About this file
This is Amendment 0001 to a federal solicitation for Foreign Affairs Counter Threat (FACT) training services issued by Army Contracting Command–Orlando. The amendment addresses questions received from industry, changes evaluation factors, revises the pricing workbook, and incorporates miscellaneous modifications to the original RFP W900KK-26-R-A008.
The solicitation seeks a single-award Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract with a base year and four one-year options for a five-year performance period. The contractor will provide Firm-Fixed-Price (FFP) training services delivering individual iterations of a three-day FACT course on a monthly basis. The guaranteed minimum across the five-year period is three course iterations, with a maximum requirement of 14 iterations per fiscal year, totaling 70 iterations maximum over the contract period. Each FACT course must have a minimum of seven participants and includes nine millimeter, AK-47, and M4 familiarization training, vehicle dynamics training, fire as a weapon instruction, tactical medical training with MARCH protocol, and a culminating exercise. The contractor must provide training facilities within 50 miles of Fort Bragg, North Carolina, offer student transportation, maintain safety certifications, provide emergency medical services and trauma center access, and deliver one operational Individual First Aid Kit per student. The contractor must demonstrate capacity to conduct up to 14 courses per fiscal year with three being expedited on 14 days' notice. Pricing is structured with CLINs for each year containing range-priced line items based on student quantity brackets (7-15, 16-22, and 23-30 students). Proposals are due April 13, 2026, and will be evaluated using best-value tradeoff methodology across technical (facilities, training approach, safety, and staffing), past performance, and price factors, with technical factors weighted more heavily than price.

Solicitation/Contract Form Continuation
The following changes have been made:
Miscellaneous text in this section has been modified to:
1. MINIMUM/MAXIMUM QUANTITIES
This acquisition will result in a single award Indefinite-Delivery/Indefinite-Quantity (ID/IQ) contract with a base year and four one year options, for a total period of performance of five years. The contract will consist of Firm- Fixed-Price (FFP) Contract Line Item Numbers (CLINs) for the procurement of individual iterations of the three-day Foreign Affairs Counter Threat (FACT) training course. While not all Performance Work Statement (PWS) requirements will be evaluated as part of the proposal evaluation, offerors will be required to comply with all PWS requirements. Any indication that the offeror does not intend to meet all of the requirements may cause the proposal to be evaluated as non-compliant and ineligible for award. In accordance with FAR 16.504, the resultant ID/IQ contract will include quantity limits stated as a number of units. This ID/IQ contract will procure training services that will consist of multiple blocks of instruction over the course of three days. This three-day FACT training course will be purchased individually on a monthly basis.
The guaranteed minimum for the entire five-year contract period of performance will equal to the purchase of three iterations of the FACT training course. SATMO's requirement is to procure a maximum of 14 iterations of the FACT training courses per year, which equates to a total of 70 iterations of the FACT training course over the five- year period of performance. Considering the nature of an ID/IQ contract, the Government will not be obligated to procure any more than the guaranteed minimum of three iterations of the FACT Training course.
W900KK26RA0080001
The Government reserves the right to order quantities in future performance years that were not ordered in the previous performance year. All orders will be subject to the pricing associated with Attachment 9, Total Contract Price Excel Workbook. The offeror's negotiated final pricing will be incorporated into the resulting contract. Each order will will incorporate the price associated with the year in which the order is placed. For example, the Government plans to order a total of 14 FACT training courses in Year 1; however, if the Government only orders a total of 10 FACT training courses in Year 1, the balance of the training courses (4), will be available to be ordered during the remainder of the ordering period using the pricing of the applicable CLIN for the year in which the order is placed. The total FACT training courses will not exceed the aforementioned Not- To-Exceed Quantity of 70 iterations of the FACT training course over the five-year period of performance. A FACT training course will not have less than seven participants.
Please note, CLINs 0002, 1002, 2002, 3002 and 4002, Contract Data Requirements are Not Separately Priced (NSP).
2. RANGE PRICING
Range pricing for this contract is detailed in Attachment 9, Total Contract Price Excel Workbook.
The pricing included in Attachment 9, Total Contract Price Excel Workbook, will be incorporated into Section B of the awardees contract. Priced units may be unilaterally procured in accordance with the prices in this section and provided in Attachment 9, Total Contract Price Excel Workbook.
For purposes of cost/price evaluation, see Section M. The following table delineates the range pricing structure that will be incorporated in to the resulting contract. Offerors shall complete this table in Attachment 9, Total Contract Price Excel Workbook.

Addendum to 52.212-1, Instructions to Offerors - Commercial Products and Commercial Services
Miscellaneous text in this section has been modified to:
PROPOSAL SUBMISSION
1. INTRODUCTION
1.1 The following information contains instructions for offerors responding to the FACT Training services solicitation W900KK-26-R-A008.
