About this opportunity
The Defense Logistics Agency is seeking qualified contractors to provide electronic hazardous waste removal, transportation, and disposal services for a U.S. Department of Defense installation at Incirlik Air Base in Turkey. The solicitation (SP450026R0006) is issued as a Request for Proposal under full and open competition with no set-aside designations, covering commercial items classified under NAICS 562211. Key contract requirements include strict compliance with Turkish environmental laws, European Union regulations, and the Final Governing Standards Turkey 2025; use of only Defense Logistics Agency-qualified Treatment, Storage, and Disposal Facilities; demilitarization and mutilation of electronic waste; 100% observation of destruction processes; and comprehensive documentation maintenance for all waste removal and disposal tasks. This is an indefinite delivery/indefinite quantity contract with a firm-fixed price structure, covering a 30-month base period from January 1, 2026, to June 30, 2028, with a minimum task order charge of $1,000.00 and maximum contract value of 150 percent of the estimated contract value. The estimated quantity of electronic waste is approximately 13,600 kilograms, with an anticipated 12–18 pallets removed in the first year and 6–12 pallets annually thereafter. Proposals must be submitted electronically in two volumes: Volume I containing proposal certifications and a price schedule, and Volume II containing past performance information using the required questionnaire format. Contractors must provide single, non-zero pricing per contract line item and can reference up to three relevant contracts completed within the last two years. Performance of work will take place at Incirlik Air Base with pickup locations on the installation, and all contractors must comply with Turkish labor laws, obtain necessary permits, and utilize enclosed transportation vehicles meeting minimum specifications of 240 centimeters wide by 750 centimeters long.

Combined Synopsis/Solicitation SP450026R0006 has been prepared in accordance with the procedures in FAR 12.603(c)(2)(i‐xvi). Work under this contract will consist primarily of the removal, transportation, and disposal of electronic waste. The electronic waste is generated at the United States (U.S.) Department of Defense (DoD) installation located at Incirlik Air Base. The following additional information is provided in accordance with FAR 12.603(c)(2).
(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.
(ii) Solicitation SP450026R0006 is issued as a Request for Proposal (RFP).
(iii) This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06, effective October 1, 2025.
(iv) This acquisition is being issued as full and open competition on an unrestricted basis; the associated NAICS code 562211. Final Governing Standards Turkey 2025 applies and can be found as Attachment 11. Contractors should already be registered to do business in Turkey.
