About this opportunity

The U.S. Army Operational Evaluation Command (OEC), operating under the Department of the Army's Mission and Installation Contracting Command Theater Support Center, is seeking a follow-on contractor to provide comprehensive Base Test Support Services (BTSS) including data management, logistics support, base operations, test support across planning and execution phases, and equipment maintenance and calibration services. The contract will support operational test and evaluation activities across multiple Army installations, with primary performance locations at Fort Hood, Texas; Fort Bragg, North Carolina; and Fort Bliss, Texas, with potential expansion to various CONUS and OCONUS locations as mission requirements dictate. Key requirements include supplying all labor, management, supervision, supplies, materials, equipment, and training necessary to support 55-65 test events over the five-year performance period, with test durations ranging from two weeks to six months. Evaluation criteria encompass cost realism analysis on Cost-Plus-Fixed-Fee labor services, compliance with technical specifications and workmanship standards, project management effectiveness, timeliness of service delivery, cost forecasting and control, and commitment to customer satisfaction, with particular emphasis on past performance relevant to Top Secret security clearance requirements, personnel scaling flexibility, and transition capabilities. Critical deadlines include the Request for Information submission deadline of February 6, 2026 at 4:30 PM EST, with the Final RFP anticipated for release on or before March 6, 2026, and proposal responses due on March 20, 2026 at 4:30 PM local time.

This acquisition is designated as a Service-Disabled Veteran-Owned Small Business (SDVOSB) set-aside based on market research demonstrating adequate competition from qualified SDVOSB firms, and the incumbent contractor is identified as holding contract W9115121D0003, which expires September 30, 2026. The contract will be structured as a single-award Indefinite Delivery/Indefinite Quantity arrangement with Cost-Plus-Fixed-Fee labor services as the primary contract line item, supplemented by Firm Fixed-Price task orders for a one-month phase-in period and cost-reimbursable contract line items for Other Direct Costs and Contractor Acquired Property. The total evaluated price across all contract line items is approximately $12.6 million, with a base period of four years and eleven months (September 2026 through August 2031) plus a potential six-month extension, and historical workload data indicates approximately 815,648.6 straight-time hours and 60,523.3 overtime hours over the predecessor contract's four-year performance period. Key personnel including the Program Manager, Logistics Manager, and Security Manager must maintain Top Secret security clearances, with all contractor personnel requiring a minimum Tier 1 background investigation, and compliance with the government's newly deployed eCRAFT Enterprise tool for cost reporting and financial tracking will be required for all cost-type contract line items. Subcontracting is authorized under FAR compliance requirements, and the Government will furnish facilities totaling approximately 119,270 square feet and specific equipment and property assets, allowing potential offerors to develop informed proposals based on detailed historical staffing and cost data spanning April 2021 through March 2025.

****************UPDATE 02 MAR 2026****************

While not requested by the Government during pre-solicitation efforts, follow-up questions to the Government’s RFI responses were received. To ensure maximum understanding and clarity of the BTSS Follow-on requirements, Government responses are attached. No additional or follow-up RFIs will be reviewed at this time.

Separately, in early Fiscal Year 2026, the Army Contracting Command (ACC) deployed the Electronic Cost Reporting and Financial Tracking (eCRAFT) Enterprise tool (E2) to all ACC organizations. E2 is a tool designed to enhance cost reporting and financial tracking utilizing standardized labor categories, authoritative data, and automated reports. As of 01 Mar 2026, E2 and its utilization is required for service contracts/orders that contain Cost type CLINs. Accordingly, requirements for compliance with eCRAFT will be incorporated within applicable sections of the final BTSS Follow-on RFP (e.g. the PWS at Attachment 1 and Technical Exhibit C). Offerors will be required to provide information listed within Section L of the solicitation.

The Final RFP is anticipated to be issued before the end of this week, on or before 06 Mar 2026.
