About this opportunity

The U.S. Army Corps of Engineers Galveston District is conducting a two-phase Scope Dredge to Budget pilot procurement for maintenance dredging services across Texas coastal navigation channels, with a virtual industry day held October 16, 2026, draft RFP posted October 19, 2026, and final RFP posting November 18, 2026. USACE will issue two separate firm-fixed-price solicitations: an unrestricted contract (W912PM27RA006, $134.7 million budget) for seven deep-draft channels including Galveston Harbor ($28.5M), Houston Ship Channel ($54.6M), Corpus Christi Ship Channel ($22.9M), and four others, plus a small business set-aside ($26.2 million budget) for Gulf Intracoastal Waterway and secondary shallow-draft channels. Performance runs from May 1, 2027, through April or May 30, 2028. The unrestricted solicitation includes a workplan option for approximately $15 million in Houston dredging work.

The acquisition employs an "Optimize the Budget" approach where contractors propose maximum dredging scope achievable within fixed budgets rather than bidding specified quantities. Phase 1 qualifications evaluation (deadline November 30, 2026) assesses bonding capacity ($135 million minimum), past performance on three relevant projects within six years totaling $50 million minimum, and equipment plans detailing hopper and pipeline dredge capabilities meeting specified production rates. USACE will select up to five offerors to Phase 2 based on technical qualifications alone; no cost information is required in Phase 1. Phase 2 competitive proposals (evaluated December 2026 through March 2027) include technical and cost submissions evaluated on priority work accomplished, management approach, schedule with integrated master schedule demonstrating critical path across all seven locations, small business participation (unrestricted only), cost reasonableness, and proposed betterments. Award is anticipated April 2027. Small business subcontracting plan goals are 31% Small Business and 25.37% Small Disadvantaged Business. Proposals must be submitted electronically via PIEE; questions must be submitted via ProjNet at least ten calendar days before proposal due date. Environmental work windows restrict dredging around whooping crane protection, seagrass growth, nesting birds, and wintering plovers.
