SECTION B: DESCRIPTION OF THE SUPPLIES/SERVICES REQUIRED
The 628th Civil Engineering Squadron has a requirement for the complete removal and replacement of 675 existing electronic lock systems in Unaccompanied Housing (UH) facilities at Joint Base Charleston (JB CHS), South Carolina. This requirement includes the installation of a new, stand-alone Radio- Frequency Identification (RFID) lock system (Dormakaba), associated hardware, programming, and training.
SECTION C: JUSTIFICATION FOR SOLICITING FROM A SINGLE SOURCE/BRAND NAME
The acquisition of the Dormakaba RT Plus RFID lock system is essential to the Government’s requirement, and no other supply will suffice without incurring substantial duplication of cost and unacceptable delays in fulfilling the agency's mission. The 628th Civil Engineering Squadron recently standardized this specific system for Building 460, establishing it as the technical baseline for Unaccompanied Housing (UH) facilities at Joint Base Charleston. Procuring any other lock system would introduce a second, incompatible technology platform, thereby negating the operational and maintenance efficiencies that are the central objective of this requirement.
Specifically, a different system would necessitate the establishment of a duplicative and costly parallel logistics train for spare parts, consumable key cards, and proprietary programming hardware. It would require separate training programs for UH staff, leading to increased administrative burden and a higher potential for user error. Furthermore, managing two distinct lock systems would create an inefficient, fragmented security posture, undermining the critical goal of a single, integrated access control enterprise for all UH facilities. Therefore, only the Dormakaba RT Plus RFID system can satisfy the agency’s minimum requirement for standardization and interoperability with the existing infrastructure.
SECTION D: EFFORTS TO OBTAIN COMPETITION
Market research efforts identified four resellers capable of providing both the required products and service under this acquisition. Capability was confirmed through preliminary past performance reviews, and reseller/certified installer status confirmed with the manufacturer.
SECTION E: STEPS TO PRECLUDE FUTURE SINGLE SOURCE/BRAND NAME AWARDS
To preclude future brand name awards, the Government will conduct a thorough review of the requirement to avoid practices that unnecessarily restrict potential offerors. This includes avoiding unnecessary detailed specifications and lack of advanced planning. Additionally, if it is necessary to reference a specific product to define the requirement, the government will use a "brand name or equal" description. This approach will allow other manufacturers to offer products that are equivalent in form, fit, and function. Consideration of interoperability will be paramount in counteracting vendor lock-in and increasing operational flexibility.
