SP450026R0006, Turkey Electronic Hazardous Waste, Amendment 1:
I. Extends the solicitaƟon period to January 7, 2026, 1pm EST.
II. Answers the following quesƟons:
1a. Could the Government clarify whether this is a new requirement or an ongoing project?
1b. Response: This is a new requirement.
2a. Is there historical data or schedule data?
2b. Response: No, there is no historical data. This is a new requirement; however, we presently anƟcipate removal of approximately 12 to 18 pallets in the first year, with an esƟmate of 6-12 pallets per year aŌer that. These are esƟmates and not guaranteed. (Indefinite delivery, indefinite quanƟty contract). A schedule will not be provided.
Please also note the standard Ɵme to perform removals of electronic waste ordered under Disposal CLINs is 20 business days, unless specified elsewhere in the contract.
3a. Is disposal transportaƟon the responsibility of the contractor?
3b. Response: See the PWS at 0.0 Performance Work Statement (PWS), item a, “Contractor work under this contract will consist primarily of the removal, transportaƟon, and disposal of electronic waste.” The contractor is responsible for the work under this contract to include disposal transportaƟon.
4a. What is the esƟmate weight/size of transport required (Box truck or Semi truck)?
4b. Response: Please price uƟlizing a box/closed truck or trailer that is a minimum of 240cm width by 750 length (to fit 12 pallets/tri-walls). For security reasons, the trailer or truck must be enclosed (like a box truck). Note that the CLIN is based on weight and the order may be for less than 12 pallets. Also refer to the PWS SecƟon 1.2.2, paragraph b for further details about transports.
5a. In what form are the electronic wastes currently stored at Incirlik Air Base—loose, in barrels, or in sacks?
5b. Response: Please refer to the Price Schedule descripƟon for further details. It is anƟcipated to be containerized, palleƟzed, or in tri-walls.
6a. The solicitaƟon refers to Electronic Waste, but the PWS also menƟons Hazardous Waste. Could the Government please confirm whether the work under this contract is only for electronic waste, or if it also includes other types of hazardous waste?
6b. Response: The solicitaƟon is called Turkey Electronic Hazardous Waste. It includes both electronic and hazardous waste because the electronic waste is not hazardous unƟl it is shredded. With the final result of the waste to be shredded then disposed, it is hazardous waste at that point. That stated, it can be transported as non-hazardous waste if it is not shredded unƟl aŌer it arrives at the TSD facility where its final disposal occurs (assuming no further transport is required).
7a. In order for us to prepare a price quotaƟon, the current facility must be registered in the Integrated Environmental InformaƟon System (EÇBS) of the Ministry of Environment?
7b. Response: The generator of this waste (39ABW) is registered in the Integrated Environmental InformaƟon System (EÇBS). Further documentaƟon should not be necessary prior to award. The transporter and Treatment Storage and Disposal Facility (TSDF) uƟlized on the contract will need to be registered in the Integrated Environmental InformaƟon System (EÇBS) of the Ministry of Environment. In the proposal package, offerors will need to acknowledge whether or not the transportaƟon company and Treatment Storage and Disposal Facility (TSDF) they uƟlized for pricing is registered. Because registraƟon can take up to 2 months for transporter registraƟon and up to 12 months for a TSDF, it is recommended that offerors uƟlize companies that already have this registraƟon completed. Non-TSDF or Non-Transport firms submiƫng offers should also check governing regulaƟons to determine if their firm needs to complete registraƟon in the IEIS (EÇBS) as well.
8a. When reviewing the DLA Qualified FaciliƟes List for Turkey, I noƟced that there is only one approved TSDF listed for this requirement. It is quite a ways away from Incirlik, and does not provide electronic waste disposal services or anƟcipate geƫng the cerƟficate to do so in the near future. Should contractors propose an alternaƟve facility for Government review and approval?
8b. Response:
-Yes, please find alternaƟve TSDFs.
-The awarded prime contractor will need to propose a facility or faciliƟes and all documentaƟon for veƫng as well as transporters. See PWS at 5.1 for complete details on this process as well as AƩachment 13_52.212-1_InstrucƟon to Offers where, for the purpose of the solicitaƟon, responding offerors will need to provide the name of the transporter and TSD facility or faciliƟes that they intend to uƟlize. If you have a leƩer(s) of intent to use and acceptance by the TSDF(s) or transporter, you may include this as well.
-See also Q&A 7a-7b this document (ECBS) -UnƟl a contractor is accepted into the ECBS or vetted through the TSDF and Transporter Inquiries office, we cannot say whether a TSDF or transporter would be accepted (unless listed on the QTL/QFL). If they do pass the vetting process, then they can be utilized.
III. No other changes have been made.
