About this file
This is a Draft Request for Proposal (DRFP) for the U.S. Army Operational Evaluation Command (OEC) Base Test Support Services (BTSS) follow-on acquisition. The solicitation number is W51EW726RA004, issued by the MICC Theater Support Center at JBSA Fort Sam Houston, Texas. This is a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The contract will be structured as an Indefinite Delivery Indefinite Quantity (IDIQ) arrangement with Cost Plus Fixed Fee (CPFF) labor services for the primary contract line item number (CLIN 0001), a Firm Fixed-Price (FFP) contract for the one-month Phase-in period, and cost-reimbursable CLINs for Other Direct Costs and Contractor Acquired Property. The RFP closing date is 20 March 2026 at 4:30 PM local time, with the offer acceptance period set at 60 calendar days unless modified. Industry comments, questions, and suggestions on the DRFP must be submitted by 4:30 PM EST on 6 February 2026 to Contract Specialist Avangela Ligons-Sutton (avangela.y.ligons-sutton.civ@army.mil) and Contracting Officer Ingrid Smith (ingrid.v.smith.civ@army.mil) using the RFI Excel template provided.
The cost/price volume must include detailed labor pricing for multiple years with complete cost breakdowns showing labor rates, fringe benefits, indirect rates, and fee calculations. Offerors must price Years 1 through 5 but are not to price a potential six-month extension period. Historical staffing data from April 2021 through March 2025 is provided as reference (Attachment 5). Cost realism analysis will be performed on CPFF CLINs in accordance with FAR 15.404-1(d)(2), including a Sample Task Order (TOP). Offerors must substantiate all cost elements through narrative explanations and supporting documentation, differentiate between prime and subcontractor efforts, and ensure compliance with Service Contract Labor Standards and applicable Wage Determinations. The Government reserves the right to request certified cost or pricing data if deemed necessary. Additional requirements include compliance with DCAA accounting system reviews (upon request), FAR 52.237-10 for uncompensated overtime (if applicable), and submission of past performance information for confidence assessment evaluation. This is a DRAFT RFP and no award will be made as a result of this industry engagement.

A.1.2 The Government acknowledges the existence of formatting issues within the DRFP (e.g., unintended blue highlighted text, extra spacing, large table formats, etc.). These are limitations of the contract writing system that cannot be corrected, but ultimately, do not change or impact the Government's requirement as written.
A.2. Summary.
A.2.1 OEC BTSS is a Service-Disabled Veteran Owned Small Business Set-Aside.
A.2.2 This RFP will result in an Indefinite Delivery Indefinite Quantity (IDIQ), Cost Plus Fixed Fee (CPFF) contract for all labor services, to include a Firm Fixed-Price (FFP) contract line-item number (CUN) for the one (1) month Phase-in period, with cost reimbursable CLINs for Other Direct Costs (ODCs)/Travel and Contractor Acquired Property (CAP). FAR 52.217-8 will be included in the contract.

A.2.4 Offerers shall ensure compliance with L.3.3.2, as applicable. Failure to provide the information within seven (7) calendar days of RFP issuance may result in the proposal being removed from award consideration.
A.3 RFP Closing
Page 79 of 1 08
The above information shall be sent by email to the Contract Specialist, Ms. Avangela Ligons Sutton (avangela.y.ligons-sutton.civ@army.mil) no later than seven (7) calendar days after release of the RFP to initiate an accounting system review by DCAA. The email subject line should read: "W51 EW7-26-R-A004 Request for Accounting System Review." (*If the Offeror has already submitted a request when the solicitation was first released, another request is not necessary.)
L.3.3.3 The Cost/Price Volume shall be clearly marked. "Volume 111, Cost/ Price, W51 EW7-26- R-A004." The Cost/Price Volume shall consist of a Cost Section and a Narrative Section.
Electronic versions of the Cost/ Price Volume will be submitted in Microsoft Office Excel format (2016 or newer) only. The one exception is for the Narrative Section, to be submitted via PDF format. All formulas, lookup tables, and links shall be intact, and no links shall exist to files not included with the submission. Spreadsheets shall not contain hidden rows, columns or cells.
