About this file

This is a Past Performance Questionnaire (PPQ) issued by the U.S. Army Mission and Installation Contracting Command (MICC) Theater Support Center to evaluate offerors competing for RFP W51EW7-26-R-A004, the Base Test Support Services (BTSS) Follow-on contract for the U.S. Army Operational Evaluation Command. The questionnaire requests that references—identified as points of contact on previous or current government contracts—provide candid assessments of contractor performance on relevant federal, state, or local government contracts. Completed questionnaires must be submitted to Contracting Officer Ingrid V. Smith (ingrid.v.smith.civ@army.mil) and Contract Specialist Avangela Y. Ligons-Sutton (avangela.y.ligons-sutton.civ@army.mil) within five business days of receipt or by a specified deadline, whichever occurs first.

The questionnaire evaluates offeror performance across six core categories using a four-tier rating scale (High Confidence, Moderate Confidence, Low Confidence, No Confidence): compliance with specifications and workmanship standards; project management effectiveness including subcontractor control; timeliness of service and product delivery; cost forecasting and control; commitment to customer satisfaction; and comparison to BTSS scope requirements. Part F specifically assesses whether prior contracts included elements relevant to BTSS, such as Top Secret security clearance requirements, personnel support for management/IT/logistics functions, phase-in and transition capabilities within 30 days or less, field test services, government-furnished property and facilities management, and flexible personnel scaling for rapid expansion and contraction. Respondents must provide detailed rationales for all ratings and identify other relevant past performance sources.
