The Contractor shall manage the end-to-end lifecycle from design through construction, fit-out, testing, commissioning, handover, operations & maintenance support, and final decommissioning, supported by Building
Information Modeling coordination, phased design reviews, and value engineering to ensure constructability, cost and schedule certainty, and operator readiness.
C.1.3 Authority
C.1.3.1 Overall authority for Department of State support for U.S. participation in international
Expositions is contained in Section 102(a)(3) of the Mutual Educational and Cultural Exchange
Act of 1961, as amended (22 U.S.C. 2452(a)(3)), also known as the Fulbright-Hays Act. Pursuant to this authority, the Secretary of State has authorized the Under Secretary of State for Public
Diplomacy and Public Affairs to provide for U.S. participation in international Expositions abroad.
C.1.3.2 The Expo Unit, in the Office of the Under Secretary for Public Diplomacy and Public
Affairs – Policy, Planning and Resources, will represent the U.S. Government in dealings with the organizers of Expo 2027 Belgrade and serve as the primary point of contact with the selected
Contractor.
C.1.4 Background
C.1.4.1 Expo 2027 Belgrade is a specialized exposition registered by the Bureau of International
Expositions (Bureau International des Expositions). The Government of Serbia has invited the
United States to participate in Expo 2027 Belgrade.
C.1.4.2 Expo 2027 Belgrade is planned for 93 days, opening 15 May 2027 and closing 15 August
2027, in Belgrade, Republic of Serbia. The Expo site is located in the municipality of Surčin, approximately 5 kilometers west of Nikola Tesla International Airport and approximately 13.5 kilometers from Belgrade city center.
C.1.4.3 Organizers project approximately 4 million total visitors over the planned 93-day duration (May–August 2027). This projection equates to an average of roughly 40,000–45,000 visitors per day, with higher volumes expected on weekends and during major programmed events. (This planning figure is provided for operational readiness and capacity planning and may be updated by the Organizer.)
C.1.5 Expo 2027 Belgrade Theme
C.1.5.1 The Expo 2027 Belgrade theme, “Play for Humanity: Sport and Music for All,” is grounded in the belief that play is a universal language that transcends cultures and generations.
The theme highlights how play—through sport, music, and creative expression—can foster social cohesion, mental and physical well-being, and community building, and can help bridge divides and unite people.
C.1.6 USA Pavilion Purpose and Experience Requirements
C.1.6.1 The USA Pavilion will serve as the official representation of the United States at Expo
2027 Belgrade. The pavilion shall be of the highest possible quality, balanced and representative of American cultural, scientific, technological, artistic, and commercial achievement, and designed to engage foreign audiences through an entertaining, immersive, and interactive experience.
C.1.6.2 Aligned with the Expo 2027 Belgrade theme, the USA Pavilion will emphasize the sub-themes “Play for Progress” and “Power of Play.” Exhibit designs are expected to include both a queue-generating immersive experience and a dynamic free-flow public exhibition space to ensure broad appeal and impactful engagement.
C.1.7 Major Contract Components
C.1.7.1 Pavilion: façade design and treatment, permitting support, interior fit-out, site interface works, commissioning and handover, operations-period facilities maintenance, and post-Expo decommissioning and site restoration.
C.1.7.2 Exhibits: exhibit design, fabrication/construction, transportation and logistics, installation, exhibition maintenance during the 3-month Expo event, and post-Expo removal and disposition.
C.1.8 Project Site Description and Context
C.1.8.1 The Expo 2027 Belgrade complex forms part of a broader urban masterplan including a new National Stadium (approximately 52,000 capacity), an Aquatic Center, and the Expo Village, connected by a central landscaped urban promenade.
C.1.8.2 The Expo site is organized into the International Participant Pavilion Area, the Thematic
Area, and the Best Practice and Corporate Area, interconnected through integrated transportation and pedestrian circulation systems.
C.1.8.3 The USA Pavilion is designated as a Large Country International Participant Pavilion with an approximate gross area of 972 square meters, located on a prominent corner plot with three visible façades. The architectural treatment and cladding of these visible façades form part of the Contractor’s design and installation responsibility.
C.1.8.4 Setbacks and occupancy limits shall be coordinated with the Expo Organizer and local authorities. The pavilion plot is provided base infrastructure connections by the Organizer including air conditioning services, electrical power, potable water, wastewater, high-speed data connectivity, and connections to fire detection and sprinkler systems. Commercial uses, including food and beverage and retail, are permitted up to a maximum of twenty percent of the pavilion’s total floor area in accordance with Organizer regulations.
C.2 Scope of Work
C.2.1 The Contractor shall provide turnkey design-build services for the USA Pavilion at Expo
2027 Belgrade, including design, permitting support, interior fit-out and façade treatment within the Organizer-provided pavilion shell, exhibition and show systems, testing and commissioning, handover and operational readiness support, facilities maintenance during the Expo event operational period, and full decommissioning and site restoration at Expo close.
C.2.2 The USA Pavilion shall be a temporary modular pavilion. The Contractor shall prioritize speed of delivery, modularity, lightweight construction, and full removability. Design decisions shall consider the full lifecycle, including construction, operations, visitor circulation, staffing, maintenance access, dismantling, and material recovery.
C.2.3 Unless otherwise directed by the Expo Organizer, planning assumptions include approximately seventy-five percent of the pavilion area for front-of-house public functions and approximately twenty-five percent for back-of-house operational functions. Back-of-house planning shall support operational staffing requirements, including management, exhibition operations, security, and support services.
