About this file
This is Amendment 0004 to Solicitation SP450026R0015, the Turkey Hazardous Waste Solicitation, issued by DLA Disposition Services on 22 October 2026.
The solicitation seeks a firm fixed-price contractor to perform hazardous waste removal, disposition, and related services at seven pickup locations throughout Turkey (Izmir, Ankara, Adana, and Malatya). The awarded contractor must provide or manage preparation, containerization, characterization, marking, labeling, and final disposal of hazardous materials/waste; sampling and analytical services; equipment rental; overpacking/loose-packing services; industrial cleaning; transportation within Turkey; and supplies. Approximately 77 waste removal contract line item numbers (CLINs) are included, with waste removal pricing explicitly excluding transportation costs. Separate CLINs cover waste transportation within Turkey using four 24,000-kg capacity trucks and one 5,000-kg capacity truck. The contract is indefinite quantity/indefinite delivery with a 30-month base period and 30-month option period. Performance is expected to begin after contract award, likely February 2027 or later. Award will be made to one offeror based on past performance and price. Offerors must acknowledge all four amendments (0001-0004) and submit a signed acknowledgment with their proposal or face rejection. The proposal deadline remains 12 November 2026 at 9:00 AM EST. The amendment includes a pre-proposal meeting script addressing seven questions regarding duplicate CLINs, pricing methodology, qualified facilities/transporters, and subcontractor past performance considerations. Contractors cannot initiate vetting of subcontractors or facilities until after contract award. Changes to the Performance Work Statement and Price Schedule have been made, including removal of duplicate CLINs 1207SV and 1300SV and clarification of transboundary shipping document requirements.

ATTACHMENT to Amendment 0004: SCRIPT FROM PREPROPOSAL MEETING 10/22/26 8am EST.
Good morning.
Everyone should be here to aƩend the pre-proposal meeƟng concerning the solicitaƟon of the Turkey Hazardous Waste Disposal Contract.
I am AnneƩe Graham, the contracƟng officer for DLA DisposiƟon Service, Hazardous Waste Division, BaƩle Creek, MI, working this project, and your host today.
(Covered introducƟon of the aƩendees from DLA) AƩendees introduced themselves.
I need to preface this meeƟng with a few disclaimers, -This meeƟng is not being recorded due to difficulƟes with TEAMS today.
-DLA personnel in this meeƟng are in aƩendance in case I need further informaƟon or there are new quesƟons that I need help to answer at this meeƟng. They, however, should not be contacted outside of this meeƟng or in any other way for the solicitaƟon. All quesƟons must come through my office for recording and distribuƟon, they SHOULD have already been submiƩed prior to this meeƟng as noted in the solicitaƟon. During this meeƟng, I will be covering those quesƟons and providing more insight on a few areas that have had changes and correcƟons.
-There will be Ɵme given to ask new quesƟons arising from the informaƟon presented here.
QuesƟons should be posted in the chat for recording purposes. I will allow for quesƟons intermiƩently and will give another opportunity at the end of my presentaƟon.
Other disclaimers… -If at any Ɵme you need me to repeat something or go slower, please indicate this.
-When not speaking, please turn off your mic. Thank you. I have a lot to cover and I want to be able to give plenty of Ɵme for quesƟons at the end.
-I will not going through the enƟre contract or PWS. If I did, we would be here for the rest of the day. Instead, I am going to answer the quesƟons that were submiƩed and go through some areas that oŌen are misunderstood. However, it is your responsibility to read the PWS and all documents and amendments. Failure to do so is no fault of this presentaƟon.
-There will be a forthcoming amendment to include all of the quesƟons and answers discussed here as well as the changes/correcƟons to the PWS and Price Schedule.
-Because the period for quesƟons has passed, this meeƟng will be the the last Ɵme to ask quesƟons.
(Check -Do I sƟll have everyone so far?)
ConƟnued on next page… Pg 1
Again, we are here for the pre-proposal meeƟng regarding the solicitaƟon of the Turkey Hazardous Waste Disposal Contract. Let’s begin.
The Contractor, that is awarded this contract will need to be able to perform, or manage the performance of the full range of hazardous waste removal and disposiƟon, special services, AND provide supplies for contract performance. These requirements include preparaƟon, containerizaƟon, characterizaƟon, marking, labeling, and final disposal of Hazardous Material/Hazardous Waste (HM/HW), provision of supplies, sampling (of waste) and analyƟcal services, equipment rental services, overpacking/loose-packing services, industrial cleaning services, and other services supporƟng environmental and waste management programs and acƟviƟes.
These are noted as “CLINs” or contract line item numbers. Along with their descripƟon they are listed in the Price Schedule - AƩachment 2 and are also referenced and discussed in the Performance Work Statement (PWS) - AƩachment 1.
