Summary: Statement of Work – Maintenance and Infrared Testing of Electrical Systems

This Statement of Work outlines the requirements for electrical systems maintenance and infrared testing services at the United States Holocaust Memorial Museum (USHMM), specifically at the Ross Administrative Center (RAC) and Shapell Collections, Conservation and Research Center (SCCRC). The base contract period runs from July 1, 2026 through June 30, 2027, with four optional one-year extensions at the government's discretion. The contractor must provide all labor, materials, and equipment necessary to perform preventive maintenance and infrared testing on electrical equipment, including switchboards, panel boards, transformers, disconnect switches, motor control centers, and chiller starters. Infrared testing must be conducted twice—initially to identify discrepancies, and a second time after repairs to verify correction. Small discrepancies identified during testing (such as loose lugs or breakers) shall be addressed immediately, while major defects must be documented in a detailed report submitted within 30 days of testing completion.

System maintenance outages must occur between 6:00 PM and 6:00 AM with the contractor responsible for scheduling with the local power company and paying all associated fees; infrared testing occurs during normal business hours (Monday-Friday, 6:00 AM–3:30 PM). The contractor must comply with all museum security requirements, including providing personnel information for background screening, and is responsible for equipment safeguarding and removal/replacement of all covers. Work must be performed by experienced, certified professionals and conform to NFPA 70B and National Electrical Code standards. The government will provide electricity and an escort for facility access. Detailed maintenance reports must include specific technical information such as identification numbers, voltage, amperage, wire condition, insulator condition, torque specifications, and equipment-specific parameters such as megger results for chiller starters and contact conditions for motor control centers.
