The contractor must supply all labor, materials, and equipment meeting mandatory technical specifications, including stand-alone programmable systems with portable Front Desk Unit operation (computer-based operation is not acceptable), completely sealed contactless RFID readers, tamperproof locksets with solid deadbolts and concealed key overrides in satin chrome finish with field-reversible handles, battery-powered locks with exterior-accessible battery compartments and low battery indicators, non-volatile memory capable of storing minimum 1,000 transaction events, and UL certification for fire doors up to three-hour rating. The Bill of Materials specifies 675 unit door locks, 1,350 dress plates, 680 high-security cores, 670 strike plates, 20 spare locks and parts kits, 1,700 RFID key cards, two community access control systems with encoders and FDUs, and two community system PCs. Work shall be performed Monday through Friday, 0800-1500 hours, with contractor responsibility for site examination, professional conduct, damages, security background checks (submit names six weeks prior), travel arrangements, two-year warranty on all products, and obtaining a signed Letter of Satisfaction before final departure. Delivery is FOB Destination to Building 464, Joint Base Charleston, SC 29404.

JOINT BASE CHARLESTON (JB-CHS)
UNACCOMPANIED HOUSING (UH)
ELECTRONIC KEY MANAGEMENT SYSTEM AND ELECTRONIC DOOR LOCKS
REPLACEMENT
STATEMENT OF WORK
1.0 Introduction
The 628th Civil Engineering Squadron has a requirement for the complete removal and replacement of existing electronic lock systems in Unaccompanied Housing (UH) facilities at Joint Base Charleston (JB-CHS), South Carolina. This requirement includes the installation of a new, stand-alone Radio-Frequency Identification (RFID) lock system, associated hardware, programming, and training. The objective is to standardize the electronic lock systems across the JB-CHS Air Base (AB) and Naval Weapon Station (NWS) campuses with the Dormakaba RT Plus RFID system (Model Numbers 79PS010T1BL30-626 and 79PS010T1BR30-626) currently installed in Building 460(AB).
This work pertains to Buildings 461(AB), 464(AB), 466(AB), 473(AB), 479(AB), and
1502(NWS).
2.0 Scope of Work
The Contractor shall provide all necessary labor, materials, and equipment to perform the following:
• 2.1 System Removal: Professionally remove the existing Onity electronic magstripe lock sets, hard key lock sets, key encoders, and desktop CPUs from all designated locations.
• 2.2 System Installation: Install and configure new Dormakaba RT Plus RFID lock systems. This includes:
o Retrofitting 675 doors with new RFID locksets.
o Installing new Front Desk Units (FDUs) and Common Access Encoders in the centralized check-in locations (Building 464(AB) and Building 1484(NWS)).
o Installing all necessary components, including dress plates, strike plates, and high-security cores, to ensure a complete and operational system with a uniform appearance.
• 2.3 System Programming: Program all newly installed locks and FDUs to be fully compatible and integrated with the existing Dormakaba system in Building 460(AB).
• 2.4 Training: Provide comprehensive on-site training for JB-CHS Unaccompanied Housing staff. Training shall be conducted by a certified installer and cover:
o Programming, auditing, and maintenance of the FDU.
o Installation, repair, and troubleshooting procedures for the electronic locks and key cards.
• 2.5 Waste Disposal: Remove and properly dispose of all waste materials and debris generated during the installation process, leaving the worksite clean.
3.0 Technical Specifications
The replacement system must meet the following mandatory specifications. To maintain standardization with the existing base infrastructure, the Dormakaba RT Plus RFID lock system is the only approved system and no substitutions will be accepted.
• 3.1 System Operation:
o The system must be a stand-alone, programmable electronic lock system not connected to any information network.
o Operation must be managed via a stand-alone, portable Front Desk Unit (FDU).
Computer-based operation is not acceptable.
• 3.2 Lockset Hardware Requirements:
o Reader: Completely sealed, contactless (proximity) RFID reader. Open slide or insert-style readers are not acceptable.
o Physical Security: Tamperproof design featuring a solid deadbolt and concealed key override.
o Finish: Satin chrome finish.
o Handles: Field-reversible handles.
o Power: Battery-powered, with the battery compartment accessible from the exterior of the secured space. Low battery indicator.
o Memory: Non-volatile memory that ensures lock programming and audit trails are retained during battery replacement. The lock must store a minimum of 1,000 transaction events.
o Audit: Lock audit trail must be retrievable via the FDU or a dedicated auditing card.
o Overrides: System must provide for a mastered Emergency keycard, a mechanical key override, and an electronic override.
o Key Management: Must have the ability to lock out users via an authorization key and accept RFID cards.
o Certification: Certified by Underwriters Laboratories (UL) for use on fire doors with up to a three-hour rating.
• 3.3 Materials: All equipment, parts, and materials provided under this requirement must be new. Refurbished, reconditioned, or used items are not acceptable.
4.0 Bill of Materials
The Contractor shall provide the following materials:

680 each - BEST compatible , SFIC High Security Cores with master keying 335 each - Dormakaba Strike plates - Right Handed 335 each - Dormakaba Strike plates - Left Handed 20 each - RT Plus RFID ASM Mortise, SFIC Long Lever, SatChrome, Exterior - Spare unit door l 20 each - RT Plus Spare Parts kits SC 1500 each - RFID key cards - MIFARE DesFire EV3 2K 200 each - RFID key cards - MIFARE DesFire EV3 8K 2 each - Community Access Control Software and System (2 encoders and FDU) 2 each - PC - Community System
5.0 Contractor Responsibilities and Standards
• 5.1 Site Examination: The Contractor is responsible for obtaining accurate dimensions at the project site and examining all conditions as they relate to this project prior to commencing work.
• 5.2 Professional Conduct: All work shall be accomplished in a neat, professional manner following established trade practices. The Contractor shall provide on-site supervision throughout the project.
• 5.3 Damages: The Contractor is responsible for all subsequent damages incurred while performing their service.
• 5.4 Security Requirements: All Contractor personnel must successfully pass a security background check conducted by the JB-CHS Security Forces Squadron prior to site entry.
The Contractor must submit all required names and credentials a minimum of six weeks prior to the anticipated start of work to facilitate the security process. Failure to submit information in a timely manner may result in a delay.
• 5.5 Travel: The Contractor is responsible for making all travel and lodging arrangements for its personnel.
• 5.6 Warranty: The Contractor shall guarantee that all products procured and installed under this requirement are free from all defects in materials or workmanship for a period of not less than two years from the date of final installation acceptance, as per the manufacturer’s warranty. All products found to be defective within the warranty period shall be repaired or replaced by the Contractor, with the cost of replacement, including shipping charges and labor, borne by the Contractor.
• 5.7 Project Completion: Upon completion of all work, the Contractor shall obtain a signed "Letter of Satisfaction" from the JB-CHS UH Manager or JB-CHS Housing Chief prior to final departure from the job site.
6.0 Work Schedule
• Work shall be performed Monday through Friday, between the hours of 0800 and 1500.
• Work is not authorized on weekends or Federal Holidays without prior written approval from the JB-CHS UH Superintendent or Manager.
7.0 Government-Furnished Support
• The Government (JB-CHS UH staff) will provide escorted access to all required work areas and individual rooms.
• Storage and assembly area for hardware provided.
8.0 Delivery
