative. The Government does not possess verified inventories of cables, cable drops, MDF/IDF locations, or estimated linear footage, requiring contractors to identify active versus inactive cabling and coordinate removal recommendations with the COR. Work will be performed during normal business hours with ongoing building operations. The amendment extends the response due date from 25 June 2026 to 10:00 AM EDT on 13 July 2026, extends the question deadline to 10:00 AM EDT on 02 July 2026, schedules a site visit for 25 June 2026 (8:00 AM–12:00 PM CDT) at HQ USMEPCOM with a maximum of two pre-registered representatives per offeror, and revises several Performance Work Statement paragraphs. Award will be made using simplified acquisition procedures on a firm fixed-price basis to the lowest-priced, responsible offeror meeting solicitation requirements. Quotes must be submitted via email with 60-day price validity; offerors must maintain active SAM registration. Contracting Officer: Amy Gawarecki (amy.l.gawarecki.civ@army.mil); Contract Specialist: Adam Buchert (adam.p.buchert.civ@army.mil).

Industry Questions with Responses
1. Is the low-voltage cable limited only to network/structured wiring? If not, what other low-voltage systems need to be reviewed or researched?
Response: No. The scope includes abandoned low-voltage cabling throughout Building 3400.
Systems may include telecommunications, data, security, access control, video surveillance, intercom, alarm, and other low-voltage systems. The contractor is responsible for identifying active versus inactive cabling.
2. How many floors of Building 3400 are included in this scope?
W9124D26QA2660001
Response: Building 3400 consists of three primary occupied floors identified as the 100-level, 300-level, and 400-level floor plans.
3. How many head ends / IDF / MDF locations are there, and what floors are they located on?
Response: The Government does not have a verified count of MDF, IDF, or head-end locations.
Contractors should base proposals on the information provided in the solicitation, as well as information gathered from the site visit.
4. Will the contractor team have clear daily access to all work areas, or will escorts be required in certain areas? If escorts are required, approximately what percentage of the building will require escort access?
Response: Access will be coordinated through the COR. Escorts may be required in certain controlled areas. The percentage of escorted areas is unknown.
5. Since keys will not be issued to contractors, will there be a dedicated Government/facility person available to open doors as needed during work hours?
Response: Yes.
6. Who is producing the documentation for the project? Example the comprehensive QCP.
The prime contractor is responsible for producing and submitting all required Response:
documentation and deliverables.
7. What is the approximate number of cables that need to be demoed/removed?
Response: The Government does not possess a verified count of abandoned cables requiring removal. Identification of abandoned cabling is part of the contractor's effort under the contract. A site visit will be scheduled to allow vendors the opportunity to view the site prior to submitting a quote.
8. Can we receive Building 3400 drawings and ceiling access maps?
Building floor plans will be provided. Telecommunications drawings, ceiling access Response:
maps, riser diagrams, and as-built documentation are not available.

Response: Representative photographs are not currently available for release. A site visit has been scheduled to allow vendors the opportunity to view the site.
11. Is removal required throughout the entire 280,000 SF building or only specific areas?
Response: The scope includes abandoned low-voltage cabling throughout Building 3400, approximately 280,000 square feet.
12. Are contractors only responsible for cabling accessible by ladder/ceiling access, or does this include conduit, walls, or concealed pathways?
Response: Scope is limited to ladder-accessible abandoned low-voltage cabling. Removal of conduit is not required unless specifically identified and approved by the KO and COR. Wall demolition and concealed pathway demolition is not required.
13. How many are dual drops going to a single gang box?
Response: Unknown. The Government does not maintain an inventory of existing cable drops.
14. Are any in conduit and are we required to remove any conduit?
Response: Conduit may exist within the facility . Removal of conduit is not required unless specifically identified and approved by the KO and COR.
15. How high are the ceilings?
Response: Ceiling heights vary throughout the facility. Contractors should anticipate varying elevations typical of a commercial office building.
16. What process is required to follow to distinguish new vs. old wires? Are all the old wires Cat 5 vs Cat 6?
Response: Contractors shall use industry-standard cable tracing and identification methods to distinguish active from inactive cabling. The Government cannot confirm cable categories.
17. In certain cases, the old wires are wrapped or tied together with new wires within ceilings, who is responsible for any subsequent damage? It may be easier to remove all cables and run new ones.
Response: The contractor is responsible for exercising due care and following industry best practices to prevent damage to active systems. Any damage resulting from contractor operations remains the contractor's responsibility.
18. What type of ceiling system is in place (drop ceiling, drywall, exposed, etc.)?
Response: Ceiling systems vary throughout the facility and may include suspended acoustical tile ceilings, gypsum board ceilings, and other commercial building ceiling types.

Response: No additional technical documentation is available. Offerors should base pricing on the information provided in the solicitation and their professional judgment.
20. Approximately how many data locations and/or cables are assumed to be inactive?
Response: Unknown. The Government has not conducted a cable inventory identifying active vs inactive cabling.
21. What is the average distance/length of the cables from their corresponding IDF/MDF room to their end location?
Response: Unknown. The Government does not possess documentation sufficient to determine average cable lengths.
22. If the abandoned cable is terminated on a patch panel in an IDF/MDF room or to a wall jack; does the scope of work include removal of terminations back to source or just removal of the cable from ceilings?
Response: Where practical, abandoned cable should be removed back to the source or termination point without impacting active systems. Final disposition shall be coordinated with the
COR.
23. If a site visit is not allowed, is there a site map that can be used to determine: (a) Total number of cable locations? (b) Total number of cable closets?
