About this opportunity
The U.S. Army Corps of Engineers Humphreys Engineer Center Support Activity seeks electrical test equipment calibration services for the Prime Power School at Fort Leonard Wood, Missouri, with quotations due June 26, 2026. This is a 100% small business set-aside under NAICS 811210.
Place of performance is Building 12630, Fort Leonard Wood, Missouri (10025 Jean Avenue, FLW 28, 65473). The contractor must calibrate approximately 120 pieces of specialized electrical testing equipment—including Megger test sets, vacuum interrupters, thermal imaging cameras, and high-voltage diagnostic instruments—in accordance with manufacturer specifications using reference standards traceable to ISO/IEC 17025 and ANSI/NCSLI Z540-1. A critical performance requirement is a 14-calendar-day turnaround from equipment receipt to return. Services are performed at either the contractor's or government facility during business hours 0800–1600 Monday through Friday, excluding federal holidays. The contractor is responsible for all transportation, pickup, and delivery. Weekly status reports detailing all equipment in possession, calibration status, and expected return dates are due by 1700 hours CST every Thursday. Equipment requiring vendor calibration must be reported to the Contracting Officer's Representative with no additional government cost without approval.
The contract is firm fixed-price with a one-year base period (July 10, 2026–July 9, 2027) and four optional one-year renewal periods through July 9, 2031. Evaluation criteria are technical capability (onsite calibration and mobile pickup/delivery methodology, equipment service scope), past performance (three recent relevant contracts within six years), and price (lowest total evaluated price). All prices must be fully burdened including labor, travel, transportation, and materials. Contractors must be registered in SAM.gov prior to award and hold prices firm for 60 calendar days from the offer due date. Questions are due June 12, 2026. Prevailing wages under Department of Labor Wage Determination 2015-5093, Revision 30 (effective May 13, 2026) apply. Amendment 3 (posted June 18) designates Douglas E. Pohlman as additional point of contact for submissions; offerors must acknowledge receipt of Amendment 3 prior to the deadline.
