About this opportunity

The U.S. Army Contracting Command-Orlando, on behalf of the Security Assistance Training Management Organization (SATMO) at Fort Bragg, North Carolina, is procuring Foreign Affairs Counter Threat Equivalency (FACT-E) training services. The contractor will conduct monthly three-day training courses designed to prepare military personnel, Department of Defense civilians, and contracted personnel for Security Assistance Team missions worldwide, with instruction covering anti-terrorism/force protection, survival, evasion, resistance, and escape tactics, as well as weapons familiarization, tactical medical training, vehicle dynamics, and fire-as-a-weapon instruction. The evaluation will employ a best-value subjective tradeoff methodology, with technical factors (addressing facilities, training approach, safety, and staffing) weighted significantly more heavily than past performance, which in turn is more important than price. The final amended proposal due date is April 17, 2026, at 12:00 PM EST, with the government having extended the deadline twice from the original April 13, 2026 deadline to allow offerors additional preparation time.

This procurement is designated as a Women-Owned Small Business (WOSB) set-aside with no alternative procurement authority. The contract will be structured as a single-award Indefinite-Delivery/Indefinite-Quantity contract with a base year and four one-year option periods, guaranteeing a minimum of three course iterations over the five-year performance period with a maximum requirement of 70 iterations (14 per fiscal year). Firm-Fixed-Price range pricing will apply based on student quantity brackets of 7-15, 16-22, and 23-30 participants per course. The contractor must maintain a training facility within 50 miles of Fort Bragg, North Carolina, provide student transportation, and deliver courses on a Wednesday-through-Friday schedule with capacity to support up to 14 courses annually, including the ability to expedite three courses on 14 days' notice. Inspection and acceptance of training services will be conducted at the W4LP Security Assistance Training Management Organization facility at Fort Bragg, with award anticipated in the third quarter of Federal Fiscal Year 2026.
