About this file
This is a Draft Request for Proposal (RFP) for a two-phase Scope Dredge to Budget (SDtB) maintenance dredging contract issued by the U.S. Army Corps of Engineers (USACE) Galveston District, solicitation number W912PM27RA006. The contract requires maintenance dredging services across seven Texas harbors: Galveston Harbor and Channel, Houston Ship Channel, Texas City Ship Channel, Freeport Harbor Channel, Matagorda Ship Channel, Corpus Christi Ship Channel, and Brazos Island Harbor. This is an unrestricted, firm-fixed-price design-build contract with a budget cap of $134,745,000. The Government will select a maximum of five qualified offerors in Phase 1 to advance to Phase 2 competitive proposals. Pricing is structured around multiple contract line items including dredging by job, trawling services (priced per day), transit miles, standby days, and optional non-federal beach work. Offerors must demonstrate minimum production rates ranging from 10,000 to 20,000 cubic yards per day depending on the channel location and depth characteristics down to -60 feet MLLW.
Phase 1 evaluation focuses on three go/no-go factors: proof of bonding capacity of at least $135 million (signed letter from bonding company required), past performance on three similar projects completed within six years totaling minimum $50 million in value demonstrating both pipeline and hopper dredging experience, and an equipment plan detailing available dredging plant and auxiliary marine equipment. Phase 2, issued by amendment to selected offerors only, requires submission of technical and cost proposals evaluated on: number of priority projects dredged (most important factor), management plan and approach, project schedule with Integrated Master Schedule demonstrating critical path logic across all seven locations, and small business participation commitments. All proposals must be submitted electronically via PIEE by the specified due date and time. Proposals exceeding page limits will not be evaluated. Performance bonds may be required, and a Small Business Subcontracting Plan with goals of 31% Small Business, 25.37% Small Disadvantaged Business, and other socioeconomic categories is mandatory. Questions must be submitted via ProjNet at least ten calendar days before proposal due date.

Section 00 21 20 - Two Phase - Phase Two
INSTRUCTIONS TO OFFERORS PHASE 2
*NOTE: DO NOT SUBMIT PHASE 2: VOLUME II UNTIL AFTER THE AMENDMENT IS ISSUED
ONLY TO THOSE OFFERORS SELECTED FOR PHASE 2.
VOLUME II - PHASE 2 - SOLICITATION
(ii) The volume shall be organized into the following sections:
(1) Factor 4 - Number of Priority Projects Dredged. The Government will evaluate the Offeror's technical dredging solution based on the number of dredging reaches/blocks based on priority.
Acceptable: Plan to accomplish 100% of all Priority 1 reaches (minimum baseline volume).
Good: Plan to accomplish 100% of Priority 1 and 25% of Priority 2 reaches.
Outstanding: Plan to accomplish 100% of Priority 1, 40% of Priority 2, and 25% of Priority 3 reaches.
Marginal/Unacceptable: Plans failing to meet 100% of Priority 1, or achieving less than 50% of Priority 1, respectively
(2) Factor 5 - Management Plan/Approach. The Government will evaluate the Offeror's corporate management structure, project team organization, and risk mitigation protocols to ensure effective execution of an enterprise-level dredging contract.
Standard of Evaluation: Evaluated on the corporate structure, fleet logistics, safety, and risk protocols. Standard requires demonstrating:
A. Organizational Hierarchy & Decision Authority: An organizational chart depicting key management personnel (Project Manager, Marine Superintendent, Quality Control Manager, and Safety Director) with clear lines of operational authority, ensuring that the Project Manager possesses binding authority to commit contractor resources and make immediate decisions on dredging priorities.
B. Multi-Harbor Fleet Dispatch & Logistics Control: A communications and fleet management protocol detailing how the prime contractor manages crew rotations, fuel bunkering, emergency mechanical repairs, and pipeline relocation across geographically separated sites from Sabine Pass to Brownsville. (Stakeholder coordination - USCG)
C. Safety & Environmental Risk Control Plan: Specific risk mitigation procedures complying with USACE Safety Manual EM 385-1-1, addressing vessel collision avoidance in heavily trafficked industrial waterways (Houston Ship Channel, Texas City), pipeline marking, navigation aids, and immediate response plans for marine spills or dredge pipeline ruptures.
D. Emergency Shoal Response Plan: Specific procedures to address critical shoaling conditions within each respective set of projects.
(3) Factor 6 - Project Schedule and Equipment Plan. Offerors shall submit a cost loaded project schedule on how they propose to meet the project requirements, including equipment type and range of production. Any JV/Partnering Agreements shall be established and provide documentation. The schedule should be well-structured and reflect a clear and realistic plan with logical sequencing for timely project completion. The Government will evaluate the Offeror's Integrated Master Schedule (IMS), critical path logic, and dredging sequence across all 7 project locations. The IMS must demonstrate:
A. Critical Path & Sequencing Logic: Sound logic ties showing mobilization, dredging execution, material transport, and demobilization across multiple waterways without logical overlaps that require impossible plant positioning (e.g., scheduling a single hopper dredge at Freeport and Sabine-Neches simultaneously).
B. Environmental Window & Weather Contingency: Explicit integration of historic weather downtime (high-sea states in the Gulf of Mexico, river flood stages on the Brazos and Colorado Rivers) and biological restriction windows (turtle hopper dredging windows, migratory bird seasons). The schedule must include a minimum of 15% demonstrated float or risk buffers on non-critical path activities.
C. Milestone Realism: A detailed Gantt chart (Level 3 WBS) detailing channel reach handover, interim bathymetric survey milestones, and equipment transfer intervals that verify completion of all required operations..
(4) Factor 7 - Small Business Participation. Offerors shall submit a Small Business Participation Commitment Document (SBPCD) which specifies the offeror's level and degree of commitment to small business utilization/participation in performance of this requirement. An SBPCD is required from all offerors, including companies with commercial plans and comprehensive subcontracting plans. All Offerors, regardless of size, will be evaluated in these three elements and must submit the information requested: 1. Proposed Participation: The percentage of the total contract value (or total subcontracted value) allocated to small businesses. 2.
