About this file
RFP Summary: USA Pavilion Design-Build for Expo 2027 Belgrade
This is a Request for Proposal (RFP) issued by the U.S. Department of State, Bureau of Global Acquisitions, for design-build fit-out construction, exhibit design, content development, fabrication, installation, and decommissioning services for the USA Pavilion at Expo 2027 in Belgrade, Serbia. The solicitation number is 19AQMM26R0058, issued January 30, 2026, with a closing date of March 3, 2026 at 2:00 PM Eastern Time. The estimated total project cost ranges from $10,000,000 to $14,000,000, structured as a firm-fixed-price contract with three Contract Line Items: CLIN 001 (Design, fit-out construction, exhibit design, installation, and commissioning); CLIN 002 (VAT exemption and tax refund—not applicable); and optional CLINs 003 and 004 for facilities maintenance during Expo operations and pavilion decommissioning, respectively. Offerors must provide all professional services, labor, materials, equipment, insurance, bonds, permits, and logistics necessary to complete the 972 square-meter single-story pavilion to international standards within the contract performance period.
The evaluation prioritizes technical factors significantly over price, with eight primary evaluation factors: Pavilion & Exhibit Designer Project Experience (most important); Understanding Scope and Risks; Theme and Story; Initial Creative & Technical Design Sketches; Exhibit Designer Past Performance; Constructor Project Experience & Past Performance; Schedule; and Management. Four pass/fail factors also apply: Safety Program, TCN Recruitment Plan, Housing Plan, and Small Business Subcontracting Plan. Proposals must be submitted electronically in two separate volumes (Business/Price and Technical/Management) with specific page limits for each factor. Performance bonds (100% of contract price) and performance/payment insurance are required within 30 days of award. The contractor must commence work within 10 calendar days of award, with a mandatory 18-month performance period for design and construction and 3 months for optional decommissioning. Key personnel identified include Executive Project Director, Construction Project Manager, Pavilion Designer, Exhibit Designer, and Senior Technical/Art Directors. Government will evaluate proposals and potentially award without discussions; offerors must include their best terms in initial proposals.

E.5.2.2 Basis of Construction: The contract design guidelines as provided in the contract document is the basis of construction. The Contractor shall design and construct the project in accordance with the contract documents.
E.5.2.2.1 The Contractor developed and DOS accepted design shall be the guide and direction for construction operations and execution. Upon acceptance of the Final Design Documents or “Issued for Construction” (IFC) set of construction documents, the Contracting Officer may issue a letter of acceptance indicating that the design has been accepted. Government acceptance does not supersede the contractually documented requirements: acceptance of the IFC documents does not relieve the
Contractor of compliance with contract drawings, specifications, design criteria, and performance requirements.
E.5.2.2.2 During contract performance, the Contractor shall immediately notify the Government of discrepancies or omissions of design elements required by the contract drawings, specifications, and design criteria but not included in the Final Design Documents or IFC. The notification shall include an explanation for the omission and the proposed corrective action and effect on contract performance schedule, if any.

E.6.2 General Review Procedures
E.6.2.1 General The Integrated Design Review (IDR) process consists of two distinct efforts, an endeavor to identify key design issues, and the activity of resolving those issues as an integrated team. The project will have formal IDR’s held at document submission phases. The IDR involves these primary steps: 1) KickOff Meeting; 2) Review (Review Comments Collected in Database); 3)
Internal Coordination; 4) Evaluation; 5) Backcheck; 6) Resolution Meeting, and 7) A/E Feedback
Survey. It is the role of the Contractor to ensure that their overall schedule is integrated to accommodate the time required for the IDRs.
E.6.2.2 Contractor Evaluation and Response to Review Comments With the completion of the
Government’s review, the process is opened to the Contractor for technical feedback. The
Contractor is required to review and respond to each issue. DrChecks provides a structured methodology allowing the Contractor to provide concurrence or non-concurrence to comments.
Review comments may be tagged to its potential impact on cost, scope, or schedule. The Contractor shall respond to non-concur comments with a thorough explanation and justification.
