About this opportunity
The Department of the Air Force Air Education and Training Command seeks troubleshooting, repair, and restoration services for eight portable chiller units located at JBSA Lackland and Fort Sam Houston, Texas, with proposals due October 22, 2026 at 10:00 AM CDT. The procurement is a Total Small Business set-aside, restricting competition to small business concerns under NAICS 238220 with a $19 million size standard.
Place of performance includes JBSA Lackland (1555 Gott Street) and JBSA Fort Sam Houston (2199 Storage Street), with one unit each at Camp Bullis and Port of San Antonio. The Lackland units operate at approximately 50% capacity; the Fort Sam Houston units are nonoperational and disconnected. The contractor shall provide comprehensive diagnostics, leak detection, component replacement, and post-repair validation to return all units to manufacturer specifications, including visual inspections, pressure and temperature data collection, electronic leak detection, refrigerant system work, component replacement (compressors, condenser fans, evaporators, filter driers, solenoid valves, expansion valves), electrical and hydronic inspection, coil cleaning, and full operational load verification.
The lead technician must hold a current Class A Texas Air Conditioning and Refrigeration License (TACLA) and EPA Section 608 Universal Certification; all supporting technicians must hold current TDLR HVAC licenses. Service Contract Act wage determinations apply. The period of performance runs November 1, 2026 through March 1, 2027. Work is structured under three CLINs: CLIN 0001 (diagnostic labor, firm-fixed-price hourly rate, 40 hours estimated); CLIN 0002 (repair labor, firm-fixed-price hourly rate, 650 hours estimated); CLIN 0003 (repair parts and materials, not-to-exceed $350,000). Individual repair work orders have a ten-business-day completion requirement after Contracting Officer approval. A one-year warranty on all materials and workmanship is required.
Evaluation uses a lowest-price technically-acceptable (LPTA) basis: Factor 1 (Technical Approach and Key Personnel Qualifications) is pass/fail and Factor 2 is Price. A mandatory site visit is scheduled for October 6, 2026 at 10:00 AM CDT at JBSA Lackland. Amendment 0002, effective October 16, clarifies that parts and materials will be funded via firm-fixed-price work orders and incorporates a revised Performance Work Statement dated October 15, 2026.
