JRRF Trestle Pier Repair

This amendment responds to questions from a vendor. See below:

1. Is a Bid Bond required for this Contract?

Under federal contracting law, no mandatory federal requirement exists for a bid bond on this construction project based on the estimated dollar value.

2. Are Payment and Performance Bonds required for this Contract?

Under federal law (FAR Part 28), performance and payment bonds are not mandatory for this construction project based on the estimated dollar value.

3. Will workers be required to meet any special security requirements to gain access and work within the secured area?

All personnel will be required to have a Real ID or another acceptable form of Id for entry to the base.

Workers must have steel-toed shoes, hard hats, and personal flotation devices for work over the water as is required by OSHA.

4. Will on-site restroom facilities be available for workers, or will a portable toilet be required near the work area?

The facility can make portable toilets available for workers during the project period.

5. Will a designated Laydown Area be provided for the Contractor’s materials and equipment?

An area will make an area available for laydown of materials and equipment.

6. Will the use of a floating platform be permitted to perform the reconstruction work?

A floating platform can be used, however, the facility does not have one available, so the contractor would need to provide it.

7. What are the requirements for the integrated handrail system? Would a guardrail system consisting of a flat-top rail at 36 inches above the finished deck and a mid-rail at 18 inches above the finished deck, installed between each set of pilings, be acceptable?

Yes, this would be acceptable, our requirement is that it meets all required OSHA safety standards regarding handrails.

8. Is hot-dip galvanized hardware acceptable for use on this project?

This is acceptable as long as it meets ASTM A153 standards for use in brackish water areas. However, 316 Stainless would be required for the main walkway boards.

9. Can the Superintendent also serve as the Quality Control Manager (QC) and Site Safety and Health Officer (SSHO) for this project?

Yes, the Contractor Superintendent may also serve as the Quality Control Manager (QC) and Site Safety and Health Officer (SSHO) since this project falls below major threshold triggers (such as the Simplified Acquisition Threshold, currently set at $350,000) based on the estimated dollar value. However, the single individual must still independently satisfy the qualifications for all three positions:

• Superintendent: Demonstrated construction supervision experience.

• QCM: Valid Construction Quality Management (CQM) for Contractor’s certification.

• SSHO: 30-hour OSHA Construction card, EM 385-1-1 training, and required safety experience.
