About this file
This document is Amendment 0002 to Solicitation FA301626R00350002, effective October 16, 2026, issued by the United States Air Force at JBSA Lackland, Texas. The amendment updates a solicitation for troubleshooting and repair services for eight portable chillers, clarifying that parts and materials will be funded via Firm-Fixed-Price (FFP) work orders rather than reimbursement. The maximum order limitations for CLIN 0003 (Repair Parts and Materials) remain at $350,000 not-to-exceed, with individual orders not to exceed $95,000. The revised Performance Work Statement dated October 15, 2026, has been incorporated, replacing the August 26, 2026 version. Offerors must submit complete SF 1449 forms with only blocks 12, 17, and 30 required to be completed, with block 30 signed by an authorized representative. The Service Contract Act is applicable to this requirement.
Evaluation will be conducted on a Lowest-Price Technically-Acceptable (LPTA) basis using two factors: Technical and Price. The technical evaluation comprises two subfactors: (1) Technical Approach and Key Personnel Qualifications, requiring submission of a troubleshooting plan, active Class A Texas Air Conditioning and Refrigeration License (TACLA), EPA Section 608 Universal Certification for the lead technician, and confirmation of valid certifications for all supporting technicians; and (2) Mobilization, Execution, and Reporting, requiring demonstration of a realistic 120-day mobilization and execution plan with schedule risk mitigation and detailed closeout documentation procedures. A mandatory site visit is scheduled for October 6, 2026, at 10:00 AM CDT at JBSA-Lackland. Questions must be submitted by October 7, 2026, at 12:00 PM CDT, and site visit attendance requests must be submitted by September 25, 2026, at 10:00 AM CDT, limited to two representatives per company.

7.3 Technical Proposal. Each Offeror shall submit a technical proposal addressing the approach to meeting the minimum capabilities of each technical subfactor below. Offerors are cautioned that the Government will only use data provided by each Offeror in the technical evaluation. By your proposal submission, you are representing that you will perform all the requirements specified in the solicitation. Do not merely reiterate the objectives or reformulate the requirements specified in the solicitation. Marketing presentations are prohibited and will not be evaluated.
7.4 Evaluation Factors. Offers will be evaluated based on the following two factors: Factor 1 - Technical and Factor 2 - Price. Only technically acceptable proposals, either initially or as a result of discussions, are eligible for award. If award is made without discussions, proposal revisions will not be permitted.
FACTOR 1: TECHNICAL
Subfactor 1.1: Technical Approach and Key Personnel Qualifications
The Government will evaluate the offeror's technical approach and the qualifications of their key personnel. The proposal must provide a brief, step-by-step Standard:
written plan detailing how technicians will troubleshoot the eight (8) portable chillers, isolate electrical and refrigerant loop faults, and identify sensor calibration drift.
To demonstrate commercial-grade competence, the proposal must identify: a current Class A State Air Conditioning and Refrigeration License (TACLA) Name and number performing the work, a copy of the EPA Section 608 Universal Certification and name for their lead technician. Additionally, the proposal must explicitly confirm that all other supporting technicians assigned to the project hold valid EPA Section 608 Universal Certifications and current TDLR HVAC technician licenses, with copies of those cards to be furnished to the Contracting Officer upon contract award.
Subfactor 1.2: Mobilization, Execution, and Reporting
The Government will evaluate the offeror's ability to safely execute the work, complete the project within the 120-day period of performance, and provide proper Standard:
closeout documentation. Evaluation will consider whether the proposal demonstrates:
1. A clear plan to mobilize to the job site with standard portable chiller diagnostic equipment, safety gear, and basic service stocks within the required timeline.
2. Identification of schedule risks and mitigation strategies.
3. A clear process for providing detailed reports on findings, work performed, and all parts replaced, including a log sheet of final operational data.
FACTOR 2: PRICE
Evaluation Factors for Award
Header Miscellaneous Text (Modified):
RFO 52.212-2-- Evaluation--Commercial Products and Commercial Services
(Addendum is tailored as follows)
1.0 Basis for Contract Award. The Government will award a single Firm-Fixed-Price (FFP) contract to the responsible Offeror whose offer, conforming to the solicitation, is determined to represent the best value to the Government. The award will be made on a Lowest-Price Technically-Acceptable (LPTA) basis. To be considered for award, an offer must receive an overall rating of "Acceptable" for Factor 1: Technical. The Government will then award to the technically acceptable offeror with the lowest total evaluated price.
2.0 Evaluation Process.
(a) The Government will first rank all offers by the Offeror's Total Evaluated Price, from lowest to highest.
(b) If three (3) or fewer offers are received, the Government will evaluate all offers for technical acceptability. If more than three (3) offers are received, the Government will evaluate the technical proposals for the three (3) lowest-priced offers.
The Government reserves the right to evaluate additional offers for technical acceptability if it is determined to be in the Government's best interest.
(c) Award will be made to the responsible Offeror whose offer is the lowest evaluated price among the technically acceptable offers.
3.0 Evaluation Factors. Offers will be evaluated based on the following two factors: Factor 1 - Technical and Factor 2 - Price.
FACTOR 1: TECHNICAL. The technical proposal will be evaluated on a single, pass/fail basis of "Acceptable" or "Unacceptable." The proposal must be rated "Acceptable" for each Subfactor to receive an overall "Acceptable" rating for Factor 1: Technical. Failure to meet the minimum requirements under any Subfactor will result in an overall "Unacceptable" rating for Factor 1: Technical, making the entire offer ineligible for award.
Acceptable: Proposal clearly meets the minimum requirements of the solicitation.
Unacceptable: Proposal does not meet the minimum requirements of solicitation.
Subfactor 1.1: Technical Approach and Key Personnel Qualifications
The Government will evaluate the offeror's technical approach and the qualifications of their key personnel. The Standard:
proposal must provide a brief, step-by-step written plan detailing how technicians will troubleshoot the eight (8) portable chillers, isolate electrical and refrigerant loop faults, and identify sensor calibration drift.
The offeror submits a logical, brief troubleshooting plan; provides an active Class A The standard has been met when:
(TACLA) license number and a physical copy of a valid EPA Section 608 Universal Certification card for the named Lead HVAC Technician; and explicitly confirms that physical EPA Section 608 Universal Certifications for all other assigned technicians will be provided upon contract award.
Subfactor 1.2: Mobilization, Execution, and Reporting
The Government will evaluate the offeror's ability to safely execute the work, complete the project within the 120-Standard:
day period of performance, and provide proper closeout documentation.
The standard has been met when: The proposal provides a realistic mobilization and execution plan that aligns with the 120-day period of performance, adequately mitigates schedule risks, and outlines a clear, compliant process for submitting final operational data and closeout reports.
1.
2.
3.
FACTOR 2: PRICE
The Government will evaluate the price proposal for reasonableness and completeness.
Total Evaluated Price (TEP): The TEP will be calculated as the sum of all Firm-Fixed-Price (FFP) Contract Line Item Numbers (CLINs) provided in the pricing schedule.
Reasonableness: Price reasonableness will be evaluated to ensure proposed pricing is fair and reasonable to the Government, utilizing price analysis techniques in accordance with RFO 15.404-1.
Unbalanced Pricing: Offers may be rejected if the contracting officer determines that the proposed pricing is materially unbalanced.
