About this file

This is a pricing workbook instruction document and template for the U.S. Army's Foreign Affairs Counter Threat Equivalency (FACT-E) Training Services contract (W900KK-26-R-A008). The workbook is structured as an Excel file with multiple tabs that offerors must complete to submit their pricing proposals for a five-year Indefinite-Delivery/Indefinite-Quantity contract with Firm-Fixed Price contract line item numbers.

Offerors are required to populate the following sections: Range Pricing for three student quantity bands (8-15, 16-22, 22-30 students) across five contract years, with costs and profits that automatically calculate total prices; Unburdened Labor Rates for all proposed labor categories by year; Indirect Rates (overhead, general and administrative, and other applicable rates); Labor Rate Buildup showing fully burdened rates; Labor Hours by category and year; Cost Breakdown separated into Per Training Cost and Per Student Cost categories; a Sample Task Order with grey-shaded cells for offeror input; and Non-Consumable Materials with descriptions, quantities, and unit costs. The instructions explicitly prohibit modification of formulas and existing data except in designated areas for additional indirect rates, cost breakdowns, and sample task order sections. All proposed direct and indirect rates will be incorporated into the contract as fixed ceiling rates for the life of the contract, unless lower rates are established through a DCMA Forward Pricing Rate Agreement (FPRA). Pricing workbook submissions must be consistent with the proposal narrative and strictly conform to all requirements, with non-compliance potentially resulting in the offeror being deemed non-responsive.

Instructions Attachment 9 - TOTAL CONTRACT PRICE EXCEL WORKBOOK INSTRUCTIONS

Enter Offerors Name:

STEPSDIRECTIONS
#1Enter your company name at the top of each worksheet of the Pricing Workbook in the place provided.
#2For "1 - Range Pricing" tab, the Offeror shall enter only the cost and profit. The Total Price will automatically be calculated. The below table, "Range Priced CLINs - Planned Ordering Schedule (POS)" will automatically be calculated with all the information from the above table. Cell F32 will sum the total and will be used in "8 - Total Contract Price" tab. The "Range Pricing" table will be incorporated into the contract upon contract award of the winning Offeror.
#3For "2 - Unburden Labor Rates" tab, the Offeror shall enter the unburden labor rates for all proposed labor categories for all specified years.
#4For "3 - Indirect Rates" tab, the Offeror shall enter all applicable indirect rates. Additional instructions are provided within the worksheet for the definition, allocation base, what to do if the rate does not apply, and if an additional rate is required.
#5For "4 - :Labor Rate Buildup" tab, the direct unburden rates from "2 - Unburden Labor Rates" tab and the indirect rates from the "3 - Indirect Rates" tab will be automatically inserted into this worksheet. Formulas have already been constructed to compute the fully burden rate. The Cost of Money rate has been provided; however, no calculation is provided as it is unknown how an Offeror may apply this rate if applied at all. If this rate does apply to the Offeror, the Offeror must insert the formula and update the "Burdened Labor Rate" column to incorporate this additional cost. If an additional rate applies, the offer should have inserted it in the "5 - Indirect Rates" tab as well as in this worksheet. A reminder to also include the addition of this cost into the "Burdened Labor Rate" column.
#6For "5 - Labor Hours" tab, the information from "4 - Labor Rate Buildup" tab will automatically insert into the appropriate cells for this worksheet and compute itself. Each year will automatically be summed up. The Offeror shall enter only the number of hours for each labor category.
#7For "6 - Cost Breakdown," the Offeror shall enter the costs for each breakdown area for both sections (Per Training Cost and Per Student Cost). The Total Price will automatically be calculated.
#8For "7 - Sample Task Order," the Offeror shall enter the costs required by the cells shaded in grey. The direct unburden rates from "2 - Unburden Labor Rates" tab and the indirect rates from the "3 - Indirect Rates" tab will be automatically inserted into this worksheet. Formulas have already been constructed to compute the total price. If the structure of the this worksheet differs from the Offeror's pricing structure, the Offeror may add to the worksheet to make the worksheet complete and accurate. However, any additions should not degrade the overall objective of this worksheet.
#9For "8 - Non-Consumable Materials," the Offeror shall enter the description, quantity, unit cost, and all formulas to calculate total cost for all non-consumable materials included in the proposal. Non-consumable is defined as those materials that are able to be used more than once.
DO NOT CHANGE OR MODIFY THE FORMULAS OR NUMBERS WITHIN THE SPREADSHEETS. The only sections which may be altered are those sections allowing for additional indirect rates to be applied (to include Cost of Money), Cost Breakdown worksheet, and specified areas of the Sample Task Order worksheet.
*** Pricing Workbook submissions must be consistent within your proposal and must strictly conform to the requirements of the Pricing Workbook. Failure to adhere to these requirements may deem the Offeror as non-responsive at the sole discretion of the Procuring Contracting Officer (PCO).***

It is the Government's intent to include all proposed direct and indirect rates for each applicable year into the contract as 'Ceiling Rates' at time of award. The proposed rates will be incorporated into the contract and shall be used as fixed rates (for all contract types) for proposing/negotiating orders (as applicable) and contract modifications for the life of the contract. The only exception is if DCMA were to negotiate a FPRA that contains lower rates. If there is a FPRA in effect during the life of the contract, and those rates are lower than the fixed rates and factors described above, the lower FPRA rates will be used to propose/negotiate orders and modifications so long as the FPRA remains in effect.
