About this opportunity
The Defense Logistics Agency seeks removal, transportation, and disposal of RCRA hazardous wastes, non-RCRA wastes, state-regulated wastes, universal wastes, compressed gases, PCBs, and PFAS materials at military installations throughout the United Kingdom, with proposals due May 29, 2026. This is a firm-fixed-price indefinite-delivery/indefinite-quantity procurement issued as a combined synopsis/solicitation RFP under Full and Open competition with no set-aside.
Place of performance is the United Kingdom, spanning 28 pickup locations at Royal Air Force facilities (RAF Croughton, RAF Fairford, RAF Mildenhall, RAF Lakenheath, RAF Alconbury, RAF Welford, RAF Feltwell, RAF Digby, RAF Molesworth, and Menwithhill) and Navy pier-side locations throughout UK ports. The base contract runs 30 months from September 2026 through March 2029, with a 30-month option period exercisable at the Government's unilateral discretion. NAICS 562211, Hazardous Waste Treatment and Disposal; PSC S222. Small business size standard is $47 million.
The contractor must manage waste in compliance with Host Nation and EU standards, including ADR regulations, IMDG standards, and UK Environmental Final Governing Standards effective June 2024. Standard removal timeframe for containerized and bulk waste is 10 business days from task order issuance; expedited 3- and 5-business-day options are priced separately. Minimum task order charge is GBP 1,000 for containerized wastes. All contractors and subcontractors require Defense Biometric Identification System (DBIDS) enrollment, DoD hazmat transport accreditation, and security background clearances. Personnel must maintain English language proficiency. Contractors must maintain qualified facilities and transporters on the DLA Qualified Facilities List and provide certificates of disposal or recycling upon request.
Proposals must include two volumes: Volume I with certifications, pricing, and representations; Volume II with past performance information covering up to three contracts within the last two years. Unit pricing must be submitted in British Pounds Sterling with no ranges or split bids. Past performance will be evaluated on recency, relevance, magnitude, complexity, and quality, assessed on an adjectival scale. Evaluation uses best-value trade-off analysis with past performance significantly more important than price. The Government will calculate total contract value as base period plus all option periods plus an additional 20% of the last priced performance period to account for a potential six-month service extension option. The Government may evaluate only highest-rated lower-priced offers for efficiency and may deem offers unacceptable if option prices are significantly unbalanced. Prices must be held firm for 90 calendar days from offer receipt.
Amendment 02 extended the closing date to May 29, 2026. Amendment 01 updated PWS Section 3.5.2 CLIN references (see PWS V2) and provided answers to written questions. Site visits require at least two working days' advance notice. Proposals must be submitted electronically via email in Word, Excel, PowerPoint, Access, PDF, or HTML formats, with each email not exceeding 5 megabytes. Subject line must read "OFFER SP450026R0007, COMPANY NAME, DUE 29 MAY 2026." Offerors must verify receipt with the Contracting Officer before the deadline.
