About this file
This is a Vendor Questions and Answers document for the U.S. Holocaust Memorial Museum (USHMM) Generator Maintenance Request for Proposals (RFP).
The solicitation covers generator maintenance services for a 60-month contract period consisting of one base period plus four option periods. Services include quarterly preventive maintenance and annual load bank testing for generators at the USHMM and RAC facilities. The original proposal due date of May 9, 2026 at 5:00 PM was extended to May 11, 2026 at 5:00 PM via Amendment #1 due to clarification questions. Key amendments address contract terms and conditions, including incorporation of FAR Clauses 52.217-8 and 52.217-9 for option periods, removal of FAR Clauses 52.204-14 and 52.222-41 with substitution of Davis-Bacon Act clauses (52.222-5 and 52.222-6), and removal of small business subcontracting plan requirements. The Buy American Act requirement will remain, with the government declining to add Trade Agreement Act provisions due to cost threshold concerns. The Museum will retain responsibility for Automatic Transfer Switch (ATS) maintenance and will provide backup generator support during annual preventive maintenance. Bidders are instructed to price generators as listed on the bid sheet without separating USHMM and RAC generators or adding separate ATS pricing lines. A current wage determination will be posted with Amendment #1.

2 USHMM+Generator+Maintenance+RFP & Generator+SOW+FY26
1 Period of Performance/C ontract Terms & Conditions
Period of Performance in SOW is base period + 4 option periods, with USHMM having unilateral option of extending for 5 consecutive periods, we found no Option year related FAR Clauses (i.e. 52.217-8 or 52.217-9) included in Terms and Conditions of the RFP. Pricing form allows for base +4 opt yrs to be priced, however, it is unclear how to price the 5 option periods. As such, please provide the applicable FARs which apply to the additional 5 yr periods or revise the pricing form to allow bidders to price the additional 5 yr periods.
This contract will run from date of award for 60 months. There will be one base period puls four options. FAR Clauses 52.217-8 Option to Extend Services and 52.217-9 Option to Extend Term of the Contract are incoporated in Amendment #1. The bid schedule will be revised.
3 USHMM+Generator+Maintenance+RFP 4 & 6 Contract Terms and Conditions
FAR 52.204-14 Service Contract Reporting and 52.222-41 Service Contract Labor Standards as well as other Service Contract Labor standard FARS are checked for this RFP, as such, could USHMM please provide the applicable wage scale applicable to all bidders?
FAR clauses 52.204-14 and 52.222-41 are removed and substituted with 52.222-5 Davis-Bacon Act-Secondary Site of Work and 52.222-6 Davis-Bacon Act in Amendment #1. The current wage determination applies as copy will be posted with Amendment #1.
4 USHMM+Generator+Maintenance+RFP 5 Contract Terms and Conditions
Upon review of Contract Terms and Conditions, we see 52.219.8 and 52.219-9 are checked, as such is there a Small Business Subcontracting Plan required of the awarded bidder?
FAR Clauses 52.219-8 and 52.219-9 will be removed with Amendment #1. No subcontracting plan will be required due to the dollar amount.
5 USHMM+Generator+Maintenance+RFP 5 Contract Terms and Conditions
We noticed 52.225-1 Buy American is marked in list of FARs;
considering OEM repair parts are not always BAA compliant despite the original system may have been sourced as BAA compliant, to avoid awarded bidder requesting BAA waivers for non-compliant OEM repair parts would USHMM consider removing this requirement or changing/adding the requirement to reflect 52.225-5 Trade Agreement Act to at least broaden the list of countries OEM repair parts may originate?
We are willing to add FAR 52.225-5 but the Trade agreement act has a cost threshold that we do not think this contract will meet.
Buy American Act Clause will remain.
6 Generator+SOW+FY26 3 Equipment The Automatic Transfer Switch (ATS) is a single point of failure during an emergency. Please confirm whether ATS maintenance should be added to the service contract. If so, provide the ATS equipment associated with each generator.
ATS maintenance is handled by the Museum.
7 Generator+SOW+FY26 Does the contractor need to provide backup power during the annual PM?
No, the Museum will provide a back up generator for the annual
PM.
8 Generator+SOW+FY26 Does the contractor need to provide backup power during the load bank testing?
No, the building load is part of the load the contractor will use for the testing along with the load bank.
9 BID+SHEET 1 General Are you able to provide a Microsoft Excel copy of this document? Yes
