About this opportunity
The 628th Civil Engineering Squadron, under the Department of the Air Force Air Mobility Command, is procuring complete removal and replacement of existing electronic lock systems at Unaccompanied Housing facilities, including installation of a new Dormakaba RT Plus RFID lock system, associated hardware, programming, and training. The requirement is for the Dormakaba RT Plus RFID system only with no substitutions permitted to maintain standardization across Joint Base Charleston. Evaluation will be based on a best-value approach with technical capability and past performance rated as significantly more important than price; the lowest-priced, technically acceptable offer receiving a "Substantial Confidence" past performance rating will be awarded, or evaluation will continue through subsequent offers until "Substantial Confidence" is achieved or all offers are evaluated. Key deadlines include a mandatory site visit on March 24, 2026 at 0900 EST with registration required by March 18, 2025, a written questions deadline of March 25, 2026 at 1000 EST, and the final proposal due date of April 13, 2026 at 1130 EST; prices must remain firm for 120 calendar days from receipt date.
This procurement is not set aside for small business and represents a competitive solicitation under FAR Part 12 commercial procedures. The work involves retrofitting 675 doors across six buildings—461, 464, 466, 473, and 479 at Joint Base Charleston-Air Base and Building 1502 at Joint Base Charleston-Naval Weapon Station in South Carolina—with specific performance requirements including Monday through Friday operations from 0800 to 1500 hours. Offerors must submit quotations as a single lump-sum line item covering all removal, replacement, shipping, and travel costs, and must provide a two-year warranty on all products and services. The applicable NAICS code is 332510 (Hardware Manufacturing) with a 750-employee size standard, and the PSC code is 5340 (Hardware, Commercial). Delivery is FOB Destination to Building 464, 312 Arthur Drive, Joint Base Charleston, SC 29404.
