About this opportunity
The Department of the Treasury is soliciting construction contractors under a small business set-aside to perform facility repair, alteration, and restoration work at the Main Treasury Building and its annex, the Freedman's Bank Building, with proposals due April 30, 2026 at 12:00 PM ET. This procurement has been cancelled; the Department plans to resolicit a similar action in Fiscal Year 2027, Quarter One.
The vehicle is an Indefinite Delivery, Indefinite Quantity (IDIQ) multiple-award contract with a total ceiling of $40 million over a five-year period (June 1, 2026 through May 31, 2031: one 12-month base period plus four optional 12-month extension periods). The Government intends to award three to five firm-fixed-price contracts, with each awarded contractor guaranteed a minimum of $2,000. Place of performance is Washington, DC. This is a 100 percent small business set-aside with preference for Woman-Owned Small Business (WOSB) and Service-Disabled Veteran-Owned Small Business (SDVOSB) firms. Contractors must be certified under NAICS 236220 at time of offer and award.
Task orders cover interior and exterior building construction, repair, rehabilitation, alterations and restorations, mechanical/HVAC systems, electrical systems, structural work, roofing, building envelope repairs, demolition services, earthwork, pavement repairs, and abatement of hazardous materials. All workers must be U.S. citizens and subject to U.S. Secret Service security requirements and Treasury personnel vetting. The evaluation approach is lowest-price-technically-acceptable (LPTA). Proposals must include technical volume (maximum 15 pages, redacted), past performance volume (maximum 8 pages), price volume, and federal forms/clauses/certifications. Technical submissions must certify that the small business prime will perform at least 15 percent of contract costs per FAR 52.219-14. Pricing must be based on RSMeans 2025 (83rd edition) or later with Washington, DC City Cost Index adjustments. Davis-Bacon wage rates, 100 percent performance and payment bonds, and comprehensive insurance are required.
