About this file

This document is a combined Sources Sought/Request for Information (RFI) issued by the Transportation Security Administration (TSA) regarding two potential re-competition requirements: Developmental Testing Support Services (DTSS) and TSA Systems Inventory and Integration (TSII) Services. The RFI is issued for information and planning purposes only and does not constitute a solicitation; no solicitation document is currently available. TSA is soliciting industry input to determine whether combining these two requirements would be advantageous and to refine acquisition strategy.

DTSS involves Developmental Tests and Qualification Tests to verify whether products, services, or systems comply with TSA regulations, policies, requirements, and specifications. Services include test planning, laboratory staging and logistics, test execution, data reduction and analysis, reporting, laboratory space restoration, and program management support. Testing is generally conducted at TSA's Systems Integration Facility (TSIF)—a 128,000-square-foot test bed at Ronald Reagan Washington National Airport—though travel to other locations may be required. During 2024, 150 test execution and data collection activities, 120 tours and demonstrations, and 540 other mission support events were conducted; tests typically last 1 to 40 business days with an average of 7 days. The current DTSS Blanket Purchase Agreement (BPA) was awarded under the General Services Administration (GSA) Multiple Award Schedule (MAS) Professional Services Technical and Engineering Services (non-IT) Category 541330 ENG, with performance ending February 11, 2027.

TSII Services include TSIF inventory, equipment management, property support, Information Technology systems administration, logistics, and integration services. Services also encompass TSIF building modifications specific to Transportation Security Equipment installations, management and maintenance of local conveyance equipment (baggage handling system, rollers, forklifts), and support for ISO 9001:2015 Quality Management System processes. Onsite performance is required, generally during regular business hours. TSA currently purchases these services through an order under the National Institutes of Health (NIH) Information Technology Acquisition and Assessment Center (NITAAC) Chief Information Officer–Solutions and Partners 3 (CIO-SP3) Small Business Government-Wide Acquisition Contract (GWAC), with performance ending March 28, 2027 and NAICS code 541512. TSA notes it has not made final decisions regarding contract vehicles, contract types, or set-asides for these requirements.

Interested companies must submit a White Paper (maximum 10 pages) addressing five questions: (1) describe specific experience performing services similar to DTSS and TSII work with entity/agency names; (2) identify any services unable to be performed and explain why; (3) estimate the percentage of services requiring subcontracting; (4) describe benefits of combining TSII and DTSS requirements; and (5) recommend the best NAICS code for a combined requirement. Submissions must include a Cover Letter identifying company name, address, DUNS number, point of contact information, and NAICS codes, and should indicate whether the company holds GSA schedules, DHS Strategic Sourcing Vehicles, or non-DHS vehicles, with schedule names and periods of performance. Responders should provide a recommended contract vehicle, rate likelihood of participation on a 1-10 scale, and suggest how government could increase participation. An optional Capability Statement may be included unless previously submitted in response to RFI TSA25-04-0500. White Papers must be submitted via email to Joseph.Furtek@tsa.dhs.gov with a copy to Dehlia.Moore@tsa.dhs.gov by 10:00 a.m. EDT on November 6, 2026, with subject line "DTSS and TSII RFI – White Paper – [Company Name]." TSA reserves the right not to review responses received after the due date and time. The RFI notes that TSA previously issued RFI TSA25-04-0500 soliciting information on DTSS requirements.

SOURCES SOUGHT / REQUEST FOR INFORMATION

DOCUMENT NO. TSA25-04-0641

I. INTRODUCTION

The Transportation Security Administration (TSA) is issuing this combined Sources Sought / Request for Information (RFI) to solicit industry’s capabilities and input on certain requirements to determine whether it would be advantageous for the agency to combine the requirements.

Responses to this RFI will help support TSA’s acquisition strategy and help refine the requirements.

All interested and qualified businesses are encouraged to respond to this RFI in accordance with the instructions provided below.

This RFI is issued for information and planning purposes only and does not constitute a solicitation. There is no solicitation document presently available. All information received in response to this RFI that is marked “Proprietary” will be handled accordingly. The Government will not return or pay for any information provided in response to this announcement; no basis for a claim against the Government shall arise as a result from a response to this notice or Government use of any information provided. Responders are solely responsible for all expenses associated with responding to this announcement or participating in meetings with the Government.