Each worksheet shall be labeled to indicate its contents. Spreadsheets shall not be password protected. The Cost/ Price Volume shall be organized as follows and contain the following information:
L.3.3.3.1 Cost Section: The Offeror shall complete Attachment 4 (A4) "Pricing Matrix." In addition, a separate spreadsheet (Offeror's format) or a separate tab within the provided Pricing Matrix is required to provide the cost breakdown for each proposed labor category. The cost breakdown should show the calculations for each labor category to include all costs as part of the Offeror's submission (e.g., labor burdens, indirect rates, fee, etc.). The Offeror shall ensure that the amounts included in their cost breakdown match the amounts included in the Pricing Matrix. The Offeror shall provide unit prices that, when multiplied by the quantity, equal an extended price that does not require rounding beyond a whole penny/cent. While not subject to Schedule B, Offerers shall ensure A4 completion of Labor Build-up tabs, to include the Sample TOP, with the same level of cost breakdown for each proposed labor category with each years' tab.
L.3.3.3.1.1 A4, Tabs "Sample TOP Build-up CUN 1" through "Year 5 Labor Build-up CUN 1" rows have been filled with columns dictating the type of information required by the Government for evaluation. These are used strictly to illustrate to Offerers what the formulas should look like and shall not be construed as the Government dictating a specific cost element and/or fee amount. Summation formulas have been included for each column to capture these costs, which will flow into the summary sheets within A4.
L.3.3.3.2 Narrative Section: The Offeror shall complete a Narrative section to substantiate the proposed costs. This section shall clearly provide the basis of estimate, methodology, and assumptions used in developing each cost element (labor hours, labor rates, fringe rates, indirect rates (overhead, G&A, material handling, subcontract handling, etc.), and fee. This section shall also include the requested support documentation to substantiate each cost element. See cost element sections below.
L.3.3.3.2.1 The Narrative Section shall include a section substantiating proposed costs for the Sample TOP, to the same level of detail specified at L.3.3.3.2.
L.3.3.4 Certified cost or pricing data is not anticipated for contract award as adequate competition is anticipated. However, the Government reserves the right to request such information should it become necessary, consistent with Federal Acquisition Regulation (FAR)
Page 80 of 1 08
Subpart 15.4, Contract Pricing. Other than certified cost or pricing data is required for the Cost Plus Fixed Fee (CPFF) Contract Line Item Numbers (CUNs) to perform cost realism as required by FAR 15.404-1 (d)(2). The CPFF CUN is 0001. For the Not-To-Exceed (NTE) CLINs, which are CUNs 0002-0004, the Government-provided NTE amount will be used. If a material handling rate and/or if G&A will be applied to CUN 0002, the Offerer shall provide the rate with its proposal A4 "Pricing Matrix" in the material handling and/or G&A Rate section, which can be located in Tab "Total Evaluated Price Summary". The proposed material handling and/or G&A Rate will then become/be calculated as part of the Total Evaluated Probable Cost/Price. This rate will be capped for the life of the Task Order/Contract and no upward adjustments will be allowed based on the actual rate incurred. Fee will not be applicable to the NTE CLINs. The following other than certified cost or pricing data is required for the CPFF CUN, to include the Sample TOP, as applicable:
L.3.3.4.1 Labor Hours/Staffing: Attachment 5 (AS) provides historical data of BTSS Program staffing from Apr 2021 through Mar 2025. It provides the labor categories employed during that period to satisfy mission requirements and is the basis of the structure for the Pricing Matrix.
Additional staffing can be added in the 'Labor Build-up CUN 1' tabs in the shaded cells at A4.
Please utilize blue font color for added labor categories to assist the Government in evaluating the submission.
L.3.3.4.1.1 Offerers may utilize historical data at AS as deemed appropriate, but the Offerer is responsible for proposing personnel, hours and associated labor rates to meet requirements.
L.3.3.4.1.2 A4 is also the basis of the structure for the Pricing Matrix. The Pricing Matrix is designed to differentiate between prime or subcontractor(s) effort and cost. The Offerer's Cost Narrative Section and any supporting worksheets shall also differentiate between prime and subcontractor(s) effort and cost accordingly. The proposed hours shall reflect a realistic assessment of each team member's expected participation/contribution to this effort. The Offerer's proposal shall not blend or combine labor categories. If multiple PWS paragraphs are being performed by cross utilized employees, identify such approach by cross-referencing the cost of such PWS paragraphs.
L.3.3.4.1.3 The Pricing Matrix contains labor categories for skills the government anticipates will be needed to satisfy the requirements of the PWS. These labor categories correspond with those shown in AS. Additional rows may be inserted in the Pricing Matrix to enter additional labor categories the Offerer deems necessary. The Offerer shall ensure the additional labor categories are added at the bottom of each section of the Pricing Matrix and use a blue font color to easily differentiate the added labor categories. The Offerer must ensure that any formatting and/or formulas are copied to match the formatting and/or formulas of the existing labor category rows included in the Pricing Matrix.