Contractor work under this contract also requires transportaƟon for the recycling/reuse/ refurbishing or disposiƟon of hazardous substances in accordance with the requirements set forth in applicable laws- United States, implemenƟng instrucƟons, EPA, Department of War (DoW), US European Command (EUCOM), US Air Force and applicable Republic of Turkey domesƟc laws and implemenƟng instrucƟons, and the requirements of applicable internaƟonal agreements. (There are mulƟple places in the PWS where notaƟons are made for addiƟonal regulatory reminders. It is not all-inclusive, as this is Hazardous Waste and regulaƟons change as the industry changes.)
Please note: This contract will not include InfecƟous or biohazardous medical wastes, controlled pharmaceuƟcal wastes, radioacƟve wastes, and Materials PotenƟally PresenƟng an Explosive Hazard (MPPEH) will not be offered for removal under this contract.
About the contract This will be a FIRM, FIXED-PRICE contract.
It will be awarded to one offeror, based on best past performance and price.
There is a 30 month base period and a 30 month opƟon period.
This is an indefinite quanƟty indefinite delivery contract.
As it stands now, the performance start date for this contract will not be November 23d. It will more likely be aŌer the new year, closer to February. The start date will depend on the award date of the contract. Referring to aƩachment 12, any contractor registraƟon that a company might need, if not already registered, cannot take place unƟl aŌer the contract is awarded. (The contractor has to be connected to a USG contract if I understand it correctly.) The same goes for veƫng subcontractors. More on veƫng, later in the presentaƟon.
Pg 2
As a reminder, please see AƩachment 13, InstrucƟons to Offers and AƩachment 14, EvaluaƟons for more informaƟon before compleƟng your offer packages.
Offerors will need to do their best to prepare their pricing to include any necessary costs and inflaƟon for each unit and period. (The price will need to stand/stay fixed for the base period and the opƟon period. There is no opportunity for re-pricing.) There are approximately 77 waste removal CLINs. 2 duplicates have been removed. The waste removal CLINs should not include transportaƟon in the price. (REPEAT - The waste removal CLINs should not include transportaƟon in the price.) There are separate CLINs for transportaƟon of waste with-in the country of Turkey. I will discuss those transportaƟon CLINs more in a minute.
AƩachment 2, Price Schedule has mulƟple Tabs to help the offeror understand the sizing of containers indicated, historical usage, and European Waste Codes represented on the contract.
The Price Schedule is set up so that you input your unit cost in the base and opƟon period and the extended amounts populate. It is up to you to check the math in the spreadsheet. Again, Please see AƩachment 13, InstrucƟons to Offers on the finer points.
1. QuesƟon: How should duplicate CLINs be addressed for pricing?
Answer: If any more duplicates are found, please bring them to my aƩenƟon. Duplicate CLINs 1207SV and 1300SV were found, and have been deleted for the amended documents.
2. Question: Attachment 2, EWCs tab includes two electronic-waste categories under EWC 16 02 13*. I do not see corresponding e-waste CLINs in the Price Schedule tab.
Should offerors price these electronic-waste categories under this solicitation, and if so, which CLIN(s) should be used?
Answer: These CLINs have been removed from the price sheet. No pricing is required. The EWC information will remain on the tab for now.
3. Question: Attachment 2 provides estimated quantities of waste by CLIN for the 30-month base and option periods. The Historical Usage tab contains prior activity for certain pickup DoDAACs. Is any current on-hand inventory, recent annual usage, or forecast quantity by waste type and individual pickup location available for offeror pricing?
Answer: What you have in the Price Schedule is essentially the forecast. Attachment 4a Terms and Conditions includes clause FAR 52.216-22 INDEFINITE QUANTITY:
a)This is an indefinite-quantity contract for the supplies or services specified, and effecƟve for the period stated, in the Schedule. The quanƟƟes of supplies and services specified in the Schedule are esƟmates only and are not purchased by this contract.
(b) Delivery or performance shall be made only as authorized by orders issued in Pg 3 accordance with the Ordering clause. The Contractor shall furnish to the Government, when and if ordered, the supplies or services specified in the Schedule up to and including the quantity designated in the Schedule as the maximum. The Government shall order at least the quantity of supplies or services designated in the Schedule as the minimum.
(c) Except for any limitaƟons on quanƟtes in the Order LimitaƟons clause or in the Schedule, there is no limit on the number of orders that may be issued. The Government may issue orders requiring delivery to mulƟple desƟnaƟons or performance at mulƟple locaƟons.
(d) Any order issued during the effecƟve period of this contract and not completed within that period shall be completed by the Contractor within the Ɵme specified in the order. The contract shall govern the Contractor's and Government's rights and obligaƟons with respect to that order to the same extent as if the order were completed during the contract's effecƟve period; provided, that the Contractor shall not be required to make any deliveries under this contract aŌer the 360th day aŌer contract ends.
