About this opportunity
The United States Forest Service (USFS), Rocky Mountain Region 2, has issued a Request for Proposal for an Indefinite Delivery-Indefinite Quantity (IDIQ) Multiple Award Task Order Contract (MATOC) for road and bridge construction and related services. The solicitation seeks to award multiple contracts for infrastructure work within USFS Region 2, which encompasses forests and grasslands in Colorado, Nebraska, South Dakota, Kansas, and Wyoming. Proposals will be evaluated based on factors including Experience and Capabilities, Geographic Awareness and Familiarity, Organization and Management, and Past Performance, with non-price factors being significantly more important than price. Technical proposals must demonstrate contractors' abilities to perform road and bridge construction tasks such as new road construction, road reconstruction, bridge construction, culvert installation, stream restoration, and related civil construction work. Potential offerors must submit questions in writing to Contracting Officer Paul Larsen by February 20, 2025, with full proposals due on the same date.
The solicitation is a total small business set-aside under NAICS code 237310 with a $45 million size standard. The government intends to award a minimum of ten individual MATOC contracts with a shared ceiling limit of $50 million across all contractors. Each contract will have a base two-year period with three one-year option periods, totaling five years of potential performance. Task orders will range from $2,000 to $3,000,000, allowing for flexibility in project scope and size. The place of performance is primarily in Evergreen, Colorado, but work will be conducted across the Rocky Mountain Region 2 national forests and grasslands. Contractors must be prepared to perform diverse infrastructure projects including roadway reconditioning, culvert replacement, bridge construction, and related civil engineering services within the specified geographic region.