1.2. Proposals must clearly and convincingly demonstrate that the offeror has a thorough understanding of the requirements and associated risks, and is able, willing, and competent to devote the resources necessary to meet the requirements and has valid and practical solutions for all requirements. Offerors are cautioned that "parroting" of the requirements of the Performance Work Statement (PWS) with a statement of intent to perform does not reflect an understanding of the requirement or capability to perform. Statements that the prospective offeror understands, can, or will comply with the specifications, statements paraphrasing the requirements or parts thereof and mere reiteration of the requirement or standard reference material are considered inadequate and unsatisfactory. Offerors are responsible for including sufficient details to permit a complete and accurate evaluation of each proposal. Clarity and completeness of the proposal are of the utmost importance. Proposal volumes must be internally consistent or the proposal will be considered unrealistic and may be considered unacceptable.
1.3. The proposal shall be valid for 270 calendar days from date of initial proposal submission.
1.4. Any data previously submitted in response to another solicitation should be assumed to be unavailable during this proposal evaluation and source selection process. Proposal data shall not be incorporated into the proposal by referring to another proposal or other source.
1.5. Files shall not contain classified data. The use of hyperlinks is prohibited.
1.6. Proposals shall be compliant with the full solicitation. The Government will evaluate each proposal in accordance with this RFP; however, offerors are required to comply with all requirements stated herein. Any indication that the offeror does not intend to meet all of the requirements may cause the proposal to be evaluated as non-compliant and ineligible for award.
1.7. Offerors shall not make any changes to the solicitation. Any objections to the terms and conditions of the solicitation should be addressed to the PCO. If the proposal takes exceptions to the terms and conditions of the solicitation, all exceptions shall be denoted in a cover letter to the proposal; however, exceptions to the solicitation taken in the proposal may result in the offer being non-compliant. Offerors are hereby on notice that a failure to submit all the required documentation in exactly the manner (timeliness and format) specified in the solicitation may constitute a basis for the government to reject a proposal as non-compliant and therefore unacceptable, at the sole discretion of the source selection authority. Furthermore, should an offeror indicate in its proposal that: it cannot or will not meet one or more contract requirements; provide an approach that clearly does not meet one or more contract requirements; or, include proposal information that prompts the government to question the offeror's compliance with one or more contract requirements, the government may determine, at its discretion, that the offeror's proposal is non-compliant, and therefore ineligible for award.
1.8. The portions of the successful offeror's (Awardee's) proposal that have merit or exceeds specified performance or capability requirements in a way that will be advantageous to the Government during contract performance will be incorporated into Section C of the resulting contract and resulting Task Orders.
2. PROPOSAL SUBMISSION REQUIREMENTS.
2.1. DELIVERY AND DUE DATE
Offerors shall submit proposals via Department of Defense (DoD) SAFE in accordance with the descriptions in Section L of this solicitation to the POCs identified in Section L.2.2 on or before 13 April 2026 5:00 P.M. Eastern Standard Time (EST). The Contracting Officer/Specialist will annotate the date and time of proposal receipt. The Offeror's Representative will confirm the data and sign the Proposal Receipt. The Contracting Officer/Specialist will provide a copy of the Proposal Receipt Form to the Offeror. The Contracting Officer/Specialist's signature only denotes the receipt of the proposal package. The Government is not responsible for the proposal delivery content or condition upon delivery. It is the offeror's responsibility to ensure that the entire proposal (to include separate subcontractor submissions) is received prior to the proposal due date and time (see block 8 of SF1449), attention to the Contract Specialist listed below in paragraph L.2.2.
Subcontractor proposals submitted separately are considered part of the offeror's proposal. If subcontractor Proposals are submitted separately directly to the PCO and are late, the entire proposal will be considered late. All subcontractor submissions shall clearly state in their file submission which prime they are a subcontractor to. Failure of an offeror to submit its proposal in accordance with the date and time deadlines or the manner specified in the solicitation may result in a determination of non-responsiveness, and the offeror is ineligible to be considered for award.

PROPOSAL EVALUATION - BASIS FOR AWARD
1. GENERAL CRITERIA
1.1. Evaluations will be conducted using FAR Part 12.203 and FAR Part 15 for the single source award of an Indefinite Delivery, Indefinite Quantity (IDIQ) contract. Award will be made to the best overall proposal, which is determined to be the most beneficial to the Government. Best value means the expected outcome of an acquisition that, in the Government's estimation, provides the greatest overall benefit in response to the requirement. (See FAR 2.101). Subjective judgment against objective criteria is implicit in the evaluation process.
1.2. The Government reserves the right to award no contract at all, depending on the quality of the proposal(s) submitted and the availability of funds. Additionally, the Government reserves the right to award only the Minimum Guarantee.
