Technical specifications mandate a programmable electronic lock system with a centralized PC-based control platform. Lockset hardware requirements include a completely sealed contactless RFID reader, tamperproof ANSI Grade 1 mortise design with concealed SFIC key override, satin chrome finish, field-reversible ADA-compliant long levers, 3 AA alkaline battery power with low battery indicator, non-volatile memory storing minimum 2,000 transaction events, and UL certification for fire doors up to three-hour rating and ANSI/BHMA A156.13 Grade 1 certification. The bill of materials specifies 675 RT+ RFID locksets, 680 high-security cores, dress plates, strike kits, 1,700 RFID keycards, software systems, and spare parts. All materials must be new; refurbished or used items are unacceptable. Work shall be performed Monday through Friday, 0800-1500, with contractor responsibility for site examination, professional conduct, all damages, and obtaining a two-year warranty. Contractor personnel must pass security background checks six weeks prior to start date. Delivery is FOB Destination to Building 464, 312 Arthur Drive, Joint Base Charleston, SC 29404.

JOINT BASE CHARLESTON (JB-CHS)
UNACCOMPANIED HOUSING (UH)
ELECTRONIC KEY MANAGEMENT SYSTEM AND ELECTRONIC DOOR LOCKS
REPLACEMENT
STATEMENT OF WORK

1.0 Introduction
The 628th Civil Engineering Squadron has a requirement for the complete removal and replacement of existing electronic lock systems in Unaccompanied Housing (UH) facilities at Joint Base Charleston (JB-CHS), South Carolina. This requirement includes the installation of a new, stand-alone Radio-Frequency Identification (RFID) lock system, associated hardware, programming, and training. The objective is to standardize the electronic lock systems across the JB-CHS Air Base (AB) and Naval Weapon Station (NWS) campuses with the Dormakaba RT Plus RFID system, currently installed in Building 460(AB).
This work pertains to Buildings 461(AB), 464(AB), 466(AB), 473(AB), 479(AB), and
1502(NWS).
2.0 Scope of Work
The Contractor shall provide all necessary labor, materials, and equipment to perform the following:
• 2.1 System Removal: Professionally remove the existing Onity electronic magstripe lock sets, hard key lock sets, key encoders, and desktop CPUs from all designated locations.
• 2.2 System Installation: Install and configure the new Dormakaba RT Plus RFID lock system. This includes:
• Retrofitting 675 doors with new RFID locksets.
• Installing the new Community Access Control Software, PC System, and associated encoders.
• Installing all necessary components, including dress plates, strike plates, and high-security cores, to ensure a complete and operational system with a uniform appearance.
• 2.3 System Programming: Program all newly installed locks, credentials, and the Community Access Control System to be fully compatible and integrated with the existing Dormakaba system in Building 460(AB).
• 2.4 Training: Provide comprehensive on-site training for JB-CHS Unaccompanied Housing staff. Training shall be conducted by a certified installer and cover:
• Programming, auditing, and maintenance of the Community Access Control System.
• Installation, repair, and troubleshooting procedures for the electronic locks and key cards.
• 2.5 Waste Disposal: Remove and properly dispose of all waste materials and debris generated during the installation process, leaving the worksite clean.
3.0 Technical Specifications
The replacement system must meet the following mandatory specifications. To maintain standardization with the existing base infrastructure, the Dormakaba RT Plus RFID lock system is the only approved system and no substitutions will be accepted.
• 3.1 System Operation:
• The system shall be a programmable electronic lock system managed through a centralized PC-based Community Access Control System.
• The system must be capable of encoding credentials and programming/auditing locks via system encoders and a portable M-Unit.
• 3.2 Lockset Hardware Requirements:
• Reader: Completely sealed, contactless (proximity) RFID reader.
• Physical Security: Tamperproof design featuring a solid ANSI Grade 1 mortise and a concealed SFIC key override.
• Finish: Satin chrome finish.
• Handles: Field-reversible, ADA-compliant long levers.
• Power: Battery-powered with 3 AA Alkaline batteries, with the battery compartment accessible from the interior of the secured space. Must provide a low battery indicator.
• Memory: Non-volatile memory that ensures lock programming and audit trails are retained during battery replacement. The lock must store a minimum of 2,000 transaction events.
• Audit: Lock audit trail must be retrievable and viewable through the Community Access Control System.
• Certification: Certified by Underwriters Laboratories (UL) for use on fire doors with up to a three-hour rating and certified to ANSI/BHMA A156.13 Grade 1.
• 3.3 Materials: All equipment, parts, and materials provided under this requirement must be new. Refurbished, reconditioned, or used items are not acceptable.
4.0 Bill of Materials
The Contractor shall provide the following materials:

5.0 Contractor Responsibilities and Standards
• 5.1 Site Examination: The Contractor is responsible for obtaining accurate dimensions at the project site and examining all conditions as they relate to this project prior to commencing work.
• 5.2 Professional Conduct: All work shall be accomplished in a neat, professional manner following established trade practices. The Contractor shall provide on-site supervision throughout the project.
• 5.3 Damages: The Contractor is responsible for all subsequent damages incurred while performing their service.
• 5.4 Security Requirements: All Contractor personnel must successfully pass a security background check conducted by the JB-CHS Security Forces Squadron prior to site entry.
The Contractor must submit all required names and credentials a minimum of six weeks prior to the anticipated start of work to facilitate the security process. Failure to submit information in a timely manner may result in a delay.
• 5.5 Travel: The Contractor is responsible for making all travel and lodging arrangements for its personnel.
• 5.6 Warranty: The Contractor shall guarantee that all products procured and installed under this requirement are free from all defects in materials or workmanship for a period of not less than two years from the date of final installation acceptance, as per the manufacturer’s warranty. All products found to be defective within the warranty period shall be repaired or replaced by the Contractor, with the cost of replacement, including shipping charges and labor, borne by the Contractor.
• 5.7 Project Completion: Upon completion of all work, the Contractor shall obtain a signed "Letter of Satisfaction" from the JB-CHS UH Manager or JB-CHS Housing Chief prior to final departure from the job site.
6.0 Work Schedule
• Work shall be performed Monday through Friday, between the hours of 0800 and 1500.
• Work is not authorized on weekends or Federal Holidays without prior written approval from the JB-CHS UH Superintendent or Manager.
7.0 Government-Furnished Support
• The Government (JB-CHS UH staff) will provide escorted access to all required work areas and individual rooms.
• Storage and assembly area for hardware provided.
8.0 Delivery
Delivery shall be FOB Destination to the following address:

9.0 Ombudsman
• An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official.
Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
• Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
• If resolution cannot be made by the contracting officer, the interested party may contact the ombudsman, Ms. Lisa A. Gross, 510 POW/MIA Drive, Scott AFB IL 62225-5022, 618- 299-0267, lisa.gross@us.af.mil of AFICC/KM. Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
• The ombudsman has no authority to render a decision that binds the agency.
• Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
