About this opportunity

The Department of the Army Materiel Command's Mission and Installation Contracting Command is soliciting quotes for Emotionally Focused Couples Therapy (EFCT) externship training, with quotes due November 30, 2026 at 3:00 PM EST. The procurement is a Service-Disabled Veteran-Owned Small Business set-aside.

Training takes place in Building 1-3358, 3358 Knox Street, Fort Bragg, North Carolina, at the Watters Family Life Chaplain Training Center, and the place of performance field lists Fort Liberty, NC 28310. Training runs one week, January 4-7, 2027, from 0800-1730 Monday through Friday except federal holidays, for up to 8 interns. The contractor furnishes all training materials, personnel, equipment, supplies, and supervision. The Government provides the training facility, tables, chairs, utilities, video/audio surveillance access, and monitors.

The Program Manager and Alternate Program Manager must be ICEEFT-certified EFCT trainers holding current state licensure as Licensed Marriage and Family Therapists, Licensed Clinical Mental Health Counselors, or Licensed Clinical Social Workers. All employees must hold ICEEFT certification. Each instructor's resume may not exceed three pages. Required deliverables include live-interactive instruction with case presentations, role-plays, and video observations, certificates of completion, and alignment with ICEEFT standards. Performance requires 100% compliance on on-time delivery and service quality, with invoice deductions of 20-100% for nonconformance. The PWS also requires adherence to a Quality Control Plan and Army Chaplain Corps confidentiality guidelines under AR 165-1.

The Government will award a single firm-fixed-price contract, one contract line item, to the offeror providing best value. Evaluation factors are Technical Capability (instructor qualifications, credentials, proof of meeting 100% performance standards, and minimum years of experience), Past Performance (up to three relevant contracts within the last three years), and Price. Price is evaluated for reasonableness and weighted as least important, and the Government may award a higher-priced offer if technical merit outweighs the price differential. Written questions are due November 12, 2026 at 12:00 PM EST. Quotes must remain valid for ninety calendar days. The NAICS code is 611430, and the PSC is U099.
