About this file

This is a Question and Comment Form for federal contract solicitation W900KK-26-R-A008, Foreign Affairs Counter-Terrorism Training, dated March 25, 2026. The document compiles 23 questions submitted by potential offerors regarding solicitation requirements, with corresponding government responses addressing clarifications and corrections.

Key clarifications from the government responses include: proposal validity period should be included in proposal submittal; all submissions shall be in Adobe Acrobat PDF format compatible with Microsoft Office 2013, with one original and one copy for each volume; the list of survey recipients should be submitted as an appendix to the Past Performance Volume; reference to Section B Supplies or Services has been removed, with Section 2 Range Pricing applying instead; ladder pricing and total contract pricing are required in the pricing workbook; Technical Factor Compliance Matrix documents where each solicitation requirement is addressed in the proposal; the Proposal Adequacy Checklist requirement has been deleted; representations and certifications must be completed and signed; and performance risk assessment surveys should be returned to donna.m.raimondi.civ@army.mil. The government declined requests for due date extensions, confirmation regarding DoD SAFE submission procedures, and detailed instructions on DoD SAFE dropoff processes. The government also clarified that contractors must provide questionnaires and CPARs for any relevant contractual efforts within the past five years, rather than accepting CPARs in lieu of questionnaires, and that the requirement for mid-document signatures has been removed.

Document Name/Number/Revision No.: Solicitation

Document Date: 3/23/2026

Reference Section/Paragraph: Instructions to Offerors 1.3

Question/Comment:

Where would the government prefer offerors state the 270 calendar day validity period? The instruction is to "insert the validity date in Block 12 of the SF 33." However, the solicitation uses an SF 1449, not an SF 33.

Reference Section/Paragraph: Instructions to Offerors 4.2 and 4.3

Please clarify what the offeror should upload to DoD SAFE as the (1) Original, (1) Copy, and (2) Electronic Submissions. Table 1 appears to require four versions of each Factor/ Volume, but it is unclear what would be considered the Original vs the Copy vs the Electronic Submission. For example, for Factor 1 - Technical, Table 1 indicates offerors should submit (1) Original, (1) Copy, and (2) Electronic Submissions for a total of four versions. Paragraph 4.2 states each Volume "shall be MS Office 2013 compatible with a locked Adobe Acrobat Portable Document Format (PDF) version." This is two versions. The footnote to Table 1 states the (2) Electronic Submissions "= Microsoft Office 2013 compatible format." This appears to indicate there are two further MS Word versions of Factor 1 to be submitted.

All submissions shall be submitted in Adobe Acrobat Electronic Format compatible with Microsoft Office 2013 and shall include (1) Original and (1) Copy for each Volume.

At the conclusion of the requirements regarding the Statement of Acceptance of all RFP Terms and Conditions is the following instruction: "As part of this letter, an authorized official shall sign certifying the following: 1. Regardless of the involvement in evaluations, all requirements of the Base and TO PWS's will be met." Given that there is no "letter" and this would require a signature in the middle of a Word document, is this requirement applicable?

This requirement is not applicable.
