About this opportunity
The United States Holocaust Memorial Museum seeks qualified contractors to provide electrical systems maintenance and infrared testing services at three facilities, with quotations due July 30, 2026 and questions due July 17, 2026. A mandatory site visit is scheduled for July 15, 2026.
Place of performance is Washington, DC across three locations: the USHMM Main Building, the Ross Administrative Center (RAC), and the Shapell Collections, Conservation and Research Center (SCCRC). The contract covers a base year (July 1, 2026 through June 30, 2027) plus four optional one-year extensions. During the base year, electrical maintenance is required at SCCRC; infrared testing occurs at all three facilities. Maintenance locations rotate through the option years, with infrared testing at all three facilities in each period.
The contractor must provide all labor, materials, and equipment for preventive maintenance and infrared testing on switchboards, panel boards, transformers, disconnect switches, motor control centers, and chiller starters. Infrared testing must be conducted twice—initially to identify discrepancies and a second time after repairs to verify correction. System maintenance outages occur between 6:00 PM and 6:00 AM; infrared testing occurs during normal business hours (Monday–Friday, 6:00 AM–3:30 PM). Work must comply with NFPA 70B and the National Electrical Code and be performed by experienced, certified professionals. Personnel must pass background screening per museum security requirements.
Submission requirements include a technical approach, up to three past performance projects of similar scope with contact information, completed pricing schedule, and proof of minimum Level 2 Certified Infrared Thermographer certification (pass/fail). Evaluation weighs non-price factors—technical approach, past performance, and certification—as significantly more important than price. The NAICS code is 541350, Building Inspection Services; PSC is H399, Inspection–Miscellaneous. This is a Firm-Fixed-Price procurement with no set-asides. Performance and payment bonds are not required. Quotations must remain firm for 60 calendar days from submission.
