About this file
This is a Scope of Work for a Scope-Dredge-to-Budget (SDtB) firm fixed price contract issued by the U.S. Army Corps of Engineers, Enterprise Dredge Delivery Center, for maintenance dredging services across multiple channels in the Galveston District, Texas. The contract encompasses seven projects: Galveston Harbor and Channel ($28.5M), Houston Ship Channel ($54.62M), Texas City Ship Channel ($9.9M), Freeport Harbor ($10.91M), Matagorda Ship Channel ($2.11M), Corpus Christi Ship Channel ($22.9M), and Brazos Island Harbor ($5.805M), totaling $134.745 million. The period of performance extends from May 1, 2027 through May 31, 2028, and the contract will be solicited as unrestricted.
Work requirements vary by channel and include hopper dredges and pipeline/mechanical dredges capable of dredging maintenance material at depths ranging from -40 feet to -60 feet MLLW, with some channels requiring advanced maintenance dredging to depths of -51 feet MLLW. Dredged material must be transported to designated placement areas including upland Dredged Material Placement Areas (DMPAs), Ocean Dredged Material Disposal Sites (ODMDS), beneficial use locations, and ocean disposal sites, with transport distances varying from direct local placement to approximately 38 miles. Critical work restrictions require Galveston Harbor to start no later than May 1, 2027, and Houston Ship Channel's Bayport section to start by the same date, with a mandatory five-mile dredging rule. Brazos Island Harbor dredging is preferred during summer months due to sea turtle protection requirements. Detailed scope information, including specific dredging reaches, priorities, quantities, environmental restrictions, and placement area availability, is available on the USACE SWG Operations Division Scope Dredge to Budget Dashboard.

SCOPE OF WORK FOR
GALVESTON DISTRICT, TEXAS
SCOPE DREDGE TO BUDGET
FY27 DEEP DRAFT MAINTENANCE DREDGING
Introduction The U.S. Army Corps of Engineers, Enterprise Dredge Delivery Center is planning to issue a firm fixed price (FFP), Scope-Dredge-to-Budget (SDtB) contract to provide maintenance dredging for Galveston District channels with disposal of material at upland Dredged Material Placement Areas (DMPA), Ocean Dredged Material Disposal Sites (ODMDS), beneficial use site locations and ocean disposal within the Galveston District. The project will encompass the Galveston Harbor and Channel, Houston Ship Channel, Texas City Ship Channel, Freeport Harbor Channel, Matagorda Ship Channel, Corpus Christi Ship Channel, and the Brazos Island Harbor Channel, located in Texas. The project will be solicited as unrestricted.
Contract Breakdown
Galveston Harbor & Channel Work for the Galveston Harbor & Channel (GHC) will require a hopper dredge(s) to perform maintenance dredging up to a depth of -48 ft MLLW, with an additional requirement for increased advanced maintenance (new work) dredging to a depth of -51 ft MLLW within a limited portion of the project footprint. The dredge(s) must have the capability to perform this work and transport the dredged sediment up to 24 miles to the designated placement area. Dredged material shall be placed in the Galveston Ocean Dredged Material Disposal Site (ODMDS), with potential Beneficial Use placement on Galveston Island.
Houston Ship Channel Work for the Houston Ship Channel (HSC) for maintenance dredging will require a hopper and pipeline/mechanical dredge(s). The dredge(s) must have the capability to dredge maintenance material up to a depth of -54.5 ft MLLW and to transport the dredged sediment to a designated Dredged Material Placement Area (DMPA).
Dredged material shall be placed in multiple DMPAs depending on the reach to be dredged and DMPA availability. Potential DMPAs include multiple upland placement areas along the
HSC and the Galveston Ocean Dredged Material Disposal Site (ODMDS). The transport distance to the designated placement areas varies significantly, ranging from direct, local placement to a few miles for the upland placement areas, and up to 38 miles for ocean disposal.
Texas City Ship Channel Work for the Texas City Ship Channel (TCSC) for maintenance dredging will require a pipeline or hopper dredge(s). The dredge(s) must have the capability to dredge maintenance material up to a depth of -48 ft MLLW, with an additional requirement for increased advanced maintenance (new work) dredging to a depth of -51 ft MLLW within a limited portion of the project footprint. The dredge(s) must have the capability to perform this work and transport the dredged sediment to a designated Dredged Material Placement Area (DMPA).
Dredged material can be placed in multiple DMPAs depending on the reach to be dredged and DMPA availability. Potential DMPAs include upland confined placement areas, semiconfined beneficial use sites, and the Galveston Ocean Dredged Material Disposal Site (ODMDS). The transport distance to the designated placement areas varies significantly, ranging from direct, local placement to a few miles for the beneficial use sites, and up to 21 miles for ocean disposal.
Freeport Harbor Work for the Freeport Harbor Channel (FHC) for maintenance dredging will require a hopper and pipeline/mechanical dredge(s). The dredge(s) must have the capability to dredge maintenance material up to a depth of -60 ft MLLW and to transport the dredged sediment to a designated Dredged Material Placement Area (DMPA).
Dredged material shall be placed primarily in the Ocean Dredged Material Disposal Site (ODMDS) and the upper reach of the channel shall be placed into an upland confined DMPA. The transport distance to the designated placement areas varies, ranging from direct, local placement and up to 6 miles for ocean disposal.
Matagorda Ship Channel Work for the Matagorda Ship Channel (MSC) for maintenance dredging will require a hopper and pipeline dredge(s). The dredge(s) must have the capability to dredge maintenance material up to a depth of -40 ft MLLW and to transport the dredged sediment to a designated Dredged Material Placement Area (DMPA).
Dredged material shall be placed in multiple DMPAs depending on the reach to be dredged and DMPA availability. Potential DMPAs include multiple open water placement areas along the MSC channel, a semi-confined placement area, the Ocean Dredged Material Disposal Sites (ODMDS), and beneficial use site locations. The transport distance to the designated placement areas varies significantly, ranging from direct, local placement to a few miles for the semi-confined placement area and beneficial use sites. The transport distance to the designated placement areas varies, ranging from direct, local placement and up to 2 miles for ocean disposal.
Corpus Christi Ship Channel Work for the Corpus Christi Ship Channel (CCSC) for maintenance dredging will require a hopper and pipeline/mechanical dredge(s). The dredge(s) must have the capability to dredge maintenance material up to a depth of -56 ft MLLW and transport the dredged sediment to the designated placement area.
Dredged material shall be placed in multiple DMPAs depending on the reach to be dredged and DMPA availability. Potential DMPAs include upland and open water placement areas along the CCSC and the Corpus Christi Ocean Dredged Material Disposal Site (ODMDS) with potential Beneficial Use placement on San Jose Island.
Brazos Island Harbor Work for the Brazos Island Harbor Channel (BIH) and the Channel to Port Isabel for maintenance dredging will require a hopper and pipeline/mechanical dredge(s). The dredge(s) must have the capability to dredge maintenance material up to a depth of -58 ft MLLW and to transport the dredged sediment to a designated Dredged Material Placement Area (DMPA).
Dredged material shall be placed in multiple DMPAs depending on the reach to be dredged and DMPA availability. Potential DMPAs include multiple upland placement areas along the BIH channel, near shore placement and beach placement locations along South Padre Island. The transport distance to the designated placement areas varies, ranging from a few miles for the upland placement areas and up to approximately 7 miles for near-shore and beach placement.