L.3.3.4.1.4 For exempt employees only, the Offerer is to comply with FAR 52.237-10, Identification of Uncompensated Overtime. If uncompensated overtime is proposed, the adjusted hourly rate (i.e., the rate that results from multiplying the hourly rate for a 40-hour work week by 40, and then dividing by the proposed hours per week, which includes uncompensated overtime hours) shall be applied to all proposed hours (regular and overtime). The Offerer shall ensure the accounting practices used to estimate uncompensated overtime must be consistent with its cost accounting practices used to accumulate and report uncompensated overtimes hours. The Offerer shall include a copy of its policy in addressing uncompensated overtime within its proposal.
L.3.3.4.1.5 Tab "Sample TOP Labor Build-up CUN 1" of the Pricing Matrix includes the same labor categories as established for the entire PWS. However, Offerers shall add/subcontract categories as necessary based on their technical approach in support of the Sample TO.
Deletions or additional rows may be inserted in the Pricing Matrix to enter additional labor categories the Offerer deems necessary. The Offerer shall ensure the additional labor categories are added at the bottom of each applicable Section (Regular or Overtime) of the Pricing Matrix and use a blue font color to easily differentiate the added labor categories. The Offerer must ensure that any formatting and/or formulas are copied to match the formatting and /or formulas of the existing labor category rows included in the Pricing Matrix.
L.3.3.4.2 Base Labor Rates: The cost breakdown shall provide the base labor rates associated with each labor category. Base rates are the hourly rates that the employees will actually be paid for performance under the contract. In the narrative, explain the basis for the proposed labor rates and provide support documentation (Only for Exempt labor categories). Some common basis for proposed rates is the actual rate the employee is currently being paid, Bureau of Labor Statistics, Payscale, etc. In addition, the method used to escalate rates for additional periods requires explanation and the inclusion of the basis for the escalation factors used, along with the date that pay increases are effective. Note, this only applies to the Exempt labor categories. Escalation shall not be applied to Service Contract Labor Standards (SCLS) labor rates. All Non-Exempt ordering period labor rates shall be proposed IAW the applicable Wage Determination and/or applicable Executive Order (see Attachment 6). If the applicable Wage Determination (WD) is adjusted after contract award, then the Contractor may be entitled to an adjustment to their contract price post-award. Only the labor categories affected by the applicable WD will be adjusted.
L.3.3.4.3 Fringe Benefits: In the cost breakdown spreadsheet, the Offerer shall provide either the proposed fringe benefit rate or provide the individual elements that comprise the fringe benefits such as Health & Welfare (H&W), Paid Time Off (PTO), Federal and State Mandated Payroll Taxes, Worker's Compensation Insurance, etc. If the Offerer is proposing a fringe benefit rate, the narrative or a separate spreadsheet shall include the base and pool calculation details (not just a summary base and pool amount, the narrative or separate spreadsheet must include the breakdown of the expenses) for the past 3 years and include the current projected year. In addition, provide the number of Full Time Equivalents (by classification: Exempt, SCA, or CBA) that were used to calculate the fringe benefit rate. If the Offerer has DCAA approved final incurred cost rates for each of the past 3 years, provide the DCAA (or otherwise) approval letter of said rates as support documentation. Whether an Offerer is proposing a fringe benefit rate or proposing by individual fringe benefit element, the Offerer is required to provide support documentation for common expenses included in fringe benefits, such as Payroll taxes, PTO, Medical, Dental, Vision and Disability Insurance, Retirement benefits, Worker's Compensation, etc. For example, the support documentation for insurance can be in the form of quotes received from insurance companies that identify the premium paid for Medical, Dental, Life, Disability Insurance, or Worker's Compensation, etc. For medical, dental, vision, life insurance, etc., identify the number of employees covered and the premium selected for each employee (e.
g., employee only, employee and spouse, employee and family, etc.). Other support documentation can be in the form of the company's policy for retirement contributions, PTO, bonuses, etc. The base and pool calculations and the required support documentation mentioned above are not required if the Offerer has a DCAA approved final incurred cost rates. In those cases, the Offerer shall provide the DCAA letter and rates.
are four (4) levels of relevancy as shown in Table 2 above. With respect to relevancy, more relevant past performance is a stronger predictor of future success and will have more influence on the past performance confidence assessment than past performance of lesser relevance.
