About this opportunity
The United States Holocaust Memorial Museum seeks annual preventive maintenance, testing, and repair services on emergency generators, with proposals due May 11, 2026 at 5:00 PM. This is full and open competition with no set-aside. Amendment 1 extended the original May 8 proposal deadline to May 11; Amendment 2, posted May 7, provided vendor question responses and a revised bid sheet. A mandatory site visit was held April 28 with clarification questions due May 1.
Place of performance includes two USHMM locations in Washington, DC (100 Raoul Wallenberg Place, SW) and one at 4800 Marconi Drive, Bowie, Maryland. The NAICS code is 811310, Commercial and Industrial Machinery and Equipment Repair and Maintenance; PSC is 6115, Generators and Generator Sets, Electrical.
The contract runs from date of award through September 30, 2026 (base year), with four unilateral option periods extending through May 2030. Services include quarterly preventive maintenance and annual load bank testing across both locations. Contractors must perform 24/7/365 emergency repairs with four-hour response time and regular service calls with 24-hour response time. All work must comply with NFPA 110 standards and manufacturer specifications. Contractors must provide names, resumes, and proof of training for project managers and lead technicians; a lead technician must be present for all service calls unless the Contracting Officer approves otherwise. Service Contract Act prevailing wage rates apply per wage determination 2015-4281 (Revision 36, March 30, 2026).
Proposals must include a detailed technical approach, three to five past performance references for similar contracts within the past ten years (failure to provide results in non-responsive proposal), and firm-fixed-price pricing covering quarterly maintenance per generator and separate hourly rates for normal and after-hours repair work plus percentage markup on reimbursable parts. Evaluation criteria are technical approach, past performance (quality and relevance of comparable experience), and price (fair and reasonableness), with award to a single responsible offeror providing best value. The government reserves the right to provide equipment or parts and will award without discussions. Proposals developed with AI will be disqualified. FAR clauses incorporated include 52.217-8 and 52.217-9 (option to extend), 52.222-5 and 52.222-6 (Davis-Bacon Act), and small business utilization requirements under 52.219-8 and 52.219-9.
