About this opportunity

The U.S. Embassy in Lisbon, Portugal, is seeking renovation services for the Manor House through a competitive solicitation process. The Department of State, specifically the U.S. Embassy Lisbon, is requesting qualified construction companies to perform comprehensive renovation work, including replacing bathroom fixtures, painting hallways and bedrooms, and updating flooring. The government intends to award a contract or purchase order to the responsible company submitting the lowest acceptable price, potentially without holding discussions, though they reserve the right to engage in negotiations if necessary. Interested parties must register in the System for Award Management (SAM) and are required to attend a mandatory site visit scheduled for June 3, 2024, at 9:00 am. Key submission deadlines include questions due by June 7, 2024, at 4:00 pm, and final quotations due by June 19, 2024, at 5:00 pm local time, with the evaluation focusing on technical acceptability and price.

The solicitation is not set aside for any specific category of business and is open to all qualified contractors. The anticipated contract value ranges between $100,000 and $250,000, with the renovation to be performed at the U.S. Embassy location in Lisbon, Portugal. One identified contractor, Pascoal Monteiro Construcoes, Lda., has been involved in previous modification work related to the project. The scope of work includes extensive renovations such as plumbing infrastructure repairs, installation of government-furnished equipment like light fixtures and flooring, and comprehensive updates to the Manor House. The project timeline suggests potential work extending into early 2025, with contract modifications already indicating additional plumbing infrastructure work discovered during initial renovation assessments. Contractors will be responsible for installation of various elements, with some materials being government-furnished, and must comply with detailed specifications outlined in the solicitation documents.
