About this opportunity

The U.S. Army Corps of Engineers (USACE) Mission Support Battalion is conducting a Sources Sought Notice to identify industry capabilities for comprehensive Construction Management System User Training services. USACE requires contractor support to deliver training for the transition from the Resident Management System (RMS) to the new Construction Management Platform (CMP), which will impact engineering, construction, project management, support personnel, and external contractors and stakeholders across the organization. Key requirements include delivering Train-the-Trainer instruction, in-person instructor-led training at various USACE locations, and virtual instructor-led training compatible with Microsoft Office Suite and meeting Section 508 compliance standards. The contractor must maintain specific trainer-to-learner ratios (1:15 for Construction workshops, 1:20 for other virtual workshops), achieve a minimum 90% course completion rate and 3.5 out of 5.0 student satisfaction rating, and employ instructors with professional adult learning certifications and minimum three years of training facilitation experience. This is a market research notice only and responses are due by April 30, 2026; interested vendors should submit completed questionnaires and Statements of Qualifications to Contracting Officer David A. Kaplan at david.a.kaplan@usace.army.mil or (703) 428-8487.

There is no set-aside designation for this procurement, though the Government will analyze responses to determine suitability for a total or partial small business set-aside, and if insufficient, will solicit using full and open competitive procedures. No current contractor or incumbent is identified in the documentation provided. The target audience for training is estimated at 25,000 USACE personnel and external stakeholders, with training scheduled to commence in January 2027 and continue through March 31, 2028, with Train-the-Trainer sessions planned for October/November 2026 in Kansas City, Missouri. The contractor will be responsible for establishing and maintaining a web-based trainee registration system, managing training materials development, and providing instructors, computers, Microsoft software licenses, virtual training platforms, and secure internet access (minimum 25 Mbps). The contract is anticipated to be awarded using FAR Part 12 supplemented by FAR Parts 13 and 15 as appropriate, though no specific budget range is identified in this pre-solicitation notice.
