About this file

This document is Amendment 3 to a Request for Quotation (RFQ) for the renovation of the Manor House at the U.S. Embassy in Lisbon, Portugal. The amendment provides answers to questions submitted by interested vendors, and shares a DWG floor plan drawing. It clarifies that the existing domestic water piping is copper and may not need replacement, and that hydraulic door closers in the bathrooms will be kept and new ones installed. The amendment also notes that the preferred flooring solution may be vinyl or synthetic tiles based on the condition of the existing wood structure. The RFQ has a solicitation number of 19P05024Q0025 and is being issued by the U.S. Embassy in Lisbon. The government intends to award a contract or purchase order to the responsible company submitting an acceptable offer at the lowest price, potentially without further discussions. Interested parties are required to register in the System for Award Management (SAM) and attend a site visit on June 3, 2024 prior to submitting quotations by June 19, 2024.

QUESTIONS & ANSWERS

June 3, 2024

RFQ No. 19P05024Q0025 Manor House Renovation

1. Is it possible to indicate the model/reference or at least a price range for each of the following equipment’s/materials?

a. Sanitary ware

b. Taps

c. Floor ceramic tiles - bathroom and hallway

d. Wall ceramic tiles - bathroom

e. Carpet - stairs

f. Light fixtures – hallway

g. Security doors

No price range will be provided by the US Embassy, please refer to the annex provided which contains examples and references. Also, the samples for tiles, painting, and carpet are available at the Embassy to analyze.

2. About the shower in Bathroom 2, 2nd floor, are its wall partitions to be demolished and replaced with frosted tempered glass as described on the SOW or to be maintained and covered with the new ceramic tiles?

Old partitions can be demolished and replaced by stainless steel wall partitions sheets or keep and cover with ceramic tiles. Contractor to provide one or more solutions for FAC to evaluate.

Another question still in this bathroom is about the shower floor. Is it supposed to install an actual shower tray or to do a type of walk-in shower (covered with ceramic tiles, adding a specific independent slope)?

Shower floor shall be walk-in shower type covered with ceramic tiles with the appropriate slope and drainage grille, that can be easily removed for cleaning.

3. On Bathroom 5, 3rd floor, what is the intended material for the toilet dividers and doors? Are they made from the same glass specified for the shower dividers and doors or another material?

Constancy in the materials and styles is imperative. Refer to the annex provided with examples and model references.

4. When will we receive the samples mentioned in the Additional Information document given?

Samples are available and can be seen onsite by the companies.

5. Will the 3D designs be provided pre-award or post-award?

The 3D design drawings are not meant to be form the site itself, but rather 3D drawings that show an example for a visual assessment of the proposed equipment and/or materials.

6. Are there any specific equipment types?

Samples for tiles, painting, and carpet are available at the Embassy to analyze.

7. What is the timeline for the project?

Refer to the SOW. The proposed schedule shall serve as a reference to follow, but the Contractor must provide his/her own schedule or Gantt Chart.

8. Is the Domestic water piping network copper or steel. Is current pipe network in a good shape? If not, shall it be replaced?

The existing piping network for Domestic Water (DW) is copper.

9. Should the hydraulic door closers in the bathrooms remain or should they be removed?

The concept will be kept, and new hydraulic shall be installed.

10. The Bidders requested samples for the carpets.

Sample available at the Embassy and can be seen s per scheduled day and time.

11. If a ceramic floor is to be installed, it is imperative to assess the existing wood structure, to make sure it can cope with the weight of leveling layer and the ceramic tiles. An accurate cost estimation is only possible with this previous assessment. At this point, based on the onsite observation, both bidders concur that, ideally the floor should be vinyl- or synthetic-based tiles.

The quotation shall be done for ceramic tiles with a leveling coat on the exiting wood structure. If once the old flooring removed, the conclusion is that structural work of reinforcement or switching from ceramic tiles to a vinyl-base product is the preferred solution, some changing to the project can be done with a separate additional work amendment if required.
