About this file

This document is a presentation from the U.S. Army Corps of Engineers (USACE) South Atlantic Division regarding the Scope Dredge to Budget (SDtB) contracting pilot program for the Southwest Gulf Group (SWG) dredging projects. The presentation was delivered at a Virtual Industry Day on October 16, 2026, by Dylan Davis (DEEP Team Lead) and Rosalind Shoemaker (Contracting Officer).

The SDtB approach represents an innovative contracting methodology where dredging contracts are awarded at a fixed price, and contractors remove as much shoaling as possible within that budget rather than bidding on specified quantities. Two separate solicitations are being issued: SDtB Unrestricted (1.0) with a $134.7 million budget for major deep-draft navigation channels and ports along the Texas Coast, and SDtB Set-Aside (1.1) with a $26.2 million budget reserved for small businesses focusing on intracoastal waterways and secondary commercial channels. The unrestricted solicitation includes a workplan option for approximately $15 million in Houston dredging work. Contracts commence May 1, 2027, with performance periods extending through May 30, 2028 (unrestricted) and April 30, 2028 (set-aside).

The evaluation process follows a two-phase approach. Phase 1 evaluation criteria (identical for both solicitations) assess bonding plans, past performance of prime and subcontractors, equipment plans, and partnering arrangements. Phase 2 criteria (with similar but not identical requirements) evaluate required and additional work accomplishment priorities, management plans and approach, project schedules and equipment plans, small business participation (unrestricted only), cost reasonableness and completeness, and any betterments. Contractors must accomplish all Priority 1 work to receive an acceptable rating, with Priority 2 and 3 work differentiated as good or outstanding ratings. The procurement timeline includes draft RFP posting on October 19, 2026, industry face-to-face meetings November 3-4, 2026, revised final RFP posting November 18, 2026, Phase 1 evaluations by November 30, 2026, Phase 2 evaluations December 2026 through March 2027, and award anticipated in April 2027.

The unrestricted solicitation covers seven major navigation channels: Galveston Harbor ($28.5M), Houston Ship Channel ($54.6M), Texas City Ship Channel ($9.9M), Freeport Harbor ($10.9M), Matagorda Ship Channel ($2.1M), Corpus Christi Ship Channel ($22.9M), and Brazos Island Harbor ($5.8M). The set-aside includes Gulf Intracoastal Waterway ($13.9M), Channel to Harlingen ($9.6M), and GIWW Channel to Victoria ($2.6M). Environmental restrictions drive work sequencing, with windows for whooping cranes (November 1-April 30), seagrass protection (March 1-October 31), wintering piping plovers (August 1-May 1), and nesting birds (March 1-August 31). Modifications allow for bilateral agreements addressing differing site conditions, variations, and weather events, with rates for standby, trawling, and inter-project transit established in proposals. The document includes technical specifications for the Corps Shoaling Analysis Tool (CSAT), which estimates shoaling rates from hydrographic survey data to forecast dredging volumes and identify shoaling hotspots.

WELCOME & AGENDA

The Enterprise Dredging Delivery Center (EDDC) Headquarters (HQUSACE) directed center, executed by the South Atlantic Division (SAD), created to implement a coordinated, enterprise-wide approach to dredging. Its mission is to bring together dredging, engineering, cost, construction, and contracting expertise from across USACE to improve competition, predictability, and efficiency.

BACKGROUND

SDtB is a contracting approach where a dredging contract is awarded for a fixed price, and the contractor removes as much shoaling as possible within that budget, rather than bidding on a specified quantity.

This innovative approach is being piloted to provide greater cost certainty and flexibility. For example, the FY27 pilot combines 10 SWG projects into two contract groups, allowing for more efficient mobilization and execution across the region.

SECTION: BETTERMENTS

What does CSAT do?

• Estimates shoaling rates using hydrographic survey data within the boundaries of the National Channel Framework.

• Uses the historical shoaling rates to forecast future dredging volumes at various channel depth intervals.

• Produces GIS-compatible outputs that can be used to identify shoaling ‘hot spots’ within the navigation channel.

• Allows users to answer questions about how shoaling has changed in response to meteorological events (extratropical storm, rainfall, or drought periods), dredge schedule changes, or dredge type changes.
