About this opportunity

The Naval Facilities Engineering Command is soliciting proposals to upgrade existing Johnson Controls Inc. (JCI) building automation controllers at Naval Air Station Oceana in Virginia Beach, Virginia. The existing controllers serving multiple buildings that monitor and control HVAC devices are outdated, cannot meet current cybersecurity requirements, and cannot be upgraded for control by new servers, necessitating complete replacement. The project covers 16 buildings including structures 122, 137, 140, 240, 345, 513-1 through 513-4, 531-1, 540-1, 540-2, 545-1, 545-2, 581, and 720. The contract will be awarded to the lowest-price technically acceptable offeror, with proposals evaluated solely on price. The original proposal deadline was July 18, 2025, but has been extended to July 25, 2025 at 2:00 PM EDT through Amendment 0002.

This opportunity is designated as a Competitive 8(a) set-aside under the Multiple Award Construction Contract (MACC) program, with only pre-approved contractors in the ML-C00075 MACC group eligible to submit proposals. The estimated project budget ranges between $250,000 and $500,000, with work required to be completed within 180 calendar days from task order award. Johnson Controls Inc. appears to be the incumbent contractor whose equipment is being replaced, and the project specifically requires new M4-series controllers to replace existing MS-series models. The contractor must also provide an 8-hour training course for 6 government staff members and submit manufacturer product data, warranties, and equipment inventory forms. Performance will take place at Naval Air Station Oceana in Virginia Beach, Virginia, with a mandatory site visit having been conducted on July 1, 2025.
