Performance Work Statement (PWS)

USACE Construction Management System User Training

Program support for establishment of U.S. Army Corps of Engineers (USACE) Construction Management System Training.

The Headquarters, USACE (HQUSACE) Engineering and Construction Division is requesting Contractor support services for enterprise Construction Management System User Training. This is managed by the Headquarters USACE Construction Management Innovation Office (CMIO) and the Construction Management Technology Modernization Office (CM TMO).

This Performance Work Statement (PWS) outlines the requirements for comprehensive training services to enhance personnel skills and knowledge, improve performance, ensure compliance with industry standards, and support staff professional development. The Contractor is expected to thoroughly understand and comply with all requirements outlined herein.

Background The Resident Management System (RMS) is a USACE application used to document and manage USACE contracts worldwide. RMS will be replaced by the new Construction Management Platform (CMP) application, powered by Kahua. The launch of the new CMP requires comprehensive training for engineering, construction, project management, and support personnel, as well as external contractors and stakeholders to ensure a smooth transition and full user adoption.

At the conclusion of the training, participants will be able to:

· Navigate CMP interface with confidence

· Effectively log interactions and track action items

· Utilize applications from the CMP dashboard

· Understand their user role within CMP and utilize the system to effectively deliver construction

Scope The Contractor will provide services to deliver USACE Construction Management System Training through instructor-led workshops, both in-person and virtual. Training delivery is anticipated to commence in January 2027. The Contractor will provide all resources necessary for effective training delivery, including qualified instructors, logistical support, and adherence to established training standards.

1. Program Management: Provide comprehensive program management support, including regular engagement with the USACE CM TMO, Contractor Construction Management System Developers, and Training Content Creators. Specific tasks include maintaining a project schedule, facilitating communication and coordination between stakeholders, managing trainee scheduling and registration, and submitting monthly progress reports.

2. Facilitator Standards Compliance: Adhere to Construction Management System Training facilitator standards, outlining qualifications, training requirements, and align with performance expectations.

3. Train-the-Trainer Participation: Participate in and successfully complete train-the-trainer training for the Construction Management Platform, as provided by the System Developers.

4. Target Audience Training Delivery: Provide training to all members of USACE engineering, construction, project management, support personnel, and external users. Estimated training population is 25,000 personnel, delivered virtually and in-person at various USACE locations. Trainer-to-learner ratio will not exceed 1:15 for Construction workshops and 1:20 for other virtual workshops unless a different limit is mutually agreed upon for a specific workshop. Training sessions and associated training capacity exceeds the estimated training population due to an expectation that some sessions will not have their capacity fully utilized. Training will be delivered in English. Training will cover CMP applications necessary to perform various functions and include system navigation, data entry procedures, reporting functions, and best practices for efficient utilization of each application. Trainee questions that surpass the knowledge of the trainer will be referred to USACE POCs, provided post-award.

5. Materials: CMP Developers will provide facilitator guides, presentation slides, and reference materials. On rare occasions the Contractor may be responsible for adapting these materials to specific audience needs, ensuring accessibility, and maintaining a repository of updated materials. Provide feedback to the Government Point(s) of Contact (GPOC) regarding training materials that require updates by the CMP Developers due to changes in system configuration or where trainees have trouble understanding and following the training materials. Revised or updated materials provided by the CMP Developers will be provided to the Contractor at time of availability. The Contractor must incorporate the updated training materials into upcoming training sessions no later than 10 days after updated materials are provided to the Contractor.

6. Training Performance Evaluation: Evaluate Training Performance measures and provide recommendations for continuous process improvement. See paragraphs 4.12.2 and 4.12.3.

1.11 Training Session Parameters

Trainings for different user groups have unique curriculum, delivery methods, and durations. Reference Attachment 1 for required training sessions by week and districts in each CMP deployment phase. Reference Attachment 2 for training session parameters for each user group or session type. Note: Attachment 1 shows sessions, not the required number of trainers. The weekly quantity of each session type and parameters may vary upon mutual agreement between the Government and Contractor, provided the overall number of trainer hours required to deliver trainings on the weekly basis remain similar. Draft virtual training session dates and times for each week must be established by the Contractor and communicated to the GPOC a minimum of 90 calendar days prior to the start of each session (except for sessions required by contract options that are exercised fewer than 90 calendar days before performance start). Sessions must account for the time zones and typical workdays of users to be trained. The Government will review draft session timing with the Contractor to collaboratively resolve scheduling issues prior to schedule finalization. The final session schedule must be provided to the Government for approval a minimum of 75 calendar days prior to the start of sessions covered in the session schedule. The Government will provide the dates, times, locations, and initial trainee rosters for in-person sessions.

1.12 Trainee Registration and Session Coordination

For Tasks 2-6, the Contractor shall manage trainee enrollment for training sessions. The Contractor shall coordinate and manage the trainee roster for each training session. The Government will provide the initial trainee rosters for in-person sessions.

