About this file
This is a Statement of Work (SOW) for the Trestle Pier Reconstruction project, a wooden pier infrastructure improvement located at 2606 Harrison Road, James River Reserve Fleet (JRRF) on Joint Base Langley Eustis (JBLE). The contractor must obtain base access to perform the work.
The project encompasses three phases: Phase I involves systematic demolition of existing wood decking boards and structural framing (joists, stringers, and cross-bracing) while protecting existing structural pilings, followed by responsible disposal of all demolished materials in compliance with local environmental and waste management regulations. Phase II requires installation of new structural framing (joists, headers, and blocking) onto the existing pilings using pressure-treated lumber (marine-grade standard) matching original dimensions and structural capacity, along with installation of new decking boards with proper spacing for drainage and secure fastening using marine-grade hardware. Phase III mandates tidal mitigation elevation through intentional raising of the finished walkway to establish sufficient freeboard clearance, preventing tidal inundation and wave-action damage. The contractor must audit the final elevation against the original structural baseline and install code-compliant pedestrian handrails or guardrails along exposed perimeters if the newly established finished deck height exceeds the original deck level by 1 foot or greater. The SOW assumes existing pilings are structurally sound; discovery of hidden structural decay during demolition requires a change order. Deliverables include total clearance of old materials, a level and structurally sound rebuilt pier with even walkway, and verification that the finished walkway achieves targeted freeboard elevation with fully integrated handrails if applicable.

STATEMENT OF WORK (SOW)
Project Name: Trestle Pier Reconstruction
Project Type: Wooden Pier Infrastructure
1. Project Objective The objective of this project is to safely demolish and dispose of the degraded decking and uneven walkway framing of the existing trestle pier, preserve the existing structural pilings, and reconstruct the pier using new framing and decking materials of a similar size profile. This includes handrails on steps. Work will be accomplished at 2606 Harrison Road, James River Reserve Fleet (JRRF) which is located on Joint Base Langley Eustis (JBLE). The contractor must be able to obtain base access.
2. Scope of Work
Phase I: Demolition and Disposal
● Demolition: Systematically remove all existing wood decking boards and underlying structural framing (joists, stringers, and cross-bracing).
● Piling Protection: Take all necessary precautions to protect the existing structural pilings. Pilings must remain undisturbed, structurally intact, and in place to support the new build.
● Debris Removal: Haul away and responsibly dispose of all demolished wood, hardware, and debris in accordance with local environmental and waste management regulations.
Phase II: Reconstruction & Framing
● Framing Installation: Install new structural framing (joists, headers, and blocking) onto the existing pilings. Materials must match or exceed the dimensions and structural capacity of the original framing.
● Decking Installation: Lay new decking boards across completed framing, ensuring proper spacing for drainage, uniform alignment, and secure fastening using marine-grade hardware.
Phase III: Tidal Mitigation Elevation & Safety Compliance
● Tidal Mitigation Elevation: The finished elevation of the walkway framing and decking shall be intentionally raised to establish sufficient freeboard clearance. This modification is designed to mitigate tidal inundation, prevent over wash during high-tide cycles, and protect the structural integrity of the pier surface from wave action.
● Handrail Compliance Assessment: Due to the planned increase in deck height for tidal mitigation, the Contractor shall audit the final elevation against the original structural baseline. If the newly established finished deck height sits 1 foot or greater above the original deck level, the Contractor shall install code-compliant pedestrian handrails/guardrails along the exposed perimeters.
3. Materials & Specifications
● Framing & Decking: Pressure-treated lumber (marine-grade standard) matching the dimensions of the original structural footprint.
● Fasteners: Heavy-duty, corrosion-resistant fasteners suitable for marine environments.
4. Project Assumptions & Constraints
● Piling Integrity: This SOW assumes the existing pilings are structurally sound and capable of supporting the new framing and decking. If hidden structural decay is discovered in the pilings during demolition, a change order will be required.
● Environmental/Permitting: Contractor will be responsible for complying with local waterfront construction regulations and environmental protection guidelines.
5. Deliverables & Acceptance Criteria
● Removal: Total clearance of old materials from the job site.
● Structural Alignment: The rebuilt pier must be level, secure, even walkway, and structurally sound.
● Tidal Compliance: Verification that the finished walkway successfully achieves the targeted freeboard elevation to prevent tidal over wash, with fully integrated handrails if the 1 foot threshold is breached.
