About this opportunity
TSA is issuing a combined Sources Sought/Request for Information to determine whether combining its Developmental Testing Support Services (DTSS) and TSA Systems Inventory and Integration (TSII) requirements is advantageous, with white papers due by 10:00 a.m. EDT on November 6, 2026. The notice lists No Set-Aside Used, and TSA states it has made no final decisions on contract vehicle, contract type, or set-aside for either requirement.
Testing occurs at the TSA Systems Integration Facility (TSIF), a 128,000-square-foot test bed at Ronald Reagan Washington National Airport, and travel to other locations may be required. TSII services are performed onsite, generally during regular business hours, and field integration support extends to facilities such as the TEDAC TIEDS Center in Huntsville, Alabama.
DTSS requires 18 Key Personnel positions, ISO 9001:2015 and ISO/IEC 17025 compliance, and development of threat simulants, inert devices, and concealed items. TSII requires dedicated Key Personnel, management of the resident Baggage Handling System at 99% availability, and provisioning of up to 50 unique test objects monthly. Both requirements require TSA suitability determinations for personnel accessing Sensitive Security Information, and SECRET clearance for personnel handling threat simulants and classified information.
DTSS activity in 2024 included 150 test execution and data collection activities, 120 tours and demonstrations, and 540 other mission support events, with tests lasting 1 to 40 business days (averaging 7). The current DTSS Blanket Purchase Agreement under GSA MAS Category 541330 ENG ends February 11, 2027. The current TSII order under the NITAAC CIO-SP3 Small Business GWAC, NAICS 541512, ends March 28, 2027.
Responses require a white paper of no more than 10 pages answering five questions covering similar experience, services the respondent cannot perform, estimated subcontracting percentage, benefits of combining the requirements, and a recommended NAICS code. Submissions also require a cover letter that identifies GSA, DHS Strategic Sourcing, or non-DHS vehicles held, plus a recommended contract vehicle and a 1-10 participation likelihood rating. A capability statement is optional unless already submitted under RFI TSA25-04-0500, which covered DTSS. Send white papers to Joseph.Furtek@tsa.dhs.gov with a copy to Dehlia.Moore@tsa.dhs.gov, using the subject line "DTSS and TSII RFI - White Paper - [Company Name]." TSA reserves the right not to review late responses.
