About this opportunity
The Department of Homeland Security Customs and Border Protection seeks contractor services to perform maintenance, repair, and improvement work on tactical infrastructure assets in the Tucson Sector, Arizona, under a competitive 8(a) set-aside, with proposals due June 26, 2026 at 5 PM Eastern Time.
Place of performance is Tucson, Arizona (Pima, Cochise, and Santa Cruz Counties). The work encompasses six maintenance categories: roads and bridges; fence and gates (including concertina wire); vegetation control; debris removal; border lighting and electrical systems; drainage and grate systems; and tunnel remediation. This is a single-award, five-year contract with a 12-month base period and four optional 12-month renewal periods, plus a potential six-month extension. The contract structure combines firm fixed-price line items for scheduled maintenance (Item 20) and fixed unit-priced line items for unscheduled maintenance (Item 30) with a not-to-exceed ceiling. Unscheduled work exceeding $750,000 per task will not be executed under the contract.
The NAICS code is 237990 (Other Heavy and Civil Engineering Construction) with a $45 million business size standard. Mandatory site visit attendance is a condition of proposal eligibility. Contractor personnel performing work requiring system access must obtain favorably adjudicated Tier 4 or Tier 5 background investigations. Davis-Bacon Act wage determinations apply to unscheduled maintenance work valued at $2,000 or more; Service Contract Act wage determinations apply to scheduled maintenance work valued at $2,500 or more, with rates for Pima County (Heavy classification) updated June 17, 2026. Performance bonds and payment bonds are required. Award is intended without discussions based on initial proposals, evaluated on best-value trade-off with non-price factors (relevant experience, management approach, technical capabilities) weighted significantly more heavily than price. Offerors must maintain active SAM registration and current 8(a) participant status before the closing date. Amendment 00001 issued June 18, 2026 extended the deadline from June 22 to June 26 and provided vendor question responses and revised wage determinations and work forms.