4. Question: Are any current photographs of the waste streams/materials available?
Answer: This is not something that is typically included. If needed aŌer award, it may be possible to share. The EWCs should combined with the CLIN/CLIN DescripƟon should be enough to obtain base pricing from qualified disposal faciliƟes (TSDF’s).
MORE on Pricing: This contract has been expanded to include special services and supplies that the customer would like to have the benefit of uƟlizing when needed. If there is any issue with providing these special services, please let me know what problems you are running into via email in the next week. Based on our research, this contract will require management and use of mulƟple types of subcontractors to provide the special services: laboratory analysis, lab packaging, loose packaging, tank cleaning, Bulk liquid pumping, rental of roll offs, providing supplies, to name a few. This is new for the whole team on site in Turkey and here in BaƩle Creek, so it is imperaƟve that a company be knowledgeable and capable of flexing to meet these requirements and importantly, explain how your firm might accomplish this, in your offer.
ADDED: (This is noted at item k in aƩachment 13, InstrucƟon to Offers.) Please, no more than 2 pages to acknowledge capabiliƟes of the prime and any subcontractors to be uƟlized to complete the work.
PICK UP POINTS AND TRANSPORTATION CLINs.
There are 7 Pick-up points in the country of Turkey, (see aƩachment 3) but there are only 4 24,000KG truck transportaƟon CLINs, one for each city and an addiƟonal 5,000KG capacity truck. These are the transportaƟon piece for the waste removals.
Added: for each waste removal task order, a transportaƟon CLIN will be requested.
List of TransportaƟon CLINs, next page… Pg 4
TR00TR 24,000kg truck disposal from ___CIGLI in Izmir TR01TR, ________________________Balgat, Ankara TR02TR, ________________________Incirlik AB, Adana TR03TR and ________________________Site K , Malatya Kurecik (no winter months?)
TR04TR for an addiƟonal 5,000KG capacity truck (NO PWS Reference)
(This may have an update coming in a future amendment.)
5. QuesƟon: For Volume II and the Past Performance Information questionnaire, may the Government consider relevant past performance of a proposed major subcontractor, treatment/disposal facility, transporter, or key teaming partner when that entity will perform a substantial portion of the requirement, or is evaluated past performance limited to the prime oƯeror's own record?
Answer: Yes. The prime may include past performance from a subcontractor with their approval to do so. Past performance can cover the various areas of the contract requirements: waste removal and disposition, transportation, special services, hazardous waste management. OƯer should detail what work will be done by each subcontractor whose past performance is provided. There are limits on the number and recency of the past performance, please refer to Attachment 14, Evaluations, to ensure compliance before submitting your oƯer.
6. Question: We are currently evaluating potential Turkish subcontractors to perform the hazardous waste transportation portion of this requirement. If our proposed transporter is not currently included on the DLA qualified/approved transporter list, would it be Pg 5 acceptable to initiate the qualification process by submitting DLA Form 2503 – Transporter Qualification Review Application, together with the required supporting documentation?
Answer: No. Do not submit any documents for the solicitation. OƯerors will not be able to initiate the qualification/vetting process. As noted before, oOnly the awarded contractor will be able to submit and initiate the documents after award.
7. Question: Could you also clarify at what stage the proposed transporter must be fully qualified — prior to proposal submission, prior to contract award, or prior to the first waste removal?
Answer: The proposed Transporter and Facility must be approved prior to the first waste removal. Once the contract is awarded to the winning oƯeror, that Contractor will then initiate the qualification process by submitting DLA Form 2503 – Transporter Qualification Review Application and the DLA Form 2507 Application for Qualified Facility List, together with the required supporting documentation.
MORE INFO on Facilities and Transporters and Expectations to Fulfill Contract Requirements
Companies providing oƯers may find it necessary to use transportation subcontractor(s) to transport the waste from the pickup point to disposition at a qualified facility. They may also find it necessary to subcontract to more than one Facility to dispose of the waste.
Not all waste items listed in the Price Schedule will be hazardous, and hazardous waste disposition facilities in Turkey are not certified to dispose of every waste that DLA’s customers may need to dispose. In order to meet the needs of the contract/customer, the contractor will find it necessary to submit (vetting) requests to add more than one facility to be approved (to completely meet the needs of the contract).
Added: In regard to this, it will be up to the oƯerors to decide which TSDF's they will utilize and to what extent they will utilize each TSDF added to the Qualified Facilities List. (More on this in the PWS at Item 5 (QFL/QTL).
To help with this, included is the list of currently vetted companies as well as a listing of those vetted and approved in the past. Those that have been approved in the past will hopefully be able to pass vetting again as long as there haven’t been any significant deficiencies or changes to disqualify them.
Added: You do not have to use these companies, but this process is not always easy to pass. There are a few that have been disqualified and did not make its intended Qualified List.