TSA may or may not conduct additional market research efforts for these requirements.

Please note that TSA has not made any final decisions regarding the contract vehicle(s) to be used for these requirements (i.e. contract type, contract vehicle, set-asides, etc.).

II. BACKGROUND

Developmental Testing Support Services (DTSS)

Developmental Tests (DT) and Qualification Tests (QT) involve testing to verify whether a product, service, or system complies with regulations, policies, requirements, specifications, and constraints of the TSA operating environment.

DTSS involves both DT and QT as well as other ancillary services such as Program Management support. DTSS can include overall management and support for test planning, laboratory staging and logistics, test execution, data reduction and analysis, reporting, and laboratory space restoration.

TSA generally conducts DT and QT at the TSA Systems Integration Facility (TSIF), however, travel to other locations may also be required. The TSIF is TSA’s 128,000-square foot test bed location at Ronald Reagan Washington National Airport where TSA tests and evaluates Transportation Security Equipment (TSE) for procurement, as well as systems and concepts under development, to verify performance against established requirements and confirm operational compliance to the TSA mission.

During 2024, 150 test execution and data collection activities, 120 tours and demonstrations, and 540 other mission support events were conducted as part of DTSS. Tests were 1 to 40 business days in duration, with an average of 7 business days. The majority of other events were 1 day to 1 week in duration.

The current DTSS BPA was awarded under the General Services Administration (GSA) Multiple Award Schedule (MAS) Professional Services Technical and Engineering Services (non-IT) Category 541330 ENG: Engineering Services. The current BPA’s period of performance ends on February 11, 2027. The North American Industry Classification System (NAICS) code for the current BPA is 541330.

TSA previously issued RFI TSA25-04-0500 which also solicited information on the Developmental Testing Support Services (DTSS) requirement.

TSIF Systems Inventory and Integration (TSII) Services

TSA has a potential requirement for commercial TSII services. These services include TSIF inventory, equipment management, property support, Information Technology (IT) systems administration, logistics, and integration services. Additionally, these services include TSIF building modifications specific to TSE installations and the management, operation, and maintenance of local conveyance equipment, e.g., the resident Baggage Handling System, baggage rollers, and forklifts. These services also include existing International Organization for Standardization (ISO) certified processes, assisting the TSIF Test Team in execution of certified ISO 9001:2015 Quality Management System (QMS) processes specific to test objects, resident TSE systems, test support equipment and tools, laboratory access controls, test area safety, and TSE maintenance.

Onsite performance is required, generally during regular business hours.

Currently, TSA purchases these services under an order under the National Institutes of Health (NIH) Information Technology Acquisition and Assessment Center (NITAAC) Chief Information Officer – Solutions and Partners 3 (CIO-SP3) Small Business Government-Wide Acquisition Contract (GWAC). The current order’s period of performance ends on March 28, 2027. The North American Industry Classification System (NAICS) code for the current TSII order is 541512.

III. INDUSTRY RESPONSE

which may result if the government combined the TSII and DTSS requirements into a single requirement.

5. What would be the best North American Industry Classification System (NAICS) code for this requirement if TSA does consider a consolidation?

White Paper shall not exceed ten (10) pages in length.

The Government does not intend to provide feedback nor answer questions submitted by industry as part of their White Paper(s).

White Paper(s) shall be returned via email to Joseph.Furtek@tsa.dhs.gov with a copy to Dehlia.Moore@tsa.dhs.gov by 10:00 a.m. EDT on November 6, 2026. The subject of the email must be titled “DTSS and TSII RFI – White Paper – [Company Name].” TSA reserves the right to not review responses received after the due date and time.

Responses not received by the closing date and time may not be considered by the TSA.

Cover Letter and Capability Statement

Submissions of White Papers must be accompanied by a Cover Letter and optional Capability Statement unless you are providing this information within the White Paper.

The Cover Letter shall identify the company name, address, DUNS number, point of contact (including name, title, email address and phone number), and NAICS codes.

Please indicate if your company holds any of the following:

• Any GSA schedules to include schedule name and period of performance.
