About this opportunity
The Department of the Army Corps of Engineers National Capitol Region seeks commercial services to deliver comprehensive instructor-led training on its Construction Management System to approximately 25,000 USACE personnel and external contractors, with proposals due August 27 and questions due August 14. This is a full and open competition evaluated under a best-value tradeoff process.
Place of performance spans multiple USACE Districts nationwide and overseas locations (Alaska, Caribbean, Middle East, Europe, Far East, Japan, and Honolulu) during the training deployment from January through August 2027, with administrative oversight at Humphreys Engineer Center Support Activity, Alexandria, Virginia. Training will be delivered in both in-person and virtual formats, with in-person construction workshops limited to instructor-to-trainee ratios of 1:15 and other sessions capped at 1:20. The contract is firm fixed price for labor and cost-reimbursable for travel (capped at $140,000 for Task 1 and $800,000 for Task 2) and other direct costs.
The base period of performance runs from contract award through September 30, 2027, with optional extensions through January 31, 2028 and April 30, 2028. The contractor must train up to 75 instructors in December 2026–January 2027 in Kansas City, Missouri; deliver training using a web-based registration platform supporting session filtering, waitlisting, and attendance tracking; and maintain a 90 percent course completion rate and minimum 3.5 out of 5.0 student satisfaction rating.
Key Personnel requirements include a Program Manager with at least ten years of leadership and team management experience and five or more qualified trainers certified in professional adult learning (CPTM, CPTD, or equivalent) with minimum three years' training delivery experience or five years' adult facilitation experience. Security clearances are not required; personnel must comply with the DoD Foreign Clearance Guide for OCONUS training.
All offerors must meet a mandatory 25 percent Small Business Participation goal with supplemental goals exceeding 5 percent each for HUBZone, Service-Disabled Veteran-Owned, Small Disadvantaged, and Woman-Owned Small Businesses. Other than small business offerors must submit both a Small Business Participation Plan and a Small Business Subcontracting Plan; small business offerors must submit the participation plan only. Evaluation criteria in descending order of importance are Technical Capability, Key Personnel, Past Performance, Small Business Participation, and Price. NAICS 611420, PSC U008. Amendment 001 added the missing Performance Work Statement; an updated End User Training Schedule was posted August 18, 2026.
