About this file
This is a Scope of Work document for a Scope-Dredge-to-Budget (SDtB) maintenance dredging contract issued by the U.S. Army Corps of Engineers, Enterprise Dredge Delivery Center for the Galveston District in Texas. The contract is a firm fixed price (FFP) engagement solicited as a Small Business set-aside with a total budget of $26,240,000 and a period of performance from 1 May 2027 to 30 April 2028. The work encompasses three primary channels: the Gulf Intracoastal Waterway (GIWW) from Matagorda Bay to Port Isabel with tributary channels ($13,960,000), the Channel to Victoria (CTV) ($9,640,000), and the Channel to Harlingen (CTH) ($2,640,000).
The contractor must provide pipeline dredge(s) capable of dredging maintenance material to depths of -17 feet MLLW for GIWW and CTH, and -16 feet MLLW for CTV, with the ability to transport dredged sediment to designated Dredged Material Placement Areas (DMPAs). Placement areas include upland, semi-confined, open water, bird islands, thin-layer seagrass, marsh, and beach locations, with transport distances ranging from direct placement up to 10 miles depending on the channel and reach. Work is restricted by environmental considerations including Whooping Crane protection (1 November – 30 April, GIWW and CTV), seagrass protection (1 March – 31 October, GIWW), Wintering Piping Plover monitoring (1 August – 1 May, CTH), and Nesting Birds restrictions (1 March – 31 August, CTH with 1000-foot buffer). Specific placement area availability and detailed scope information, including dredging reaches, priorities, quantities, and environmental restrictions by reach, are available on the USACE SWG Operations Division Scope Dredge to Budget Dashboard.

SCOPE OF WORK FOR
GALVESTON DISTRICT, TEXAS
SCOPE DREDGE TO BUDGET
FY27 SHALLOW DRAFT MAINTENANCE DREDGING
Introduction The U.S. Army Corps of Engineers, Enterprise Dredge Delivery Center is planning to issue a firm fixed price (FFP), Scope-Dredge-to-Budget (SDtB) contract to provide maintenance dredging for Galveston District channels with disposal of material at upland Dredged Material Placement Areas (DMPA), beneficial use site locations, and open water placement areas within the Galveston District. The project will encompass the Gulf Intracoastal Waterway, Channel to Victoria, and Channel to Harlingen, located in Texas. The project will be solicited as a Small Business set-aside.
Contract Breakdown
Gulf Intracoastal Waterway Work for the Gulf Intracoastal Waterway Channel (GIWW) from Matagorda Bay to Port Isabel and tributary channels for maintenance dredging will require a pipeline dredge(s).
Tributaries include: Channel to Port Aransas; Lydia Ann Channel; Port Isabel Harbor of Refuge; and Port Isabel Small Boat Harbor. The dredge(s) must have the capability to dredge maintenance material up to a depth of -17 ft MLLW and to transport the dredged sediment to a designated Dredged Material Placement Area (DMPA).
Dredged material shall be placed in multiple DMPAs depending on the reach to be dredged and DMPA availability. Potential DMPAs include upland, semi-confined, open water, bird islands, thin-layer sea grass, marsh and beach placement. The transport distance to the designated placement areas varies significantly, typically ranging from a few miles to up to 10 miles.
Channel to Victoria Work for the Channel to Victoria (CTV) for maintenance dredging will require pipeline dredge(s). The dredge(s) must have the capability to dredge maintenance material up to a depth of -16 ft MLLW and to transport the dredged sediment to a designated Dredged Material Placement Area (DMPA).
Dredged material shall be placed in multiple DMPAs depending on the reach to be dredged and DMPA availability. Potential DMPAs include multiple upland placement areas along the CTV channel, and beneficial use site locations. The transport distance to the designated placement areas varies significantly, ranging from direct, local placement to a few miles for the upland placement areas and beneficial use sites.
Channel to Harlingen Work for the Channel to Harlingen (CTH) for maintenance dredging will require a pipeline dredge(s).
Potential DMPAs include multiple upland placement areas along the CTH. The transport distance to the designated placement areas varies, typically ranging from direct, local placement up to 5 miles for the upland placement areas.
