About this file

This document is a Small Business Participation Plan template that all offerors must complete for the USACE Construction Management System User Training solicitation (W912HQ26RA010). The form requires offerors to identify their business size and categorization, including whether they are a large prime, small business prime, or fall into specific small business categories such as Small Disadvantaged Business (SDB), Woman-Owned Small Business (WOSB), HUB Zone, Veteran-Owned Small Business (VOSB), Service-Disabled Veteran-Owned Small Business (SDVOSB), or Historically Black Colleges and Universities/Minority Institutions (HBCU/MI).

Offerors must submit the combined percentage of work to be performed by large and small businesses, broken down by dollar amounts and percentages that total 100%. The plan requires identification of each small business subcategory's participation percentage, a detailed list of principal supplies and services to be performed by each small business entity with their specific categorization, and a description of the extent of commitment to use small businesses, including the type of arrangement (prime, subcontractor, written contract, joint venture, mentor-protégé, etc.). Notably, Other Than U.S. Small Business offerors must submit both this Small Business Participation Plan (evaluated as an award factor) and a separate Small Business Subcontracting Plan per FAR 52.219-9 and DFARS requirements to be eligible for award, while Small Business offerors must submit only the participation plan.
