About this opportunity
The Louisiana Army National Guard seeks replacement and maintenance of Uninterruptible Power Supply (UPS) systems at three locations, with quotes due September 25 at 8:00 a.m. CDT and questions due September 22 at 4:00 p.m. CDT. The procurement is a Total Small Business set-aside under NAICS 335910.
Performance occurs at Jackson Barracks (New Orleans), Camp Beauregard (Pineville), and Camp Minden (Minden), Louisiana. The contractor must install a new 20KVA 480V input/output UPS system with at least 10-minute battery capacity at Jackson Barracks and provide maintenance, troubleshooting, and repair services on existing Liebert and EATON systems across all three sites. Maintenance services run Tuesday through Friday, 7:00 a.m. to 5:30 p.m., with 24/7 emergency response guaranteed at four-hour on-site response time. The contractor must perform two preventive maintenance inspections per UPS annually and deliver full warranty service coverage (parts, labor, expenses, and travel) for one year.
Distinctive qualification requirements include certified letters from both EATON and Liebert confirming authorized third-party vendor status, manufacturer documentation of qualifications and certifications to work on specified systems, documented access to OEM parts with no cannibalized or used components, and detailed parts attainment process description. Priority will be given to authorized vendors obtaining parts directly from EATON and Liebert. All contractor employees require AT Level 1 awareness training, iWATCH training, and OPSEC training within 30 days of contract award.
The contract runs October 1, 2026 through September 30, 2027 (base year) with four option years through fiscal year 2031. Evaluation uses Firm Fixed Price with evaluation based on price and other factors per FAR 13.106-2(b)(3). Contract Specialist Antoneil Banton (504-278-8194, antoneil.s.banton.civ@army.mil) and Contracting Officer Crystal Stiles (318-290-5933, crystal.l.stiles2.civ@army.mil) are points of contact.

EVALUATION OF QUOTE:
The Government will award a contract resulting from this solicitation, the responsible offeror whose offers conform to the solicitation, will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:
The award will be made based on price and others factors as shown below. All pricing must be provided for this requirement, will not be split. If something left blank, quote will not be considered.
Price: Price shall be evaluated for fair and reasonableness.
Other Factors: Each factor will be evaluated as Acceptable or Unacceptable:
- Technical Specification in accordance with the PWS
- Requirements of the PWS
- Past performance on other government contracts.
Acceptable: Quote demonstrates adequate approach and understanding of the requirements.
Unacceptable: Quote does not meet the requirements of the solicitation and, thus contains one or more deficiencies and is un-awardable.
The agency will first evaluate price and then evaluate the apparent lowest-price quote for acceptability under the factors listed above. All factors above shall be considered acceptable for award to be made. If the lowest-price offeror is evaluated as unacceptable, the agency will then consider the acceptability of the next lowest price offer, continuing this process as necessary. This is being awarded using Revolutionary FAR overhaul Part 12 - Acquisition of Commercial Products and Commercial Services.
The Government intends to evaluate offers and make awards without discussion; however, this does not preclude the Government from discussions if it is in the best interest of the Government to do so.
A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time of acceptance specified in the offer, shall result in a binding contract without further action by either party.