M.5.3.2.1 In determining relevancy for individual contracts, consideration will be given to the effort, or portion of the effort, being proposed by the Offerer (as a JV or major subcontractor, teaming partners) whose contract is being reviewed and evaluated. The past performance information provided in the proposal and obtained from other sources will be used to establish the degree of relevancy of past performance.
M.5.3.3 Quality Assessment The Government will review all past performance information collected (e.g., Past Performance Questionnaires, interviews, Contractor Performance Assessment Reporting System (CPARS) data, etc.) and determine the quality of the Offerer's performance, general trends, and usefulness of the information and incorporate into the performance confidence assessment. A separate quality assessment rating will not be made;
rather, the past performance confidence assessment rating is based on the Offerer's overall record of recency, relevancy, and quality of performance.
M.5.3.4 Confidence Assessment The Government will complete a confidence assessment of the Offerer's past performance to arrive at a Confidence Assessment rating IAW Table 3 above.
The Past Performance Confidence Assessment represents the evaluation of an Offerer's past or on-going work record to assess the Government's confidence in the Offerer's probability of successfully performing as proposed. The Past Performance evaluation will be accomplished by reviewing aspects of an Offerer's recent and relevant Past Performance, focusing on, and targeting performance which is relevant to the effort as it directly relates to the services being acquired under this RFP.
M.5.3.5 In the case of Offerers for which there is no information on past contract performance or where past contract performance information is not available, the Offerer may not be evaluated favorably or unfavorably on the factor of past contract performance (see FAR 15.305 (a)(2)(iv)). In this case, the Offerer's past performance is unknown and assigned a performance confidence rating of "Neutral."
M.5.3.6 While the SST may not rate an Offerer that lacks recent, relevant past performance favorably or unfavorably with regard to past performance, the Government may determine, that a "Substantial Confidence" or "Satisfactory Confidence" past performance rating is worth more than a "Neutral Confidence" past performance rating.
M.5.4 Evaluation Factor Three: Cost/ Price
M.5.4.1 Price will not be assigned an adjectival rating. The Offerer's proposed prices will be evaluated for reasonableness, realism, balance, and completeness. To be eligible for award, all FFP CLINs must be determined reasonable, all CPFF CLINs must be determined reasonable and realistic, and all CLINs must be determined balanced, unless the KO determines that the lack of balance doesn't pose an unacceptable risk to the Government. In addition, all CLINs must be determined complete and accurate.
M.5.4.2 Realism. Cost realism analysis will be performed on the CPFF CLINs in accordance with FAR 15.404-1(d)(2), to include the Sample TOP. Cost realism is the process of independently reviewing and evaluating specific elements of each Offerer's proposal to products shall be the evaluated price for the "6-Month Extension of Services." Note, CLINs 0003 and 0004 are excluded from the evaluated price calculation of FAR 52.217-8.
M.5.4.4.4.2 Offerers are required to only price the Ordering Period Year 1 through Year 5.
Offerors shall not submit a price for the potential six-month extension of services period. The Government may choose to exercise the Extension of Services at the end of any performance period (base or option periods), utilizing the rates of that performance period.
M.5.4.4.5 The evaluated price for the Sample TOP is the MPC as calculated by the Government based on cost realism analysis.
M.5.4.4.6 The sum of all the CLINs' evaluated price plus the evaluated price for the "6-Month Extension of Services" plus the evaluated price of the Sample TOP* represents the TEPC/P.
*The Government acknowledges calculating the Sample TOP pricing into the TEPC/P effectively ''double counts" this scope of work already incorporated as a portion of the total CLIN 0001, and potentially 0002 costs, however, the TEPC/P does not impact the ceiling value established under the proposed IDIQ contract and is done for evaluation purposes only.
M.5.4.5 Balanced Pricing. Offerers are cautioned against submitting an offer that contain unbalanced pricing. Unbalanced pricing exists when, despite an acceptable total evaluated price, the price of one or more contract line items (including Base and Option Years) is significantly overstated or understated as indicated by the application of cost or price analysis techniques. Offers that are determined to be unbalanced may be rejected if the lack of balance poses an unacceptable risk to the Government.
M.5.4.6 Completeness/ Accuracy. The Offeror's proposal shall be in compliance with the Cost /Price Volume instructions in the solicitation. There are no clerical, formula, or mathematical errors based on the Government's review of the cost breakdown provided by the Offeror for each of the FBLRs.
M.5.4.7 Professional Compensation Plan. The Government will evaluate the Offeror's Professional Compensation Plan IAW FAR 52.222-46.
