About this opportunity

The U.S. Department of State, Office of the Under Secretary of State for Public Diplomacy and Public Affairs is soliciting proposals for design-build fit-out construction services, exhibit design, content development, fabrication, installation, and decommissioning of a temporary USA Pavilion for Expo 2027 in Belgrade, Serbia. The solicitation (19AQMM26R0058) is available for full and open competition and seeks high-quality firms with demonstrated experience in complex design-build construction projects for similar international pavilions and exhibitions. Key contract requirements include designing and constructing a single-story, 972 square-meter pavilion to the highest international standards while ensuring it reflects U.S. innovation, culture, and values in a nonpolitical and nonpartisan manner. Award will be made to the responsible offeror providing the best value to the Government using FAR 15.3 source selection procedures, with technical factors weighted significantly more heavily than price. Technical evaluation criteria include pavilion and exhibit designer project experience (most important factor), understanding of scope and risks, theme and story development, initial creative and technical design sketches, exhibit designer past performance, constructor project experience and past performance, schedule, and management approach, along with four pass-fail requirements covering safety programs, TCN recruitment plans, housing plans, and small business subcontracting plans. The proposal submission deadline is March 6, 2026, at 2:00 PM Eastern Time, with a pre-proposal conference having been held on February 13, 2026, and the final request for information deadline having passed on February 25, 2026.

This procurement carries no set-aside designation and is available for full and open competition. The estimated total project cost ranges from $10,000,000 to $14,000,000, including optional contract line items for facilities maintenance during Expo operations and pavilion decommissioning. The contract is structured as a firm-fixed-price award with three base CLINs and two optional CLINs, and the contractor must commence work within ten calendar days of award to meet the mandatory 18-month performance period for design and construction, with an additional three months available for optional decommissioning services. The pavilion must be designed and constructed to accommodate approximately 40,000 to 45,000 daily visitors during the 93-day Expo period from May 15 to August 15, 2027, with the project performance location in Belgrade, Serbia. The contractor must provide all professional services, labor, materials, equipment, insurance, bonds, permits, and logistics necessary for completion, and must retain a locally licensed Serbian Architect of Record for permitting and code compliance while adhering to Expo 2027 regulations and guidelines, Serbian building codes, and applicable U.S. accessibility requirements.

Update #2 ·

The U.S. Department of State (DOS), Office of the Under Secretary of State for Public Diplomacy and Public Affairs is seeking high quality firms experienced in complex Design/Build fit-out construction projects including exhibit design, content development, fabrication, and installation for the temporary USA Pavilion to represent the U.S participation in the Specialized Expo Belgrade, Serbia 2027.

This procurement is available for full and open competition.

The contract awardee will be competitively chosen using source selection (FAR 15.3) procedures. The objective of the source selection process is to select a proposal that represents the best value to the Government. The award will be made to the responsible Offeror whose offer conforms to the solicitation and offers the best value to the Government, considering technical factors and total evaluated price. For this procurement, the technical factors will be more important than price (FAR15.101-1, Trade Offs). Some technical factors will include Constructor, Pavilion Designer and Exhibit Designer Experience in Providing General Construction Services on Similar Projects; Past Performance; and Sketches of the US Pavilion and Exhibits (see RFP Section L for all technical factors).

The estimated total construction costs for the project falls within the approximate range of $10,000,000.00 to $14,000,000.00. The NAICS code for this procurement is 236220.

The project requires design and build fit out construction services for a single-story 972 sqm USA Pavilion.

The objective is to ensure that the pavilion is designed, constructed, and operated to the highest international standards, reflecting U.S. innovation, culture, and values. The USA Pavilion at these International Expositions will be an official representation of the United States; the Department must therefore ensure that the USA Pavilion is nonpolitical and nonpartisan in nature, of the highest possible quality, and balanced and representative of the diversity of American political, social, and cultural life. The USA Pavilion must meet the highest standards of artistic achievement and academic excellence.  The pavilion must be entertaining, immersive, and interactive to engage foreign audiences. The USA Pavilion is a platform to promote U.S. foreign policy, U.S. commercial interests, as well as highlight outstanding U.S. cultural, scientific, technological, and artistic achievement.

The pavilion must accommodate high visitor volumes, with Expo 2027 designed for up to 5,000 visitors per day requiring even greater capacity due to its larger scale. It must provide immersive and interactive experiences that engage audiences and support U.S. public diplomacy goals. The design must integrate modular and removable performance spaces, VIP hosting areas, meeting rooms, and exhibition spaces that reflect the highest standards of artistic, cultural, and technological excellence. The pavilion must also incorporate innovative multisensory exhibition content, ensuring seamless integration of architecture, landscaping, wayfinding, and interactives to support key narratives. The exhibit design must be immersive, interactive, and play-based, appealing to a general audience while highlighting American excellence in sports, music, and innovation. The pavilion must comply with Expo guidelines and host country standards, including sustainability, accessibility, and safety requirements.  The US pavilion must align with the respective Expo 2027 theme.
