About this opportunity
The Maritime Administration seeks firm fixed price quotations for demolition, disposal, and reconstruction of a degraded trestle pier at the James River Reserve Fleet on Fort Eustis, with quotations due August 24 and questions due August 17. This is a 100% small business set-aside.
Place of performance is Fort Eustis, Newport News, Virginia. Work must commence within 10 calendar days of award and be completed within 45 working days. The scope includes systematic demolition of existing wood decking and structural framing while preserving existing structural pilings, installation of new pressure-treated marine-grade structural framing and decking boards, and reconstruction of the pier with code-compliant handrails or guardrails if the finished deck height exceeds the original level by 1 foot or greater.
Mandatory site visit is August 10 at 10:00 AM EDT. A mandatory site visit is required for all offerors. Personnel must pass security vetting through Joint Base Langley Eustis Security Forces Visitor Center, requiring submission of name, date of birth, and driver's license information at least two days prior to work commencement. Personnel must possess Real ID or acceptable identification and appropriate personal protective equipment including steel-toed shoes, hard hats, and personal flotation devices for water work. The NAICS code is 237990, Other Heavy and Civil Engineering Construction, with a small business size standard of $45 million. Award will be made to the responsible quoter offering the lowest price that is technically acceptable. Quotations must include itemized pricing with fully burdened labor rates, a brief technical narrative not exceeding 2 pages demonstrating capability to complete all phases and secure base access, and up to three past performance references for similar marine or carpentry projects. The contract is subject to Davis-Bacon Act prevailing wage rates per Virginia General Decision VA20260201 (May 18, 2026). Amendment 0001 corrected a point of contact email address (effective August 3). Amendment 0002 (effective August 13) clarified that no drawings or specifications are available for the project; offerors must develop solutions based on the Statement of Work. Amendment 0003 (effective August 18) addressed vendor questions regarding bid and performance bonds (not required), guardrail specifications (OSHA standards with flat-top rails at 36 inches and mid-rails at 18 inches), marine-grade hardware (316 Stainless Steel for main walkway boards), and contractor personnel qualifications.
