About this file
This is a Questions and Answers document (Round 2) for RFP2032H326R00006, an Indefinite Delivery Indefinite Quantity (IDIQ) contract opportunity. The document clarifies submission requirements, evaluation criteria, and scope details for a Treasury Department facilities maintenance and repair project.
Key submission requirements include: the Cover Letter should not be redacted and can be submitted separately from Volume I–Technical; only Volume I–Technical requires redaction; contractors may submit two past performance evaluations in any combination of new PPQs (limited to two pages each) or CPARS (no page limit), with PPQs/CPARS due by April 30, 2026, 12 PM ET; and the Staffing Plan attachments do not require redaction. For the scenario project pricing, only a lump sum quote is required for evaluation purposes; coefficients will be detailed at the task order level. The scenario work shall be performed during normal workday hours (7 AM to 3:30 PM) based on Building Construction Costs with RSMeans Annual Edition (2025 or 2026), using the Open Shop labor index. The primary construction work involves tile floor and base tile replacement and re-grouting in men's and women's shower rooms and locker rooms at the Main Treasury Basement, with contractors required to haul away debris. Contractors must demonstrate at least 15% prime performance but are not required to identify all subcontractors at the proposal stage; subcontractors need only be identified by company name rather than individual workers.

QUESTIONS & ANSWERS – ROUND 2
RFP2032H326R00006
1. Amendment 2 Question and Answer 2 indicates that the Volume I Cover Letter should not be redacted. Can the Government confirm – i.e., that the Volume I cover information should have identifying information, but the remainder of Volume I should be redacted – or clarify?
The Cover Letter should not be redacted. For ease of submission, the Cover Letter can be submitted separate from Volume I – Technical. Additionally, the requirements of the Cover Letter have been updated. Please see Summary of Changes #2.
2. Amendment 2, Volume I 5.0: This appears to request a narrative outlining the overall approach to the IDIQ in detail to demonstrate compliance and understanding. However, such a narrative would seem to be redundant with many of the Volume I 6.1 sections and requirements. Moreover, much of the information sought seems to involve acknowledgements rather than detailed narratives. Can the Government clarify if this section is (1) introducing the type of information to be provided in response to 6.1 requirements (plus requiring the associated acknowledgements, of which 6.1 response information is to demonstrate understanding), (2) a separate narrative requirement to be broken off from 6.1 narratives entirely, or (3) other? Additional clarification would likely help offerors ensure compliance with Government intent.
The narrative for the overall IDIQ has been removed. See Summary of Changes #2.
3. Amendment 2, Volume I 5.0: Bullet points 3 and 4 appear to request information applicable to 6.1.1. Can the Government confirm if a different type of information is sought for bullet points 3 and 4 than would typically apply to 6.1.1?
See answer to question #2. See Summary of Changes #2.
4. Amendment 2, Volume I 5.0: Can the Government confirm if bullet point 4 applies to the IDIQ overall or to the sample scenario project? The information sought would typically be (though not necessarily need to be) project specific.
See answer to question #2. See Summary of Changes #2.
5. Volume II: Amendment 2 indicates that CPARS may be submitted in lieu of new PPQ evaluations. Can the Government confirm if CPARS – usually 3-5 pages each – submitted in proposals count against the page limit associated with Volume II?
PPQs are limited to two pages. CPARS have no page limit.
6. Volume II: Amendment 2 indicates that CPARS may be submitted in lieu of new PPQ evaluations. Can the Government confirm if offerors are limited to two evaluations total – i.e., two CPARS, two new PPQ evaluations, or one of each, as per the original Volume II limit?
Contractors may submit two PPQs, within the page limits, or two CPARS at no page limit, or one of each (a total of two). Whatever the combination, the Government reserves the right to review additional CPARS if it chooses to.
7. Volume II: Can the Government confirm that the March 13 and March 27 deadlines applicable are not required/applicable if offerors are submitting CPARS in lieu of new PPQ evaluations?
These dates have already passed. Contractors that submit CPARS in lieu of PPQs (no more than two in any combination) after those dates will not be penalized. As of Amendment #3, PPQs/CPARS can be submitted with the final proposal no later than 30 April 2026, 12PM ET.
8. Volume II: Would the Government consider extending the March 13 and March 27 deadlines to closer to the proposal due date, since Amendment 2 was issued on March 27 and contains information that may impact offeror project selection and past performance submission plans?
See answer to question #7. Also, see Summary of Changes.
9. Section 6.2, Past Performance (pg. 80 of the solicitation) requires two PPQs to be submitted even though the client was instructed to send the PPQ to the contracting office’s POCs.
Does the Government want the initial PPQs the Offeror filled out included in Vol. II?
The intent was for potential contractors to send the PPQ to prior, or current, clients to provide a rating on the contractor’s work directly to the RFP POCs. PPQs should not be filled out by potential contractors themselves. However, potential contractors are given the opportunity to provide their own write-up of relevant corporate experience under Attachment B – Corporate Experience Worksheet. See 6.1.5 Corporate Experience of the
RFP.
10. Section 6.2, Past Performance (pg. 80 of the solicitation) states, “Contractors shall submit to the Government two (2) references (company name and address, phone number, and point of contact) for similar work mentioned within the SOO or similar.” Are these references separate from the POC list?
The two references and POC List are the same. See Summary of Changes.
11. If each volume is to be separate and complete from others (pg. 18 of A0002 - Summary of Changes), should a Cover Letter be included with each volume?
The Cover Letter can be separated from all Volumes and shall not be redacted. See answer to Question #1 of this Q&A.
12. Section 5.1 Cover Letter (pg. 79 of the solicitation) references a cover sheet and a cover letter. Are the cover sheet and Cover Letter two separate requirements?
See Summary of Changes correcting 5.1 from Cover Letter to Cover Sheet.
13. Is the Cover Letter its own attachment or is it a part of Volume I (Table 1, pg. 78 of the solicitation)?
The Cover Letter can be separated from all Volumes and shall not be redacted. See answer to Question #1 of this Q&A.
14. Will the Government allow a company introduction to be included with the Cover Letter (Section 5.1)?
See Summary of Changes correcting contents of the Cover Letter
15. Is the Brief Narrative Discussion a separate requirement from the Cover Letter (Section 5.1 and Table 1, pg. 78 of the solicitation)?
The requirement for a brief narrative for the IDIQ has been removed.
16. Please advise if contractors will be required to submit our coefficients as described in Amendment 2 for normal working hours and non-working hours? If so, please provide a bid sheet to submit coefficients.
The scenario work hours were changed to normal hours. See answer to questions #75 under Amendment #2.
17. Is there a specific table or format required for submission of the Coefficient? Could you please provide an example of where/how you would like this shown per Amendment 0002?
There is no specific format required for the scenario. Only a Lump Sum pricing is required in terms of providing the scenario project’s quote.
18. What is required for the Scenario Project Technical Response as referenced in the required documentation for Volume III - Price? Does this need to be a narrative or are we just providing the Scenario Price/Cost Table?
Please reference the Summary of Changes, 6.3.
19. Relevant to Section 6.5(1) Volume V of the RFP (pg. 81), will the Government confirm that Offerors can submit signed and acknowledged Amendments (SF 33) and the SF 1442 form in Volume V, and not the entire RFP document?
Contractor acceptance of issued SF1442 and SF30s amendments, only require the top page
– not the full document.
20. Is the Government's intent to have Offeror's identify all subcontractors at this stage in the Staffing Plan? At this stage, we cannot determine every subcontractor that will be needed for the Base and All Options.
No. There is no need to identify all subcontractors at this stage; however, listing the company’s employees that will work on the contract will suffice the initial plan to show at least 15% of the work will be performed by you, the prime.