1.12.1 Trainee Registration

1.12.1.1 Registration Mechanism and Process

Provide a web-based interface, accessible to Department of War and contractor personnel, to allow for trainee registration for each virtual training session. The Government will not provide a training registration platform. Integration of the registration platform with USACE systems is not required. Session registration must open a minimum of 60 calendar days before the start of each session. The interface must be user-friendly and include a list of upcoming sessions available to each trainee. The upcoming session list must provide the capability to be sorted by session type/user group, start date, start time, and time zone. Remaining seats available must also be shown. Registration for a session should close when the maximum number of trainees in the session has been reached and an additional ten trainees waitlisted, or the business day prior to the start date of the session. Provide an email to registered trainees after they have successfully submitted the registration request for the session. Provide an Outlook invitation to trainees with confirmed seats within two business days after confirming their registration. Provide step-by-step registration instructions to the GPOC for distribution to trainees. Provide the ability for a user to cancel their session registration. Proactively prevent duplicate registration and perform regular checks to ensure that trainees registered in a session do not also have a confirmed seat in a different session. Sessions with low fill rates may be rescheduled if mutually agreed between the Government and Contractor.

1.12.1.2 Information Collected During Registration

In addition to any Contractor required fields (non-PII), the registration must capture the following information for each trainee. Data fields must be dropdown/selectable to the maximum extent possible, and content for selectable data fields will be provided post-award:

1. Name (First/Last)

2. Email address (if email address contains “@USACE” then automatically populate “Organization” as “USACE”)

3. Organization

4. USACE District, or district being supported that is requiring CMP training (this field must be limited to coincide with district deployment timeframes)

5. Position/role (list of selectable positions/roles to be provided post-award)

6. Trainee time zone

7. Accessibility needs, if any

1.12.1.3 Session Registration Restrictions

Only trainees with a USACE email address may be allowed to register for an internal USACE training session. Registration for virtual internal USACE training sessions must prioritize trainees from the districts where CMP deployment just occurred or will be occurring in the next deployment phase (as listed on Attachment 1), and trainees from other districts should be waitlisted until 14 calendar days before session start when they may be moved into any open seats. Virtual sessions for the “Construction” user group must only allow trainee registration after inputting a Contractor-provided code or password unique to each session, in coordination with the GPOC, to ensure registration priority. The GPOC will control distribution of the code or password to potential trainees.

1.12.2 Session Roster Development

Utilize trainee registration information to develop the roster for each session. Provide a mechanism for trainees to cancel their registration and for waitlisted trainees to be moved into a session when a seat is available. Communicate session details and logistics to trainees a minimum of five business days before each session and again one business day before the session start, after registration for the session has closed.

1.12.3 Session Roster Coordination

Maintain current session rosters in a live database or similar tool easily accessible and viewable by the GPOC and up to 200 other Government personnel with need-to-know. The database or similar tool must also have the capability to populate a primary and alternate CMP administrator for each trainee based on the district the user identified during registration. A list of CMP administrators for each district will be provided post-award.

1.12.4 Session Completion Notification

Provide an email notification to each trainee, with a copy to the primary and alternate CMP administrators associated with the trainee, after they have successfully completed a training session. The email must state the trainee’s name, session type and number, training dates, and duration of the session (hours). Update the trainee’s status in the Government-accessible database or similar tool reflecting session completion for each trainee within two business days of session completion.

Note: Some session types will allow a subset of trainees to be considered complete with training after completing a specific portion of the session. The session completion notification and database or similar tool must reflect the parameters of the portion attended if the trainee did not attend the full session.

1.12.5 Session Timing

Sessions will typically be scheduled from 0800-1700 local time for in-person training but may vary slightly depending on location needs. Virtual sessions are anticipated to be scheduled over a wide range of times to provide flexibility for trainees located in various time zones. Anticipate approximately 20% of sessions will be scheduled in time zones outside the Continental United States (CONUS).

1.13 Travel

This contract requires multiple in-person trainers to travel to various USACE locations, both CONUS and outside CONUS, to facilitate training with the target audience. Training locations will be determined and communicated to the Contractor a minimum of eight weeks in advance of the training session. Attachment 1 includes information regarding district deployments and timing and can be utilized to obtain a general understanding of where and when travel will be required. For sequential trainings, scheduled to be held in the same location or part of the world, the expectation is the same trainer(s) will facilitate the sequential trainings. Virtual trainers will not require travel to facilitate user training but must attend the initial train-the-trainer training in-person.

1.14 Instructor Qualifications

Instructors must possess professional certifications to facilitate adult learning (e.g., Certified Professional in Training Management (CPTM), Certified Professional in Training Development (CPTD), or equivalent certification demonstrating competency to perform as an instructor) and a minimum of 3 years of demonstrated experience in delivering effective training OR must possess a minimum of 5 years of experience in adult training facilitation and a proven track record of delivering effective training, demonstrable through documented training evaluations. Instructor experience training users on new software platforms is preferred. Certify that each instructor possesses the required certifications and/or experience by submitting an instructor list for Government approval at least 45 calendar days prior to train-the-trainer training commencement. For each instructor, provide the name, certification (if applicable), and years of training experience. Government approval will be based on qualifications and experience.