1.3. The Government may reject any proposal that it evaluates to be unrealistic in terms of program commitments, including contract terms and conditions, or unrealistically high or low price as assessed by the Government, such that the proposal is deemed to reflect an inherent lack of competence or failure to comprehend the complexity and risks of the program.
1.4. The Government may use information other than that provided by Offeror in its evaluation.
Such information, referred to as extrinsic information, is obtained from sources outside the proposal. Sources of extrinsic information may include DCAA, DCMA, Government Databases and past performance questionnaires.
1.5. In accordance with FAR Subpart 52.215-1, "Instructions to Offerors -Competitive Acquisition," the Government does not intend to hold discussions, but reserves the right to do so, at the sole discretion of the PCO. Accordingly, your firm's offer should reflect your most favorable price and terms. Proposals will be evaluated in accordance with FAR 12.303 and this Request for Proposals, and, if discussions are to be conducted, establish a competitive range comprised of all of the most highly rated proposals, based upon the ratings of each proposal against all evaluation factors. The decision to hold discussions and establish a competitive range will be made at the sole discretion of the PCO. If the Contracting Officer determines that the number of proposals that would otherwise be in the competitive range exceeds the number at which an efficient competition can be conducted, the Contracting Officer may limit the number of proposals in the competitive range to the greatest number that will permit an efficient competition.
1.6. Government exchanges with Offerors after receipt of proposals must be conducted through the Government PCO and does not constitute a rejection or counter offer unless such a determination is made by the PCO.
2. BASIS FOR AWARD
The award will be made based on the best overall proposal using Best Value Subjective Tradeoff Process, IAW this solicitation, with appropriate consideration given to the three evaluation factors:
Technical, Price, and Past Performance. Offerors are cautioned that the award may not necessarily be made to the lowest priced offeror and that award may be made without discussions.
The Government intends to award one contract to the responsible Offeror whose proposal represents the overall best value after evaluation IAW the solicitation.
3. EVALUATION APPROACH, FACTORS, AND RELATIVE ORDER OF IMPORTANCE
Factor 1: Location
NOTE: If the proposal does not meet the requirement of Factor 1 Location, the proposal will be deemed unacceptable and will not be evaluated any further and will not be considered any further for award.
3.1. FACTORS AND SUBFACTORS TO BE EVALUATED
There are four factors for evaluation in this solicitation: (1) Location (2) Technical, (3) Past Performance, and (4) Price. These factors will be evaluated in the following order of relative importance: Factor 1, Location is more important than Factor 2, Technical; Factor 2, Technical is more important than Factor, 3 Past Performance; Factor 3, Past Performance is more important than Factor 4, Price. All nonprice evaluation factors, when combined, are significantly more important than Factor IV, Price. Evaluation Factor 2, Technical, is further subdivided into subfactors.
The subfactors will be evaluated in the following order of importance under the overarching evaluation factor:
Subfactor 1.1 - Contractor Facilities and Support Services is more important than Subfactor 1.2 - Training Approach; Subfactor 1.2 - Training Approach is more important than Subfactor 1.3 Safety;
Subfactor 1.3 Safety is more important than Subfactor 1.4 - Staffing Plan. The adjectival ratings of each subfactor will be used to determine the overarching factor adjectival rating. Offerors are cautioned that award may be made to other than the lowest-priced proposal if the Government determines that paying a price premium is warranted based on its evaluation. The Government may also award to other than the highest technically rated proposal, if the Government determines that paying a price premium is not warranted. To receive consideration for award, a rating of no less than "Acceptable" must be achieved for the Technical factor (to include all subfactors). An evaluation rating of "Unacceptable" or "Marginal" for any subfactor within the Technical Factor may cause the entire factor to be evaluated as "Unacceptable" or "Marginal". The degree of importance allocated to the Price Factor will increase as the Offerors' proposals become more equal in the other evaluation areas. Evaluation of the offeror's proposal shall address each Technical subfactor as it applies to the Performance Work Statement (PWS). A detailed explanation of the criteria for the evaluation is set forth in the "Evaluation Approach", of this section. During evaluation of each proposal, the Government will assign each Technical subfactor an adjectival rating and write a narrative evaluation reflecting the identified findings.
Factor 2: Technical
This evaluation factor will be further subdivided into subfactors. The subfactors will be evaluated in order of importance under the overarching evaluation factor.
Factor 3: Past Performance
Each offeror's past performance will be reviewed to assess the relative risks associated with an offeror's probability of success in performing the solicitation's requirements.
Factor 4: Price
The resulting award will be a Firm Fixed-Price contract. Price reasonableness will be utilized in the evaluation of the Firm-Fixed Price effort.
3.2. EVALUATION APPROACH
All proposals shall be evaluated…
