About this opportunity

The U.S. Coast Guard Surface Forces Logistic Center seeks firm fixed-price industrial repair services for two vessels—USCGC ANT Saginaw River (Hull 49422) and USCGC ANT Detroit (Hull 49424)—with quotations due October 16 at 2:00 PM EST. The procurement is a Women-Owned Small Business (WOSB) set-aside with 100% small business preference, NAICS 336611 (Ship Building and Repairing), size standard 1,350 employees.

Place of performance is onsite at 110 Mt Elliott Avenue, Detroit, Michigan 48207. Performance periods are January 4 through February 12, 2027 for Saginaw River (forty calendar days) and February 22 through March 29, 2027 for Detroit (thirty-six calendar days), per Amendment A00002 effective September 29.

Work encompasses dry-docking underwater body preservation, hull plating, main mast, stern tube interior surfaces, forecastle and forepeak decks, exterior buoy decks, A-frame, anchor chain hawse pipe, and installation of a temporary work shelter (52 feet by 19 feet by 18 feet). All preservation work must comply with Surface Forces Logistics Center Standard Specifications 0000 and 6310 and related SSPC and ASTM standards. Work Item 1 (underwater body preservation) is designated critical inspection, requiring completion within the first 25 percent of the contract period.

Contractors must hold current $500,000 Ship Repairer's Liability and Comprehensive General Liability insurance; AMPP Senior Inspector or NACE Level 3 or QP-1 certification; welding certifications and procedures; and mandatory Joint Certification Program (JCP) registration to access critical technology drawings. Drawings must be requested by September 22 at 2:00 PM EST. The schedule contains 15 contract line items, all definite, including composite labor rates for growth work and per-day layday charges. Award is anticipated November 2. Quotations are valid for 190 days. Final payment withholds 10 percent of total contract price until all deliverables are received and accepted. Amendment A00003 (September 30) confirms that IPF Detroit provides haul-out, blocking, cradles, repositioning, relaunch, utilities, electrical power, water, and onsite equipment space.