1.15 Instructor CMP Access

The Government will provide CMP licenses for instructors to login to CMP for training facilitation purposes. Instructors must register through the Army’s Identity, Credential, and Access Management (ICAM) platform to access CMP. Instructors must provide their name, physical address, email address, and phone number to obtain access. Step-by-step registration instructions will be provided after award, with registration steps initiated by a Government sponsor.

1.16 Key Performance Indicators

1.16.1 Course Completion Rate

A minimum user course completion rate of 90% is required. Acceptance will be determined by a review of training attendance records.

1.16.2 Student Satisfaction

A minimum average student satisfaction rating of 3.5 out of 5.0, based on post-training surveys, is required. Surveys must include both quantitative (rating scale) and qualitative (open-ended feedback) questions. Contractor analysis of qualitative feedback must be conducted monthly to identify areas for improvement. Provide a proposed survey template to the GPOC for review and approval prior to use.

1.16.3 Instructor Performance

Participant evaluations must consistently rate instructor performance at or above 3.5 out of 5.0. Evaluations must be collected after each training session and reviewed by the GPOC. Instructors that do not meet minimum performance requirements will be subject to removal from the contract and replacement at no additional cost to the Government.

Deliverables and Delivery Schedule All electronic files, documents, photographs, graphics, and computer files developed by the Contractor (and any subcontractors) in completing the requirements of the PWS are Government property and may be used in any appropriate action. At the conclusion of this contract, the Contractor must provide all electronic files via DoD Safe (a Government Representative will provide a link and instructions on using this service) and they will become government property. These documents and materials may not be used or sold by the contractor without written permission from the Contracting Officer. All materials supplied to the Government shall be the sole property of the Government and may not be used for any other purpose. This right does not abrogate any other Government rights.

Provide one electronic/digital copy of all documents in each submittal and final deliverable organized clearly or other reasonable format as specified by the GPOC. To the maximum extent possible, the Contractor must use standard digital file formats that can be imported and read in Microsoft Word (text and processing files) or Microsoft Excel (spreadsheets and graphics), or Adobe PDF (narrative reports). 1.20.1 General security requirements and guidance

The security requirements described below apply to all contract personnel (including employees of the prime Contractor (“Contractor”) and all subcontractor employees) supporting the performance requirements of this contract. The Contractor is responsible for compliance with these security requirements. Questions regarding security matters shall be addressed to the designated Government representative (e.g., Contracting Officer Representative (COR)). Contract personnel are critical to the overall security and safety of US Army Corps of Engineers (USACE) installations, facilities and activities, and security awareness training contributes to those efforts. The Department of Defense (DoD) and Army security training requirements specified below, if applicable, are performance requirements; all applicable contract personnel shall complete initial training within 30 days of contract award or the date new contract personnel begin performance on the contract. Within five business days from the completion of training, the Contractor shall provide written documentation (e.g., email or memorandum) to the Government representative. The documentation shall include the names of contract personnel trained and which training they completed; the Contractor shall maintain training records as part of their contract files and be prepared to provide copies of training certificates to the Government representative. Contractor personnel and vehicles are subject to search when entering federal installations. Additionally, all contract personnel shall comply with Force Protection Condition (FPCON) measures, Random Antiterrorism Measures (commonly referred to as “RAMs”), and Health Protection Condition (HPCON) measures. The Contractor is responsible for meeting performance requirements during elevated FPCON and/or HPCON levels in accordance with applicable RA plans and procedures. In addition to the changes otherwise authorized by the changes clause of this contract, should the FPCON or HPCON levels at any individual facility or installation change, the Government may implement security changes that affect contract personnel. The Contractor shall ensure all contract personnel are aware of their security responsibilities, including any site-specific requirements identified in local policies or procedures.

Contract personnel shall comply with all personal identity verification requirements specified in installation/facility policies and procedures. Contract personnel who do not meet requirements for unescorted access to USACE facilities shall coordinate escorted access with the Government representative, as needed.

Contractors are encouraged to cooperate with Federal and State agencies responsible for enforcing labor requirements to include eligibility for employment under United States immigration laws. An initial list of verified/eligible candidates shall be provided to the COR no later than three business days after the initial contract award. When contracts are with individuals, the individuals will be required to complete a Form I-9, Employment Eligibility Verification, and submit it to the Contracting Officer to become part of the official contract file.

Contractor Compliance: The contractor and its subcontractors must comply with Public Law 91-596 (Occupational Safety and Health Act (OSHA)) and the Environmental, Safety, and Occupational Health (ESOH) policy (DODD 4715.1E). These requirements must be incorporated into the contractors’ safety and health program. The Department of Defense (DoD) participates in the OSHA Voluntary Protection Program (VPP). If requested by the cognizant KO, the COR, and/or the cognizant program manager, the contractor shall immediately secure the mishap scene/damaged property and impound pertinent maintenance and training records until released by the investigating safety office. If the Government investigates the mishap, the contractor and the subcontractors shall cooperate fully and assist the government personnel until the investigation is completed.