Does this refer to weekday access only for the scenario? Will both the men’s and women’s bathrooms be closed sequentially for construction? Two-part epoxy has a strong odor. It might be advisable to perform the grouting after hours.
This is not a real project. For the purpose of the scenario, work shall be performed during normal workdays at normal work hours. Additionally, please assume the area will be closed to allow for full work.
31. The Women’s bathroom could not be accessed during the walk through do you have pictures of that area? Is there a drain in the main area?

33. The RS Means BCCD cost book has two labor index categories, Standard Union and Open shop. Which one should be employed for this scenario project? This will affect the bid-coefficient applied to the work.
For the scenario work, please use Open Shop.
34. Since the RS Means BCCD Database covers only 60-80% of construction and maintenance tasks, why limit NPI’s to 10% of the total line items?
It varies. Not predetermined amounts. Please see 1.1.3 for detailed information surrounding the Government’s right regarding NPIs.
35. Will the limit and justification requirements remain for self-performed tasks?
There is no answer to this question as it doesn’t seem to pertain to the requirement.

How should the cost of purchasing and delivering these guides be factored into the individual task order pricing? Given that there are going to be multiple contract awards does every awardee provide four (4) physical copies of the RS MEANS® Facility Construction Cost Data Guide? Does this include annual updates?
No, you are to use Building Construction Costs with RSMeans Annual Edition. You may use 2025 or 2026 Edition. See example below:
